Tiie petition was referred to tho committee. The judiciary committee reported that the iv districting ot the city by enumeration was uot yei completed. The report was therelore deterred. The witnesses who hud given testimony at the time tlio couditiou oi tho tire pi'citejt.ioti of the city was investigated last summer were allowed fees.

Tno streets were lifh'ed by 150 mo indoscent lights of 55 tuid 35 caudle pow«.r, and tho light was siuisfuctory. Stores were furnished with lights lor (50 cents each burner per month, mid houses for 10 cents per mouth. Tho revenue thus acunieiug amounted to eous'deraule and so helped out expense that it only cost tho town about $240 a year to light tho streets. Tho plaut there is to be enlarged.

At Columbus a place of 8,00') the plant is owned by the city aud maintained tor street lightiugouly. The arc svstem is used aud iu the city there are (8 lights of 2,000 c:udle power each. The last six mouths it, cost, tho ltv &S30 to ligtit ngaiust about 8:2,000 lor six months when the pluut was owued by a corporation.

The committee's visit to Chicago was chielly to inspect various kinds of electrical machinery. The result was most sa'ishictory but for obvious reasons the committee would recommend no particular system. A healthy competition would much reduce the cost of the machinery. I'rom Chicago they proceeded to li tavui, 111., which put in a plaut iu 1888. and which tho citv is now enlarging. More Comparative Figures ou the Cost oi Lighting the City.

'l'o the Kditor Journal: As there have been several articles iu your excellent papei touehiug ou tho sul)ject of the city owning and operating an electric ligtit plaut, ami also some rather suggestive figures made regarding the cost, maintenance and and revenues to be derived Din same, T. desire call your attention to tho glaring irregularities of the ligures which appeared iu au article over tho signature of "Observer," June 20th.

It can only bo inferred that "Observer" has either taken tho statement of some iudtvidmil whe is desirous of selling an electric light plant or th.it he is endeavoriuy to demonstrate a proposition with which he is eutirelv unacquainted.

Iu the tirt-t instance lit assumes, by the number of lights he proposes to turnish, to erect au electric light plant that is of superior capacity in every particular to the ouo uow operutxl by the Water JUight Company.

The estimated cost of sucn a plant he places at 8-50,000, which is about 50 pelcent, of what it would cost to duplicate the present plaut at this date. It is not. necessary to change the figures of "Observer" to snow that he is not a good mathematician, or that ho is not qualitied to make an estimate on the cost of building aud operating au electric light pluui, much less the estimating of probable, revenues to be received from such.

It simply shows that "Observer" would have the city pay §10,098 more than the Water & .Light Co. ask for 0 ears' lighting.

This umouut does not include the fixed charges or depre iafcion of plant, but only provides for sal nies, coal and incidentals.

It "Observer" be honest iu his convictions tb::l the city should own its own plant why ooes he not make statement that will cover the actual situation, discuss the annual cost that can be determined. Tho proposed revenues and profits are something which he

done, tne next step would be to ascertain tho constitutionality of such law. Instead of having such a profitable business us "Observer" would indicate, the city woi,Id have a law suit that might be prolonged indefinitely. If tho decision in other States may bo considered as at all applicable to ludiaua, the city would be beuteu and have tiie coot of expensive litigation to pay inste of enjoying "Observer's" anticipated prolits.

We desire to call attention to Georg II. Pierson's article in your issue of yesterday. It is plain to be seen that Mr, Pierson either wishes to deceiv the people or as ho says of "Observer, ho is eudeavoring to demonstrate proposition with which ho is entirely unacquainted Perhaps Mr. Pierson's long connection with affairs at high tetision has led him to believe that bus iness cannot bo doue under norma Icon ditions. If wo wore to send our bonds to New Yolk brokers to sell for us wo would be doing yerv well to realize even much less than Mr. Pierson allows in his statement, liut if we should it sue bouds we do not propose to put them in th-3 hands of money sharks. There are "some philanthropists" uot very lar from this city who will take our bonds at par without any commission and at a fair rate of interest. Mr. Piersou says that the plant "Observer" proposes would bo superior to tho Water and Light Co.'s plant. That is surely very true and it can be put into operation for much less money thau this oue cost.

Mr. Pierson must remember that his company bought this plant at au advance of about 75 per cent, over its original cost. We propose to only pay actual cost for ours.

If his statements in TUE JOUKNATJ are based on his best information, let us have au interview with him aud we will surely give him some "light" on this subject.

Permit us to say that we do not propose to bond our plant for double wliat it is worth and use English capital nor do wo expect the United States courts Lo make our settlements. As to tho legal authority for cities to do ligutiug, wo refer him to llushville,Ind., Oxford, Ohio, Batavia, 111., Aurora, III., and many more cities if ho sod wir-j-t.

We are not desirous of handling any more public money than is strictly necessary to do the bona lide business ol the city. Let us assure him we will uot make an investment and misrepresent it to the parties from whom we get tho money nor dc we expoet to "water" the bonds for money to put iu our own pockets. Tho men composing the council have been elected by th^ people and are sworu to look atter and protect the interests of this city, and it is surely sate to assert that they will bo true to their trusts, although it may not terminate as ho expected when he bought this plant.
