It was that treason might bo put down, and traitors punished— therefore, I say, that traitors should take back seats in tho work of reconstruction. [Applause.] If there be but 5,000 men in tho Stato of Tennessee loyal to the Constitution, loyal to freedom, loyal to justice, these true and faithful men should control the Work of reorganization and reformatio? absolutely. I say the traitor has ceased to bo a citizen, and in joining the rebellion ho became a public onemy.— lie forfeited his right to voto with loyal men when ho renounced his citizenship, and sought to destroy our Government,

When the General hastened over from his headquarters and cntercd the President's room, tho committoo from Philadelphia was at ohco anrounced and ushered in. Gen.
