TESTS TELEPOST SYSTEM' WITH CODE MESSAGE Delany One Thousand Word a Minute Machines Handle Jumbled Letters as Well as Plain English. Zanegnfazy fefebegada kujesazozu I grsajewafo— these are four of seventy words composing a cipher cablegram transmitted by the Delany automatic machines at the Washington office of the new telegraph company, the Telepost, to convince a representative of one of the government bureaus that I the Telepost machines can handle cipher as well as plain English. After watching the trapsmission of about a thousand words a minute over an artificial circuit equal to the distance from New York to Buffalo the government employee produced from his pocket tbe cipher cable of which four sample words are given and. with a laconic “Send this,” handed it to the operator. The test was as difficult as human Ingenuity could suggest, tbe cipher being a reproduction in form and character of the code used by the United States government in telegraphic correspondence. After the perforation of the tape by which the Telepost apparatus operates the message wns placed in the rapid transmitter, and every word came out of the receiver In exactly four seconds. The advantage of mechanical receiving was strikingly demonstrated, for to read these 'meaningless jumbles of letters by sound would be very difficult and take a long time. Tbe sustained tests that the Telepost system has been through at the | hands of telegraphers in Washington I and New York have removed any doubts that existed as to the entire practicability of the system In commercial operation. Recent reports show good progress with the establishment of the company’s lines from New York. The city cannot stand the expense. 1 Legislators have no right to fasten It npon the city. There is no necessity for the bill. The times and the city’s financial position both make it preposterous.” DISCLOSES STRANGE STATE • OF AFFAIRS IN VENEZUELA. Report of State Department’s Com- * missioner to Investigate American Claim Against Castro. Judge William J. Calhoun, whose report to the state department that the New Y’ork and Bermudez company had been wrongfully deprived of its property in Venezuela has just been made ’ public, gives this picture of affairs in Castro’s country: “The foreign investor in Venezuela s is always the subject of embarrass- t ment and surrounded with difficulties because of frequent revolutions. The insurgent armies overrun their proper- f ty, despoil them of food and supplies, t levy assessments upon them for finan- < ciai aid and threaten the destruction of their properties if their demands t are not granted. : “The people have been impoverished by the repeated revolutions which have swept over the country. In a revolution the loss of human life is not so very great, but the loss of property is tremendous. Predatory bands of undisciplined soldiers, more intent on plunder than on fighting, roam over the country. Plantations are ruined, crops are destroyed, live stock is driven away, and tribute Is levied on both sides upon the people. “The result Is the people have no capital, and, what is worse, they have no Initiative. Treaaon to Protest. “The government in all departments —national or state, executive, legislative or Judicial—is in political accord. He who attacks the government or any of its departments is a disturber of the public peace, a promoter of a revolution, and he who raises ‘the phantom of international dispute’ is a public enemy. He is likely to be arrested at once and indefinitely imprisoned. There is no indictment, no trial and no writ of habeas corpus. “Once a man becomes a political •suspect’ any act of political indiscretion, any suggestion of a purpose on his part to involve the government in international difficulties, exposes him ' to arrest, and no sense of propriety and no consideration for the rights of others, native or foreigners, will restrain the hand of the government. It has always been so In Venezuela and always will be so until the people have a better conception of what a free government really Is and until they have higher standards of public life and duty.”
