TOBACCO TAXES.
To the Editor of Tho Journal.
Can't every one who wants to sell cigars anil tobacco without having to pay license after January 1, 1891?

WAVEIIAND, Dec. 1, 1890. Section 2G of tho McKinley act provides that on and after the first day of May, 1891, all special taxes imposed by the laws now in force upon dealers in leaf tobacco, dealers in tobacco, manufacturers of tobacco, manufacturers of cigars, and peddlers of tobacco are hereby repealed. Every such dealer shall, however, register with the collector of the district his name, place of residence, trade or business, and the place where such business is to be carried on, the same as though the tax had not been repealed, and a failure to register shall subjcct such person to a penalty of §50, Seotion 27 removes all restrictions placed upon farmers and growers of to bo coo in regard to the sale of their leaf tobacco and repeals the tax on account of such sales. Every person who pro poses to deal in tobacco in any form should procure a copy of tho law and familiarize liimself with its provisions While tlitre are no taxes to be paid yet there are curtain things he must do the violation of which subjects him to a heavy penalty.

It will, says the political prophet, be Cleveland or nobody, with the chances largely against the first named when the final issue comes.
THE most imporlaut duty resting upon Congress is that commanded by the constitution—the passage of anew apportionment law. As yet the Republican leaders are not committed to any particular plan, the Dunne 11 bill or any other proposition. One thing is recognized, however, and this is that the House is now is large numerically that it is an unruly mob. The next Congress with its very large majority of new and inexperienced men, will give emphasis to the fact that in numbers, at lorifit, '^onse should not grow. As to any apportionment scheme tho Democrats will declare that they have been cheated. If given two out of three members they would still declare unfairness because they did not get the other third. An apportionment bill Bliould pass tliis winter even though it be necessary to apply Speaker Reed's business rules to Senatorial deliberation. .r?
JUDGE EVERETT, of the Tippecanoe Superior Court, has made a ruling in regard to sequestered property that has been placed on the tax duplicate by the auditor for taxation, which is of general interest. He holds that the amendatory act of 1889 repealed and superseded the act of 1889 upon the same subject, and that the act of 1889 on the subject of the assessment of omitted property is prospective only in its operations, and that the county auditor has no power to make assessments of omitted property for any year prior to 1889. The court also held that no statute confers upon any city officer the power to assess omitted property excejit for the current year. 7,

Democrats to tell us the tariff on blook tin don't go into force until in 1892. Oh, ye and you knew it when you were lying so about tinware a month or two ago, did you?
TIIE Cincinnati Enquirer haB been taking prospective and retrospective views of the late lamented campaign, and, while it congratulates the Democracy upon a temporary success, cautions that vivacious party to not bo too confident of the future. It says:
There is no doubt that t'ae tariff question played a great part in this year's campaigns, but there can not be too frequent impression of the great truth that there were several other questions perhaps equally commanding. The people followed the passage of the Mills bill with a Republican House. They followed the enactment of the McKinley bill with a Democratic House. In tho lauguage of the eloquent gentleman who invites your attention to tho remarkable living curiosities within tho teat: "We are here to-day and gone to-morrow." The Republicans, when they get past the period of buncombe explanation, will know more than they did up to the 4th of November. They have been kicked, and have exchanged personal comeliness for knowledge. While they are learning wisdom from humiliation let not tlio victorious Dem ocrats lose their heads in joy.
THE American Harvester Comnany, protected 45 per cent, by the A' cK uley bill, is a combine of all the faiiu ma cliiuery manufacturers of the country, with a capital of §35,000,000, organized for the sole purpose of making the farmers pay more for their machinery. —Lebanon Pioneer.
There is not a word, sentence or paragraph in the McKinley act placing tariff of 45 per cent, or any other per cent, advaloram or specific, directly or indireotly, on farm machinery of any kind. As the election is over isn't it about time to quit lying about tho McKinley tariff act. Either the Pioneer is densely ignorant or wofully dishonest.
PRESIDENT IIAIUUSON'S secoud annual message was read in the two Houses of Congress Monday. The point of greatest interest was that of the tariff question which lie discusses in a most vigorous style. He stands by the McKinley law and says there is no wisdom in the suggestion that the subject be re-open-ed before the law has had L. fair trial. The entire message is good reading and contains much information that will b( valuable to the common pjople as well as to Congress.
Prison
THE site of Andersonville eighty acres in all—has been bought, by Grand Army men, of Macon, Ga. A negro owned it and sold for §1,500. It will be laid out with handsome landscape features, including G. A. R. clubhouse. Histonc points will be suitably marked by monuments and buildings and an amphitheater will be erected at Providence Spring. The money for tho purchase came from the G. A. R. men of Georgia and elsewhere.
GENERAL RAUM, the Commissioner of Pensions, estimates that the pension deficieucy will amount to about §32,000,000, and tho Democratic papers particularly from the South are calling for a partial repeal or modification of the pension laws. Many of them would like to wipe every pension law from the statute books, and no doubt all of them would vote for such a maasure did they dare do it. The mutterings only show the Democratic drift.

The Local Legislature in Session Assembled Transacted Its Business. The committee on petitions aud overtures reported unfavorably on removing the electrict light on east Pike street to the Pike street bridge.

City Attorney Brush decided at the unpaved square on the northwest corner of Main and Green streets must

paved by the city aud not the property owners. The street commissioner was instructed to pave it at once. it was decided that tho property owners cutting down the hill on south Grant avenue must widen the grade which is dangerous at present.
Chief Weidle asked to have the old fire cisterns placed in condition for use with old hand engines in case the water at any time be cut off during a fire. It was decided to adopt tho suggestion.
Chas. Emerson, the compiler of the new city directory, addressed tho council and in his remarks stated that his enumeration raised the population about 400 above the figures of the official census.

AN OPPORTUNITY.
Will the Business Men of Orawfordsville See It and Act? Two or three of our merchants who are always found at the head of enterprises to benefit Orawfordsville and bring trade hero, have a scheme on foot which surely should have the hearty, not indifferent or passive, support of every business man in town. It is a scheme which does not call for much money, net a third as much as our Fourth of July celebrations cost, and tbis will commend it to those who think they oan't afford to give much money, yet the returns, that is the trade it will bring to the city, are far greater. But one thing is necessary and that is the active co-opera-tion of every man whose last spark of enterprise is not gone out. It is simply this—to run holiday excursions into Orawfordsville on all three railroads be gining with next week. 'The possibilities of this scheme are incalculable. It may mean thousands of dollars to us.
But the details cannot be discussed here.
Surprised.
Monday evening about forty of the friends of A. A. McCain assembled at his home on east Wabash avenue at 8 o'clock, and when he returned half an hour later from tea with a .friend he found the house in their possession. It was a complete surprise and in honor of his 22nd birthday. I\ L. Shull in behalf of his friends presented him an ele gant smoking jacket and then all proceeded to an enjoyment of the occasion. Refreshments were served at 11 and the evening passed in music and dancing, Eddie Brandkamp officiating at the piano. The affair was engineered by Jim Johnston, whose reputation as manager of surprise parties constantly grows.

Only one thing is certain to those not in tho circle and that is that two telegrams arrived from Oregon the latter part of tie past week at Wingate inquiring as to whether she had arrived yet.

In Front of the Organ.
As has been annouced the choir of the M. E. church has been somewhat out of humor on account of the order of the music committee that they should not occupy the space in front of the organ. The clioir failed to materialize Sunday iu consequence. Monday the official board invited the choir to return allowing them the privilege of selecting their seats wherever they might choose.

The Ladies' Auxiliary is taking the lead in the reception.
For Two Years-
Oil Tuesday, Wm. Chandler, colored, the gentleman who robbed Johnson's saloon a couple of weeks ago, was brought before Judge iSnydc-r and pleaded guilty to tho charge. Judge Snyder at once sentenced him to two years iu the nortthern penitentiary. This disposes of a bad egg for two years.

Dim Morgan arrived in the city and was at once placed iii jail to lay out an old line. Jim was the fellow who went' iu partnerahlp with Walker Cowan last summer in bouldering allies and who embezzling the firm's money, skipped the town. He will be put through for this offense.
