Tolice Judgo Sharply Criticised. COI.UMBUS, Ind., April 25.—Pat Hugerty, policeman, was arraigned .Monday on a charge of neglect of duty in allowing1 Bulger Fulton, a noted gambler whom he arrested some time ago, to escape unpunished. Fulton was placed under cash bond by Uagerty and arraigned before Police Judge George Palmer, who would not accept a plea of guilty from him. whereupon Policeman ,'lagerty returned the money to the defendant and set him at liberty. The evidence showed that the police judge was intoxicated at the time and did not know what he was doing. In the investigation Policeman Hagerty was exonorated and Judge Palmer severely criticised. Suit on his official bond will be brought.
Banqueted Minister Gray.
INDIANAPOLIS, Ind., April 25.—ExGov. Gray, minister to Mexico, was tendered a farewell banquet Monday night at the Grand hotel by the Indiana democracy, led by Sterling R. Holt. The banquet was an elaborate affair. Charles L. Jewett, of New Albany, was toastmaster, and responses to regular toasts included the following: "Indiana Democracy," Gov. Claude Matthews "America and Mexico," Minister Isaac P. Gray "Our Press," Consul General Sam Morss "Grover Cleveland," John W. Kern "Ten I'er Cent, and Ninety Per Cent. Equals One Hundred Per Cent.," State Secretary W. R. Myers.
To Test the Fee and Salary Law. INDIANAPOLIS, Ind., April 25.—Tho county sheriffs held a meeting hera Monday and ordered that suit be at once instituted to test the constitutionality of the fee and salary law of 1891. The law fixes the salaries of county officers in each of the counties in the state, making the salaries depend upon the fees collected and requiring all over the fixed salary to bo turned into the county treasury. Judge Elliott, late of the supreme court, lias been employed and will file the suit this week.
Little Wolf Troves a IJacl Indian/ ECKEIITY, Ind., April 25.—Little Wolf, the principal character in Plielan's Indian show which has been here during1 the past week, got on a drunk Monday afternoon, shot Mrs. Phelan in the right shoulder and cut Phelan's arm when the latter attempted to disarm and arrest him. Neither is necessarily fatally hurt, though Mrs. Phelan's injuries are dangerous and will cripple her for life. Wolf was knocked down and tied by the other Indians.

FBANKFOUT, Ind., April 25.—George Brown, the Scotchman who left St. Augustine, Fla., March 1, to walk to the world's fair, readied this city Sunday evening and left Monday morning on his journey, lie is an interesting character, aged 04 years, aud tells an entertaining story of the trip.
Fell from a I.oad of Hay.
INDIANAPOLIS, Ind., April 25.—Elmer Leicliman, a farmer from Southport, 6 miles south, fell from a Vad of hay in this city Monday afternoon and was dead before assistance could reach him. Heart failure was the cause of his taking off.
The Chess Tournament.
KOKOMO, Ind., April 25.—The game of the international chess match Monday was won by Lasker, the European champion. The score stands: Lasker won 4, lost 2 Showalter won 2, lost 4 drawn, 2. Lasker must get two more games to win the match, while Showalter requires four more to win.
Captured a Maniac.
MUNCIE, Ind., April 25.—Amost Greenwalt, a maniac who has caused a large number of Delaware county people near Eaton to have restless nights, is again in custody, after a weekjpent in roaming in the woods. Greenwalt was victimized by a bunco man and lost his reason from grief.
Michigan (Jels Kevengo.
LAFAYETTK, Ind., April 25.—Michigan won her lifth consecutive victory by shutting out Perdue university Monday 18 to 0. Perdue defeated Michigan 24 to 0 in football last fall, and Monday the baseball team obtained sweet revenge.
Melnerncy Throws C'alllhan. INDIANAPOLIS, Ind., April 25.—In a wrestling bout at the Empire theater Monday night between Tom Melnerney, of Columbus, and Jack Callilian, of Chicago, Mclnerney was successful. The match was catch-as-catch-can for J200 aside and a purse of $200.
All Old Settler Dead.
LOGANSPOKT, Ind., April 25.—Richard Tyner, aged 87 years, died Monday of old age. The deceased was the oldest settler in Cass county, having located here in 1835. He was known throughout Indiana, having held several offices of profit and trust.

ELKHAKT, Ind., [April 25.—George Harrington, aged 08, one of the oldest and most trusted engineers on the Lake Shore & Michigan Southern railway, died here suddenly Monday of heart disease.
Two Years for Kohbery.
PKRU, Ind., April 25.—John Smith and Charles Porter were sentenced to two years in the penitentiary Monday for robbing1 the store of Benedict & Euret Saturday night.
Third Insane Atlaclc.
INDIANAPOLIS, Ind., April 25.—State Geologist Gorley, of Indiana, had a third attack of insanity Sunday in this city. He destroyed considerable furniture at the state house.
Insane from Drinking Whisky. LAGRO, Ind., April 25.—Lew Murphy, a well-known citizen and business man of this place, has gone insane f.01.4 drinking whisky after taking the Keeley cure.

New YoiUv, April 25.—Secretary Carlisle, acting under the personal direction of the president, communicated to the bankers of New York on Monday a proposition in writing for a gold loan to the government of 850,000,000. Conrad N. Jordan, the assistant treasurer, who spent Saturday and Sunday in Washington, brought back the proposition with him Sunday night. He had called on a small company of bankers to meet him at a private house up town so soon as he arrived, and to a man they were on hand. The proposition then for the first time was made known. It was discussed informally by all the gentlemen present. The only decision then reached was that the offer should be made known to all the leading bankers at a meeting to be held Monday morning at the subtreasury.
The Plan.
The sum proposed to be raised is $50,000,000, and the government's scheme is in the nature of a collateral 3 per cent, loan. That is, it offers to issue a form of bond running for twelve years, but redeemable at the option of the government within one year, paying 3 per cent, interest and redeemable in gold. This sort of bond, of course, would not be salable, or, indeed, in any way serviceable to the banks as a form of investment. It would be nothing better than a security for the money advanced.
Not Acceptable.
In this form the government's offer was not acceptable to the bankers. They were practically agreed in requiring that the loan should be made on a bond which could be put on the market, and they recommended that at least half the sum desired, or §25,000,000, be obtained from Europe, thus recovering some of the gold that was so freely shipped out during the last few weeks. .Many suggestions were made, many modifications of the president's plan proposed, and most of them reduced to writing. These were forwarded by Mr. Jordan to Secretary Carlisle and will be made the basis of a conference to-day, at which the secretary himself will be present AYS
A Humor*
While the conference was going1 on it was reported on the street that a number of the bankers who were locked in with Mr. Jordan favored a plan for turning over to the government §25.000.000 iu gold in exchange for legal tender. and that an announcement would be made after the closing of business. According to Saturday's bank statement the associated banks of New York held $72,250,000 in specie. Probably more than §50.000,000 of this is in gold. If the secretary of the treasury could obtain a portion of this it would undoubtedly help him out in his policy of keeping the gold reserve in the treasury as near to $100,000,000 as possible. Their views heretofore have been that while they were willing to subscribe to an issue of bonds to tide over the interval before legislation can be accomplished they were unwilling to give up their gold in order that the export to Europe might be facilitated.
Exports of tho Precious Metal. The exports of gold to Europe to-day will aggregate $3,200,000. Of this amount $2,100,000 was withdrawn from the subtreasury Monday, of which $1,000,000 was paid for in treasury notes and the remainder greenbacks.
There was talk Monday that the subtreasury would soon have to break in its store of gold bars, for only about f30.000.000 in gold coin remain in its vaults. This would be an additional advantage to shippers, as bars are more economically handled than coins.
Offers Accepted.
BOSTON. April 25.—At a meeting of the Clearing association it was voted Monday that each should gave half its reserve in exchange for legal tender notes. This sum, it is said, will amount to between S5.000.000 and $0,000,000.
KOANOKK. Va., April 25.—All the banks in Roanoke united Monday in offering the treasury all the gold in their vaults in exchange for treasury notes at N"tw York. Secretary Carlisle accepted the offer.
Canadians Interested.
TORONTO. Ont., April 25.—The financial situation in the United States is being actively canvassed by Canadian bankers, and its effect on Canada and its trade with the states is the subject of general comment. Except in the northwest and the border towns of Canada the banks get very little American silver, but it is feared that the losses, if any are incurred, will be in notes and bank checks and paper between the two countries.
Booth Improving.
Nkw YORK, April 25.—Edwin Booth was so much improved at midnight his physician expressed the belief that he would recover. He said: "lie has recovered the use of his right arm and leg. The muscles of his face have relaxed somewhat, and his eyes are clearer. Hut if Booth has another of the attacks he cannot possibly live through it." On the other hand, his friends are fearful that the end is near and Dr. St. Clair Smith, a, specialist who was called iu. admitted Mr. Booth's chances of recovery were extremely discouraging.
Miners Murehhij* on Tracy. NASHVIU.K. Tenn.. April 25. —The troops were ordered away from Tracy City Monday, but almost at once sent back because of a dispatch from Bon Air mines to the effect that 1,000 miners are marching on Tracy City. As a precautionary measure Gov. Turney ordered the retention of the troops.
