The McKinley bill was signed Oct. 1, 1890, and during that month the domestic output was •115,000,000 cigars.

IN the death of Judge J. A. S. Mitchell the Supreme Court loses one of its brightest and ablest members. He was held iu universal esteem by all who had the honor of his acquaintance, His death is regretted by all, especially the bur of the State. Judge Mitchell was ri:.-elected iu November and was the only Democrat on the bench. The vacancy will be filled by the Governor, uutii the next general electiou.

TIIE Statistical returns of the Department of Agriculture show that the present corn crop is worth more than the last, and the farmers will receive more for it. The average price by present returns is 50.1 cents per bushel, an increase of 77 per cent over the average price for tho crop of 1889. It is the highest December price of the decade, except in.1881, the only year in which the llaal average of condition was worse than that of the present season.

He died the head of the largest leather house in this country, if not in the world. He could not be idle. He would sweep rather than do nothing, He was advised to adorn his beautiful bouse with paintings. He replied he would as lieve have sole leather on liia walls.

ALL THE YEAR AROUND EATING. Some guual person with leisure on .iis or her hands has published a bo..k containing a bill of fare for every meal iu the yvar, the meals being divided into breakfast, dinner and supper. The author modestly believes that tho little volume will fill a long felt want, "saving the ueed of continuous retrospect and thoughtfulness regarding meals." With tho weak minded, squeamish stomach which would fill itself sparingly and be free from dyspeptic pangs the genius who has compiled this book evidently has no sympathy. He means that the millions for whom ho caters shall bo "hearty eaters" in every sense of the word.

Perish the nose, for instance, that would tilt itself upward at sight of the following breakfjtst for the first week in summer, beginning bright and early Monday morning: Fried salt pork, smothered shad, steamed potatoes, pickled pears and corn bread. No strawberries with which to begin breakfast. There is no such foolishness here. We will have solid things, if you please. The dinner for tho same day is no less thoroughgoing: Broiled ham, boiled eggs, mashed potatoes, dandelion greens and dried peach pie. A dinner on boiled eggs and dandelion greens would make Delmonico's cook turn green with envy, while the "dried peach pie" for dessort that follows the first named delicacies is a gastronomic poem in itself.

A little later, in the very heat of summer, we have for breakfast tho cooling preparations of fried salt codfish, pickled cucumbers and griddle cakes, among other things. We observe that the gifted author is "death" on pickled cucumbers and fried salt fish. One day you have calf's head and liver for dinner, next morning you have warmed over calf's head and liver, and the evening of the second day you liavo for your supper sliced calf's *head and liver. It might tend to make a sensitive person begin to bellow in his dreams after putting so much calf's head and liver into his insides, but that is nothing. Tho cook book system is all right. And you can never, never have fresh fruit for breakfast, and scarcely at any other nieiil. Evidently the evil one lurks in fruit, unless it has been stewed, fried or pickled to exorcise him. Finally we commend to our readers the following gem—not a Graham gem, but a literary one: "Everything to be browned should be browned handsomely."

THE EQUITY OF,.PROTECTION. Underlying all protective legislation there is a stratum of justice which the great body of American voters cannot be induced to permanently ignore. Money is required for maintaining the machinery of government, and as long as so much of this has to be raited by taxing the mills and mines and machinery of manufacturers, and the homes ai'd lands of woiltingmen and farmers, the love of fair play so characteristic of tho American people will insist that no alien be given the right to compete in 3ur markets against the productions of these citizens until he 1ms made a corre ponding contribution to the national treasury. liecocnition of this fact is the justification of protection. And when there is added the further fact that the standard of American citizenship has lifted tho wages of all classes of workers to a higher plane than is recognized in any other country—a condition which it is neither desirable nor possible to materially alter—voters need look no further for their warrant in maintaining the policy of defending the home market against competition from workers and traders occupying a level below that of average Amorican citizen.

Free trade attorneys are ceaseless in their efforts to befog the issue with distorted statistics and to mislead voters with promises of cheaper goods, but they are certain to fail in the end, for an inherent love of justice, leaving out of the count all selfish considerations, can be relied on to refuse to virtually hand over American markets to European tradesmen and operatives by handicapping the manufacturers of this country with a rate of taxation and a standard of wages from which their foreign competitors are in most part exempt.

The free Trade Democracy on Top—Republicans and the Oommittoes—No Jobs This Winter [Corrcsp, of The Journal.

WASHINGTON, Dec. 10, 1890.—The free trade head of the IHmocraey is now at tho top. Gentlemen shaping the policy of this political organization have ever had a sort of Dr. Jekyll and Mr. Hyde existence. Now the counterfii-, has been discarded, tariff even for revenue has become a past issue, and the clear cut iree traders say Mr. Mills their champion, must bo Speaker of the next House of Representatives. Democrats havo come to the conclusion that an election act will be passed. In the Senate they are simply talking against time, not with the expectation of preventing action on the measure to secure honest elections, but to stave off the final consideration of an apportionment law until the next Congress. With this purpose in view they stand ready to talk anything and everything to death. It may, therefore, still be neccessary to apply Speaker Reed's business rules to Senatorial deliberations.

Republican members, who are returned to the next Congress, are a little bit exercised over the prospect ahead for them. In fact, as Speaker Reed expressed it, one and all will have to work like beavers. Just think of it! There are only eighty-eight Republicans elected to the next House of Representatives and there are exactly sixty committees. Now as everybody knows, it is in the committees where all legislation is shaped. When it is brought into the House everything is cut and dried for action. Importance it is,inconsequence, that a good Republican contingent shall be attached as tue tail of each committee, particularly the business ones. With tho parties about evenly divided no one man serves on more than two, or at tho most three committees, and if he does his hands are full. But in the next Congress tho Republicans must of necessity double up. The committees are composed of from nine to fifteen members, except a very few, and the minority is entitled to just a little less than half ol' this representation. Take an average of six then, as the minority's quota, and here would be over four committees lor each Republican. It will be worse than this, however, as all the leading committees meet almost daily and the most of them, twice a week, the business hours of which must be before the House assembles, and hence the experienced men oan serve on but few of them. Altogether, there is hard work ahead for those Republicans who are so foitunate, or unfortunate, as to be members of the Fifty-second Congress.

There will be no "jobs" this Winter. The edict has gone forth that nothing but straight goods will pass inspection. The lobby, therefore is already down in the mouth. I' is a disappointment to the gentlemen of the third House, too, as it is usually at the final session where they get in their fine work.

Arlington is the final home of the volunteer soldier who dies in wan away from the friends of his early man hood. Congress appropriates each session to cover the funeral expenses of the Republic's dead. High and low, rich and poor, known and unknown, all join the silent army.

Congressmen havo been here long enough to get settled, and to-duy for the first time appeared the list ot member r.nd Senators with their places of abode attached. Senators, as a rule, keep house, the compiler, in consequeuce did not have to wait for them. With the representative* of the people it is different.

Two reasons induce members to "housekeep" during the long session, first ft surplus of cash which leads them to entertain handsomely, and, secondly, a scarcity of the samo article, as it is cheaper' to live comfortably with a family iu a routed furnished house than it is to eiwist uncomfortably on the top floor of some second class hotel.

During the last session things are changed. Most of the members do not bring their families for the few months' stay, and as a result the board around, mostly in hotels. Hfcnce the boarding place will sport more congressmen this session than they did l^st. IRVING.
