A Uareful and Close Estimate Mado by a Practical Electrical Engineer.
To the Editor of the Journal:
I noticed in your issue of the 10th inst. au article on tlio cost of ruumag an electric li^lit ocntrul station, ftuil Liaviug liad consitlerahle experience in that line I take the liberty of adding a few remarks on the subject which may come opportune.
I think that the estimates made on the cost of operating a plant such as is proposed for your city, in the aforementioned article, are rather elaborate and can be cut down considerably, i. e. to the cost that ft private corporation would expect to operate it at.
Taking a plant such as that named by Mi. Geo. E. Fisher before the Oounoil on the evening of the 12th inst., which would be 80 arc l"mps, and 1,000 incandescent lamps of 16 candle power each, as a standard.
A good arc limp of the best svstems should furnish the nominal 2,000 candle power light at a consumption of seventy-five one hundreds of a horse power at the dynamo belt, and the im proved systems of incandescent lamp lighting, which is that known as the al ternating current system, the only one adapted for commercial lighting, should furnish not less than ten of the 16 candle power incandescent lamps fnr each horse power delivered to the pulley of the dynamo. This means lamps on the circuits throughout the town, all losses from resistance of circuit and house, wiring, loss of conversion in dynamo being allowed for. Tliid would give us 160 horse power consumed from the engine, allowing 100 horse power for the 1,000 15 candle power incandescent lamps, imd 60 horse power for the 80 arc nominal 2,000 candle power lamps. Now a standard make of Return TubularBoiler,properly handled ond burning good Indiana block coal, should evaporate eight pounds of water, per pound of coal burned on the grate bars.
A standard moke of Coir pound Engine should deliver a horse power to the belt on a consumption of not exceeding twenty-five pounds of evaporated water, in the cylinders. (They do do it on 21 pounds non condensing) without a condenser. So that with one pound of coal to each eight pounds of water, we have a consumption of three pounds of coal per horse power delivered on the belt of the engine, per each hour of rnunincr time. There is no trouble about doing this with the best types of stei'.m plants.
Suppose we carrv the whole load until midnight, which on an average throughout the year would be about seven hours, that would be 160 horse power hours multiplied by seven hours, or 1,120 horse power hours. After midnight the commercial electric lamps are shut dowu, and the arc lamps which •ire lighting the streets are burned until daylight on moon light as well as other nights. (There are about 2.200 hours in the year at night when there is no moon.) Say on an average of five hours after midnight, wo would then have 60 horse power per hour for five home, or 300 horse power hours, which with the 1,120 would make 4,420 horse power hours per night at three pounds of coal per horse power would bd 4,260 pounds of coal per night run, which at §250 per ton of 2,000 pounds would be $5.63 per night, or for a year of 365 days, a total cost of $2,055.00. One man in the station to run the plant as an electrician and engineer, and one fireman, with a trimmer for the arc lamps would be all the force necessary to run the plant succeFs.ully, and would be all that a private corporation would employ. or a total of say eight thousand dollars yearly expense. Now from this we have 1,000 commercial 16 candle power electric lamps which rent in the large cities like New York or Chicago for one cent per hour, which is the price of a five foot gas burner at §2.00 per 1,000 cubic feet of gas, and if made from pas coil alone would give, about 13 caudle power, but if mado by the water gas process, much less. Taking 1,000 16 candle powt-r lamps at one cent an hour for seven hours per night and we have seventy dollars per night, or for a year of 365 days, which is tlio way the coal consumption is figured at, gives us twuutyfive thousand, five hundred and fifty dollars income, and 80 arc lights besides in the streets which have cost nothing. Even cutting this income in two and leaving the charge for coal the same we still have twelve thousand, seven hundred and seventy-five dollars, or fo* ty seven hundred and seventyfive dollars profit, and eight arc lamps worth at the standard fixed by your local company at §50 per year each, or four th. usand dollars saved on this, makiug eighty seven hundred dolla- in all, profit by the operation.
The city of Columbus, Indiana, is operating eighty nominal 2,000 c.p. arc lamps for street lighting at a cost of less than twenty-four hundred dollars annually, or less than thirty dollars per year per lamp. Previously they paid the local company seventyeight dollars per lamp.
The city of Oxiord, Ohio, operates a plant of

In an article on the Municipal Ownership of Industries, by Mr. Allen H. Foote, he says: "So fir as I am aware, the policy of the municipil ownsrship of the manufactured gas industry is nd vocated by professors of economy on the broad grouud that it is a means of (securing an economical advantage for society. I presume such professors will agree with me in the general statementthat:
That system of economy is best which most surely tends to enable the poorest member of society to become richer. To reach a solution of tliib problem it is to inquire in what way does the policy of munioipal ownership tend to enable the poorest member of society to become richer. Two different methods for manifesting the economical advantage to be gained by such ownership are in operation. First, operating a plant to the purpose of creating a profit the profit being used to reduce taxation for speciol generil purposes.
Second, operating the plant without the intention of makiug a profit for the purpose of supplying consumers at actual cost' production.
After discussing the matter he further he says: "Operating a municipal plant for the purpose of supplying consumers at cost of production. Of the two methods considered, this is the most equitable. By it the rich gain only the advantage of the saviug in the gas they consume, and the gai-i of the noor is oa the same basi*. The gas bills of the poor being a lnrg^r per ceutage of their income than are the gas bills of the rich. The economical ^idvantage gained by the poor und this method effects :i larger percentage of saving for the poor, in proportion to income than it does for the rich. Therefore this method tends to enable the poorest member of society to beoome richer. It obtains the greatest good for the greatest number." It causes, so far as the economic advantage is concerned, the poor to grow richer and the rich to grow poorer, because it leaves the taxes for the rich to pav. This would be the result of an equitable distribution of wealth."
It is evident from the foregoing, that if the economic advantage obtained by the community through the price paid for the service is to decide the policy of of municipal ownership of industries, then those who advocate private ownership must accept the issue on this basis, and be ready to show that they can and will perform the same service for the same price the community pays for it under munioipal ownership and administration.
