CITY BOARD QF HEALTH NOTICE. Notice is hereby given to all those living within the corporation of the city of Decatur that they must remove all rubbish, filth and other nuisances from their premises, and clean up their lots and alleys within the next ten days. All persons failing to comply with this notice will be deemed the author of a nuisance and will be prosecuted the law directs under the state and city boards of health, when the state inspector comes around the middle of April. DECLARED INSANE Jonathan S. Hirschy of Wabash Township to be Sent to Richmond. STRUCK OVER EYE Condition Believed to Be Result of a Fight Had Two Years Ago. An insanity board consisting of Drs. A. Reusser and C. H. Schenk of Berne and Squire Liddy, also of that place, have declared Jonathan S. Hirschy, a young man, aged twenty years, of Wabash township to be of unsound mind and have recommended that he be sent to the East Haven asylum at Richmond. Two years ago. according to the evidence offered, Hirschy engaged in a fight, during which he was struck by his foe a terrible blow over the eye. Since that date he has been morose, sulky, at times quarrelsome, and has shown unmistakable signs of insanity. He imagines that he is very wealthy and that he holds a high position with some railroad company, and he has other peculiarities which leave no doubt as to the state-of his mind. The unfortunate young man is well known in the south part of the county and his friends are grieved over his condition and hope a period of treatment at the sanitarium at Richmond may restore him to health. o — John Bowers was at Monroe today transacting businsess lor a short while.
