Herbert Ward, in the preface to his •'Five Years With tho Congo Cannibals," tells the story of tile Rear-Guard of the Stanley Expedition for the relief of Eniin Pacha, The trials of those left behind by Mi Stanley when he pushed forward, the fate of Major Barttelot and Mr. Jameson, and Mr. Wards own part In the transaction of that trying period form an important and interesting chapter in tho history of Mr. Stanley's-'great enterprise. The unfortunate coufcro vorsy now raging between Mr. Stanley and the representatives of Major Barttelot renders Mr. Ward's revelations as to that matter especially Interesting and valuable. Mr. Ward's book contains many facts hitherto unknown, A Hood of light is thrown upon the conditions and habits of the millions inhabiting the Congo basin. The illustrations are truthful representations of tho scenery, habitations and nutives, made from original drawings by Mr. Ward while in Africa. This is the most important publication on the subject of late exploration, and the condition of .the native races, that is likely to appear for many years.

THK SUPRC HINTKNDEN R'8 COMMENTS. WASHINGTON, NOV. 1.—Bulletin No. IB on the population of the United States was issued by the Census OIHw Friday. It says: "The population of the United States June 1, 1860, as shown by tho first count of porsons and families, exclusive of will* person '.u Indian Territory, Indians on re —.»lons and Alaska, was 62,480,540. These figures may be slightly oh arced by later and mort. exact compilations, but such changes will not bo material. "In 1880 tho population was 50,155,783. Tha absolute inortaso of the population in the ten years intervening was 13,824,757 and the perOentage of increase was 84.57. In 1870 the opulation was stated as 88,558,371. Acirdiig to these figures tho absolute increase in „co deoodo between 1870 and 1830 was 11,597,413 and •he poroontago of increase was 30.08. "Upon their f- ce these figures show U'at the population has increased betwoen 1880 and 1890 only 7*7,MR more than batween 1870 and ISttu, while the rate of increase has apparently diminished from 30.08 to 84.87 per cent. If those figures were derived from correct data they would be indeed disappointing. Such a reduction lu the rate of increase in the faco of the onornious immigration during tho last ten years would argue a great diminution in tho faoundity of the population or a corresponding inereaso in Its death rate. These figures are, howevor, easily explained when the character of tho data used is understood. It is wellknown. tho fact having been demonstrated by extensive and thorough investigation, that the census of 1870 was grossly deficient in the Southern States, so much so as not only to give an exaggerated rate of inoreaso of the population between 1870 and lb)W in these States but to afTect very ma. terially the rate of increase in tho country at largo. These omissions wero not the fault nor wero they within the control of the Consul Ofllco. The census of 1870 was takon under a law which the superintendent, General Francis A. Walkor, characterized as 'clumsy, antiquated and barbarous.' Tho Census Ofiico had no powor over its enumerators save a barren l#rotest, and its right wus oven questioned In some quartors. "In referring to these omissions tho superintendent of the tenth census said in his report in relutlon to thu taking of the consus in South Carolina: 'It follows, as a conclusion of the highest authority, oithcr that tho oonsus of»lS70 was tfrosoly defective in regard to the whole of the Stato or some considerable parts thereof, or that the consus of 1880 was fraudulent.' "Those, therefore, who believe in the aocuraoy and honesty of the tenth census—and that was thoroughly established—must aeoept the othor alternative offored by Genoral Walker namely: That the ninth oonsus was 'grossly defective.' What was true of South Carolina wus also true in greater or less dogroe of all the Southern States. Therj is of ooursc, no means of ascertaining accurately the oxtent of these omissions, but In all probability they amounted to not less than 1,500,000. There is but little question that the population of tho United States In 1870 was at least 40,000,000 Inhabitants instead of 38,558,371, as stated. If this ostimato of the ex 1 wit »f the omissions in 18T0 be correot the absolute increase between 1870 and 1880 was only about 10,000,000, and the rate of inoreaso was not far from 85 per cent.. These figure* oompare muoh mora reasonably with similar deductions from the population in 1880 and 1890.
