There is not a clause, a paragraph, a sentence or a word authorizing, impliedly or otherwise, any force but that already in operation, and all ttio prating about "force," and "military" aud "Czarism" is the grossest of misrepresentation.

By the terms of the bill (section 1) the chief supervisor presenr, aud prospective (who i^re to hold oilico during good leijavior), in their judical districts lire chained with tue supersision of elections (in person and by deputies), with the enforcement of national election laws and the prevention of lrauds aud irregularities in naturalization. .Registration and elections shall be guarded, scrutinized ami supervised, whenover petitions are received from one hundred citizens in any entire Con-£,r*-38ional district or in any city or town having twenty thousand ineabitants or upward, or from titty citizens in any purish, county, city, town or election precinct jn any Congressional district. 'lho chief supervisor has then to notify a judge of the United States for the oirouifc in which the supervisor's district is located that he has business to present iu aspect to the next election, imd Ihe ju:ige is required to open court within ten days thereafter, and keep it open until the second day after the election.

I'rovi&ion is made for the appointment by the court of four supervisors in each election district, who must be able to read and write English aud be qualified voters iu the district. They are to attend at all times and places fixed lor registration to challenge the right to register of any doubtful person to personally inspect ull registration iiBts or books aud make a copy thereof to attend all elections and counting of ballots, and do various acts to detect and expose frauds.

In towns of twenty thousand or more the registration books are to be verified by a house to house canvass, if required by the etiief supervisor. When a vote is challenged tlie supervisor must administer tiie oath if the local ollict-rs are dilatory, and a list of all challenged persons must be kept. If the polls in any eioctiou district in which supervisors have been hjipomtetl are not opened within an hour of tho speeilied time the supervisors shall open suoli polls and receive uallots foi Representatives, and returns shall be made to both local and I -deral ollicers.

Tho District court shall appoint three citizens of the State as a United States Board of Canvassers of the Congressional vote, to hold ollice for two years. Tho Board shall convene on November 10, each year, and cauvass the votes for Representative, aud it cau demand all information possessed by the chief supervisor or assistants. As soon as the Board issues its certificate of election, an o^i'i ieved candidate may appeal to the L'lbtriot court, asking it to review the action of tiie Board. The decision of the court will be binding until the Houte of Representatives decides otherwise.

Section 3!) provides for the appointment of deputy marshals, who shall be able to read and write Uiuglisli,the number of whom is to be fixed by tho marshal and chief supervisor, and no more are to be appointed than the latter eertiiies to be 'necessary to observe the manner in which the election officers are discharging their duties, to enforce the election laws of the United States and to prevent frauds and irregularities in naturalization, and to keep the peace." If directed by the chief supervisor they are to "take charge of the returns as the canvas of each box is completed and deliver the same to him.

Any person who offers or accepts a bribe to vote or refrain from voting, or any person who offers, or any officer of election who accepts a bribe, is held guilty of a mit demeanor, punishable by a §1 000 fine or three years' imprisonment, or both.

Any person swearing or nffirming falsely when registering or voting on being challenged, or who instigates or procures another to do so, shall be adjudged guilty of a similar otVense and like punnishment.

SKXATOK TUKPIK'S proposed amendment to tho Constitution, providing for the selection of United States Senators directly by the voters of tho States, instead of the legislatures thereof, has much in its favor. In the first, plaoe it would not violate the dual principle contaiued in the constitution, which recognizes both the States in their sovereign capacity aud the popular will independent of the States. Senators would still be the representatives of the States, as distinguished from members of Congress, who represent the people and tho nation more directly. Senators thus elected would more surely be the choice of the State than uuder the present system. It often happens now that the legislatures ohoose men who do not represent the actual sentiment of the State, and whom tho people, if they had a say in the matter, would have rejected.

JAS. P. WITHROW, a leading steel manufacturer of Pittsburg, has returned from Euglaud with a contract to erect a steel-making plant in the town which is being built at Cumberland, Gap, in which $1,000,000 of English capital will bo invested. Another Euglish company is preparing to build a silk-plush factory at Bradford, Pa., which will employ 5,000 operatives, who have heretofore been engaged in England manufacturing goods for the American market. Five thousand operatives means 20,000 mouths to feed, and a home market for 125,000 more bushels of wheat, about $10,000 pounds of meat, and other farm products in proportion. This is the way tho McKiuley bill helps the farmer. He sells his produce at home, and is saved the expense of transportation and the exorbitant profits of middlemen.

THE report of the committee which has been investigating the lit,ht q'leBtion presented to the Council Monday night is a long and interesting document. It presents an array of figures as to the cost of lighting different cities which own their own plants that will surprise the average tax-payer. It shows that the lighting cau bo done et wonderfully low pr'ces if the figures given the committee by the various city authorities are correct. TnE JOURNAL believes that every member of the Council is honestly endeavoring to do that which will be for the best interest 01 the city. They may not agree as to the policy, but the ends sought are the same. We take no stock in the charges and counter charges that have been made that this or that Councilman is actuated by au\ motive other than honestly serv'ug the public interest. Whatever may be the outcome it is very evident now that the agitation will result in giving the eit' cheaper light.

The Rules Which Must Be Lived Up To by Our Police. Rules governing the police department of the city of Crawfordsville. 1st. All members of the police force are strictly forbidden to do any private watching or merchant police dntv or "o receive any perquisites or remuneration from any citizens for any services as policemen. 2d. Some member of the police force shall visit the different railway depots one or more times each day and each n'ght at such times as tra ns are most likely to arrive and depart. 21, Some member of tho day force shall devote at least two hours of time each day about and near the junction and the southeast part of the Third Ward. 4th. It Bhall be the duty of one of the night men to give his entire time from p. m., until 2 a. m., eaoh night to services iu the southeast part of the city, especially about the Plum street depot, theJuncti'n and vicinity. This duty shall be performed alternately each member serving one week at a time. 5th. No member of the police force shall engage in card playing during the hour he ia on duty and card playing in and about the building aud premises of the city is positively forbidden at all times.

Gth. The day force shall report for duty at 6 a. m., each day and remain until 8 p. m. The night force shall report at 6 p. m. and remain until 6 a.m. All members of the force are at all times subject to the orders of the C'-ief of Police, who may require extra duty to be performed at auy time. 7th. A strict observance of the rules and requirements of the police ordinance passed by the Common Council Doc. 2, 1889, is exacted, aud any violation of rules 3, 5 and 10 xnd Section 10 of said ordinance will bo inexcusable.
