herself by her destruction of our commerce, and an alliance with the

itial steps have been taken for the formation .of an allianec, offensive and defensive, between England, France and Spain against the United States, the impelling cause with England being the rejection ot the Alabama claims treaty, and with Spain the assistance given by our people to the insurgent Cubans. The motive of France is not disclosed, but to complete the case we may suppose it to be resentment of our silent but effective interference with the Mexican branch of the French Empire. This news is "important, if true," but we shall not be frightened till Ave have better reason than a sensation dispatch from London. England raav have some cause to look about for help and countenance, in the perilous position in
tions that gave the rebels the use of their ports, and thus facilitated the raids upon our shipping, and they can make common cause against any effort of ours to inflict, the penalty of England's action upon her. If they can agree not to quarrel, the chance of a Avar between England and any other European power, in which AVC can retort her conduct to us will be too remote to make the precedent of any service. The news of the alliance, therefore, has in its favor the presumption arising from the difficulty it would create in the wav of our retaliation of the Alabama's cruise. But that is not much. We are not sure that it is anything. Jt would be a proclamation to the world that England dared not depend upon herself to resist oar application of her own teaching. It miirht be safe, but it would be humiliating, and Ave can hardly believe that the Alabama case lies at the bottom of the business. But that Spain should desire help to prevent the Cubans from getting help from us, is reasonable •enough. So far as she is concerned we can understand that the news of the projected alliance is not irrational, even if it be incorrect. As nothing is said of the incentive operating with France, we have supposed it to be resentment of the overthrow of Maxiinillian. But the real secret of what
fancy Avill prove to be the
real news, when Ave get it. is a. determination of these powers to prevent Cuba falling into our hands, and giving us command of the West indies. the Gulf, and particularly of the Panama
globe is fairly within its iurisdiclion. To keep the Gulf islands from doing as they please is. therefore, legitimate anil praiseworthy effort and ours to enable them to do as they please, a filibustering idea at

affair of France's or Knolnnd's what Hoop Skirts,
we do :ib(.mt Cuba or what Cuba does to u.s. in no way aiiiiets thoir belief in their riirltt to interfere at their pleasure. This is one motive for the cor»biu ttio!i. Jealousy is another, and much stronger. It was at the bottom of all the sympathy felt in England with the rebels. If the South had been in power, and by some outrage, like a score that they forced upon us, had driven the North to rebel, we believe the English would have sympathized even more generally with the North than they did with the South. It was not the success of slavery they desired, nor the establishment of a slavery government. It was a division of the Union. They did not want the old government overthrown and replaced by anew one of the Southern pattern, which would unite the same elements of strength as the other. A slave Union would have been as obnoxious to them as a free Union. It was no Union they wanted, and sympathized and fought for the South to achieve. Thev feared our pover, envied our growth, and desired our overthrow. lieve that it sprang from any sincere purpose to redress an outrage upon us
