The Ootinul Will Not Vote on the Light Proposition Until the iNtxt MeetingThere was a full attendi'mse on the part of the Couiicilmen at tho lortnightly met ting last Monday and quite a little audience assembled besides. After tho usual prelimiaries, James Shaver aud Starling Carver were reported as having been employed us merchant police by many business men, and also wishing to be vested with police authority bv tho Council. The matter was referred to the Police Board.
Tho Board of Public Improvements reported that a freight rate on stone had been secured from the Monou of 3 cents per hundred.
The committee on accounts reported that a bill from Lyle it Smith for $3-1 was not proper, $28 of it being lor iron street crossing never ordered. The remaining $6 was allowed.
An ordinance was passed placing the control ot the electric lire alarm in the hands of the chief of the department. Tho ordinance made it unlawful for anyone to have a key to the boxes unless placed in his keeping by the chief, to give si false alarm or in any way tamper with the wires, boxes or other paraphernalia of tho system. Anyone* violating the ordinauc-is liable to a tine not to exceed §100.

The committee on street lighting laid before tho Council the proposition of the Water aud Light Co. which has already been published in these columns, Manager Slieetz withdrew his old proposition by consent and the 1 iter one was read, accompanied by a petition asking that it be accepted. This petition was signed by about 100 good citizens. Mr. Evans then moved that the proposition be accepted and Mr. Elmore seconded him. Mr. Scott objected to its consideration, and was followed by Messrs. Elmore aud Evans who in lengthy speeches argued in a very able manner for its passage. Mr. Reynolds then aroso and emphatically opposed the acceptance of the proposition until tho investigation of the question had gone further. Thereupon Mr. Evans in a speech withdrew his motion to accept it until the next meeting and the secoud giving his consent. The excitement which hi.d been running high tluriug tho llery speeches, simmered down. It was clear, however, that had the question gone to a vote that Messrs. Reynolds, Jones aud Scott would have voted against tho proposition. These gentlemen who were left out of the meeting which the light committee held with ci dozen business mcii, asserted I capitalists. All mouej's pnul t-hut the question came before them

matter will bo thoroughly canvassed during tho coming two weeks, but whether or not any Councilman will be converted from his present belief is a question of doubt as each one is apparently much "sot" in his opinion just at present.

More OomuaTativo ligures ou the Cost of Lighting the Oily-': To the lOditor.lounial:
As there havo boon povoral artiolos appuurod in your excellent paper touching ou the subjoct of the city owning an elccfcric liphtiug plant and also some, rather suggestive comments on the attitude of Messif. Scott, Jones, Reynolds and the Mayor in this nvitter, 1 have prepared some tigures 011 this subject which should like for tho street lighting committee as well as yourself and all other tax-payers to investigate carefully. Suppose the city should install an incandescent plant with 300 lights on the streets ranging from 50 to loO candle power with capacity to furnish commercial and resilience lighting. Assume that the city issue bonds to tho amount, say of SUO,000, payable in six yearly instalments oi §5,000 each, which is §1,000 per year less than the city now pays for lights. Tho light bill for December, 1800, was %?50-i.b0. We would havo bonds, $150,000, cost of issuing and soiling bouds, $150, interest on the bouds for the six years, §5,'250, making tho total cost 01 plant £35,'i00. Estimatt cost ot maintaining and operating plant per your would be as follows: Superintendent's salary Electric engineer Mechanical engineer Fireman-. Asst. Fireman and trimmer Coal Liepairs Stationery, etc Renewals l'orUUO lamps Oil and waste Bjiler compound Incidentals Depreciation 5 per cent

Ttie City Attorney, Engineer and Judiciary committee were ordered to have an enumeration made of the city voters and have tho city redistrictid by tho next meeting. Making total of $"5,503 lu aaditiou to tho 80 arc lights now in use it will take 50 incandescent lights of 100 caudle power each to tully light tho city. Taking the schedule of prices as proposed by the lighting committee and accepted by the Water aud Light. Comp iiy we can estimate tho yearly revenues as follows: Street lights, §4,000. 400 incandescent comn.ercial lights of 100 candle power at §18 per year each, and say 800 residence lights of 15 caudle power each at 80 per year we have a total of receipts of §15,010 per year. Deducting §8,503, it leaves a balance of §7,437 per year which for six years would make the sum of §1-1.022. Deduct the cost of plant it leaves §9.222 over all expenses. Taking the worth of plant at the end of six years which would be 70 per cent.of cost we have §24,780. Add to this the §0,222 of surplus, it gives the citv a net gain of §34,002 for six years' operation. If other cities are accomplishing even better results than thin, why canuot Crawfordsville do as well?
But suppose the city accepts tho proposition of the street lighting committee, it is safe to say that at the end of six vears we would have paid the Water and Light Company the sum of §20,400, tor which there is nothing to show, save the monthly receipts of

allowance lor street lights to be increased during tho six years, which everyone knows would have to be done. This would still be more favorable to the city. I am sure that Messrs. Scott, Jones,Reynolds and Carr are not wanting to "talk the matter to death," nor are they posing unalterably against the facts and the interest oi the city. No later than last September the Council was a uuit in favor of tue city owning this plant. The lighting committee please show us the ligures that have changed you. Ouseuveh.
A Combined Service.
A service of unusual interest was held at St. John's Episcopal church on Monday evening, January 2(. It was for the deaf-mutes of Crawfordsville and vicinity aud was interpreted in silent sign language by the Rev. A. W. Mann, of Cleveland, O. The Rector, the liev. H. M. Johnson, read evening prayer and the sermon of Mr. Mann for those present who could hear. From the sermon the following l'acts were gathered: The Episcopal church with her Prayer Book System, takes the lead in America aud England in church work among deaf-mutes. In America eight clergymen are ministering in sign language. Four are themselves deaf. Mr. Mann occupies a large field, extending from the Alleghenies to the Missouri river. He lias planted missions in all of the large oities, which he visits at stated times to preaoh in sign language. The other clergymen have charge of missions in NewYork,
Philadelphia, Bos
ton, and other leading eastern cities. The Rev. Mr. Mann was educated at our institution at Indianapolis. Some years after his graduation in 1858, ho taught at the Michigan institution. Leaving there in 1875, he has been actively at work among his widoly scattered brethren. His sphere of travol is larger than that of any missionary in tho world, as liis field of labor embraces fifteen dioceses. In the couse of the year he travels 40,000 miles and only spends nine Sundays at home. He loft on the mid-night train last night for Cleveland. .'v'V
