In accepting this testimonial, which I do at tx great sacrifice of my personal feelings, I simply desire to pay a tribute to the first public exhibition in Memphis oi'loyalt}* to the (iovernmcnt which I represent in the Department of Tennessee. I should dislike to refuse, for considerations of personal convenience, to acknowledge •anywhere or in any form, the existence of sentiments which 1 have so long and so ardently desired to see .•manifested in this Department. The stability of this Government and the unity of this Nation depend solely on the cordial support and the car nest loyalty of the people. While, therefore, 1 thank you sincerely for •the kind expressions yoxi have used house toward myself, I am profoundly grat-1rest. iiied at this public recognition in the city of Memphis of the power and authority of the United States. 1 thank you, too, in the name ofj the noble army which 1 have the lionor to command. It is composed ofj men whose loyalty has been proved by their deeds of heroism and their •willing sacrifices of life and health.!

victory
in Maine. It begins with
these words: The sturdy Democracy of Maine have covered them selves with glory."
After Beauregard's disastrous defeat by Grant at Shiloh, and the reckless retreat which he begged Breckinridgc, who commanded the rear-guard, not to suiter to "be converted into a rout." the foolish Booty and Beauty Beauregard telegraphed to Richmond that he "had gained a great and glorious victory.'1
The kind of victory the rebels won at Shiloh compelled Lee's surrender to Grant. The kind of triumph in Maine, over which the Democrats rejoice. will bring Seymour to the same little ceremony.— Harper's 11 Cell

Domocratic speakers and papers, especially of the Pendletonian School are making a terrible howl because the interest on the :20 bonds is paid in gold. A reference to the vote on the law will show the utter demagogical character of the cry. When the question was before Congress, Thadileus Stevens advocated and with fif-ty-live other Republicans voted in favor of paying the interest in greenbacks, while every Democrat in the House including Pendleton, Vallaudigham add Voorhees, but two, voted to"pay it in gold. Had they not done to, the bill would not have passed, and yet they want men to vote l'or -them because the Republican party! is in favor of living up to a contract that the Democratic party assisted in making. "O. consistency, thou art a jewel," not very prominent in a .Democratic politician's speech.
A Voice from Aiiricrsonvlllo. A gentleman who lately passed through Andersonville, Georgia, upon a train with a company of United States soldiers, writes us: "The train stopped for a few minutes, and I went forward through the cars the men were in and oh! how I wished that
Pomeroy and Seymour could have hoard the expressions of these soldiers •-•of five years! There before us, on that sun-burnt hill, was the prison-pen, and each plank of its black stockade seemed to grin at us and say, "My time may yet come again!" designated an examiner and an assistant examiner to prepare all the statcI ments. These in the past, it is stated I cost about $12,000 per anum. Under this new arrangement they will cost, it is alleged, about $3000. The drawings cost about $12,000 per annum.
The Commissioner has reduced this expense to about $0000. Many reductions in the way of purchases and in other items, oi' expense are being dailv made.
Tin-: Natches (Miss.) Democrat publishes an inflammatory appeal to young men, overwhelming with ribaldry and profanity, which we omit, and closing as follows: '"Even if we must die, let us die game. Thousands of our young men are too proud to work. Let them not be too proud to die, if need be, for their country.'
