Tin-: latest naval appropriation bill provides for three new battleships, four monitors, sixteen torpedo boat destroyers, twelve torpedo boats and one gunboat. Recent events indicate that the value of all sorts of torpedo craft has been overestimated aad it would be a good ihiDg to drop the building of these bummy little boogers right away.
TEP.I:K HAUTK Express: Francis M. Dice, of Crawfordsville, has consented to assist Perry S. Heath, first assistant postmaster general, in the development and inauguration of the lural free delivery of mail, for a consideration of 61,000 a year and perquisites. Mr. Heath has made this system a hobby, as it were, and he wants capable assistants in order to demonstrate its benefits.
TUE bids for those 3200,000,000 of 3 per cent, ten-twenty war bonds are expected to aggregate SI,030.000,000 in takings of less than 5500 by the closing hour at 3 p. m. tc-day. and the entire issue will be allotted to individual subscribers, thus cutting out all syndicates, firms and corporations that went into the fcramble for these gilt-edge, low-intf rest securities, The bids for the bonds in lots of over 55uo worth, it is said, aggregate eight dollars for every one asked.
Tin: war is not yet three months old and at its beginning it was the general belief, both in this and in foreign countries, that Spain had rather the better of us in the matter of naval preparation. But, summing up results so far, Spain has lost by destruction or capture more than forty mer.-of-war and merchantmen, and in killed, wounded and prisoners about 3,000 seaman. On our side not a vessel of either claes Las been lout, only the Baltimore and the Winslow have been damaged, and our naval loB6es in killed, wounded and captured will not amount to thirty.
ST. LOUIS GlribL-Dcinvcrnl'. A good deal can be said in favor of Representative Gibson's bill to raise an army of 40,000 colored men for service for two years. The United States will need an army of occupation of 20,000 or 30,000 men iu the Philippines for a year or two after the war ends, even if it does not not retain complete control of the islands permanently. Porto Rico, which will become a permanent American possession immediately, and Cuba, which will be annexed ultimately, will each need a considerable fore for a few years, and, of course, 1,000 soldiers or more will be stationed in Hawaii. It is believed that negroes are better adapted for military service in tropical climates than white men. A regular army far larger than the 25,000 men wliich composed the force from 1875 on to the beginning of the present war, or even than the 61,000 to which it i6 to be temporarily raised by ..recent legislation, will be needed hereinafter, whether we keep the Philippines or not, and, owing to the naturo of the service to which much of the army will
