TO liLOCK Till- TREATY

Protfst From (1m Britons Will Settle the Ni'sroliiitions iiotwcou Kus»in and Ciiina.

An pi a nation 0/ tlio Failure ot the Chinese Government to Si»n .Miincliurian Treaty.

Washington, March 2S.—The British Kovernniont has protested against Chinn making a convention wit.li any povror touching territorial or financial affairs until the present troubles in ti^at euun!rv arc considered. The fact the P.ritish protest was made known here for the ijrst time by a dispatch from one of the foreign oilicers of Europe. It says lhat the protest was made through Sir Krnest Sutow, the British minister at Tekiu. It dues not state when the representations were made, but. it is taken that the protest occurred within the last day or two. /."Although (he Russian agreement is not specifically referred to, it is said to be clear that the British action is directed against the Kussian agreement. The language appears to be similar to that used by Secretary Hay in the American protest. The effect of the British action is to place the United States,

Japan and Great Britain in formal opposition to the signing of a convention by China with any power pending the settlement of the Chinese troubles. The course of (Jreat Britain is the more significant from the fact that, that gOTerument and Germany have a written alliance relating to Chinese affairn.

The concurrence of these protests probably explain why the Manchuriau agreement has not been signed. There was something of a stir in diplomatic quarters over the report coming from Oiiicial sources lhat the United States was considering the advisability of addressing liussia directly on the subject. Heretofore the American objections to the Manehurian government have been addressed to China. Copies were furnished the Kussian authorities, though the protest in form has lx'en to China and not to Russia. Several of the foreign representatives advised their governments (hot this step was contemplated by the United States, but. there is no otlicial information available as to how far the consideration of the move has proceeded. I'ekin dispatches say thai., oflieiul notice has been received there that the treaty with Kussia as to Man chtiria had been finally rejected by the Chinese government on tin* expiration of the limit of lime for signing. The notice simply stales that the- Government ret uses 11. assent lo 1 Ik? convention.

('ourte.-ies lo the Dead

I'ekin. March U.S. The bodies of six American murines who were killed during the siege of the legations and buried ID the Kussian legation, were removed yesterday for shipment to the United States. in addition to the American troops in I'ekin, the M011ocacy. Commander K. M. Wise, sent a detachment of marines to be preseut at the disinterment. The courtesy of the Russians deeply moved all ihe Americans. Two Russian companies part ipated in all the ceremonies. The Russians guarded the disinterred bodies all night and rendered all the Russian military honors to the dead.

Denmark Submits Terms.

••...•.-...Copenhagen, March 28.—It Is stated on the very best authority that Denmark- has communicated to the United

States the following conditions for the sale of the Danish West Indies: First, S4,IMM),()I)0 to be paid to Denmark second, the population to decide by vote whether to remain Danish or be transferred to the United States third, if the vote is favorable to the United States, then the Inhabitants to become immediately not only American subjects, but American citizens fourth, products of the Island to be admitted to the United States l'reo of duty.

Will Not Itcs.ort to Force. Washington, March 28.—Secretary Long has cabled an order to Rear Admiral Rodgers, on board the cruiser New York, at Tangier, to proceed at once with that vessel to Manila. This Is an abandonment of the plan to have the New York convoy Consul General Guiuiuerc from Tangier to Mazargan, In the attempt to collect American claims. It is the purpose of the state department to endeavor to adjust these claims and other outstanding issues against Morocco without any show of force, and in the ordinary practice of diplomacy.

A Woman's Vengeance.

Houston, Tex., March 28.—John Walsh, a lieutenant In the fire department, was killed yesterday by Mattla Graham, daughter of a police officer.
