Modesty of kenluck) Democracy. The Kentucky Democracy are propaving to make larga demands upon their Northern allies, in case their combined forces shall hereafter bo enabled to obtain control of the Government.

Wo have heretofore noted the nc lion of tho Kentucky Legislature for the colleotion and preservation of evidenca of the number and supposed value of slaves emancipated in that State by the thirteenth amm&ndracnt to the constitution. These arc to be salted down until tho Democracy have a controlling majority in Congress, should that day of promise for rebels ever come, as tho Kentucky solons are not so green that they would think of presenting so preposterous a claim to a Republican Congress.

Eut this is only a beginning. A cor respondent of the Louisville Journal advises the State to audit and pay the claims of citizens of Kentucky for supplies taken by the Union armies, for which tho Government refused to pay, in consequence of the disbyalty of tho claimants and that when the State shall cash these demands she shall call upon the the National Government for restitution.

Aft if• this wero not enough, the LouisYillo Democrat recommends the appointment of a legislative commit teo to investigate and mak-i report of tho losses sustained by tho people of Kentucky from tho vni ions raids of John Morgan through that State, and that when tho amount is a^cot tained the Government shall be called upon to make good the damage.

XVo .sjiould be glad to know that there was some way in which the few really 103" a I men of Kentucky who suffered from the thefts of Morgan's guorrillas could obtain compensation lor their losses, but it would be the climax of impudence for a Legislature swarming with numbers who serve.! under Morgan, to prefer such a elaun, if it were otherwise a legitimate one against tho National Government.

What Morgan did in Kentucky was 80 far as the Stale is concerned, sub stantially the act of the State. He and his followers were Kentuckians. Their raids into the (State were not treated, or considered by its people as invasions of an enemy, but the wel come visits of friends. The populace, •when not restrained by fear of pun ishment. from Union troops, received him and his raiders with ?pcn arms As fast as his ranks were depleted. Kentucky volunteers filled them again and so far as supplies could be furnished to him. the mass of the people gave them with alacrity

As soon as the war was o^er the Legislature of Kentucky made haste to pass an act of indemnity protect, ing Morgan's follower? from prosecution by those whom they had robbed, and aU another law by which rein soldiers were made tho political tii^tu tors of the Stale.

This was followed up by tho election of one of Morgan's staff officers as Auditor of State, by an immense majority of the popular vote of Kentucky*, and at the same time scores of officers and privates who had served under him were elected to tho Legislature, and to fill lucrative offices in the various counties of the State, In short Kentucky has indorsed all that Morgan did, and it does not become her to demand of the Government com pensation for the ravages committed upon her citizens by his orders.

Tho Democrat mistakably asserts that tho Government has paid tho people of Indiana for the losses .sustained by them at the hands of Morgan's raiders. It has not done any such t.hin\

is there any probability that it will. Our citizens have asked the State to make good their losses, and the lai Legislature directed the appointment I of a commission to ascertain the! amount of injur}- suffered by them, but neither the General or Stale Gov I eminent have paid a dollar on this acco t. We think there is no instance in which

Congress has appropriated mone_ to pay for damages committed by rebel raiders or rebel armies. Only last week, a Cingrt tsional committee reported adversely on a petition of the people of Chambersburg, Pennsylvania, praying compensation for the injury inflicted upon them by the rebel General McCausland, by whose orders tho principal part of ihoir town y?as burned.'

If Congress refuses to compensate the people of States which furnished soldiers to the Union army alone, ror damages sustained by rebel ravages, it is safe to predict that the rtbel Legislature of Kentucky will bo wast ing its valuable time in asking for an appropriation to pay Morgan's friends for food, clothing and munitions ot war furnished to him and his thieving followers.—Ind Journal
