The rebels have crossed the Upper Potomac into Maiyland, and on Saturday they took possession of Frederick City. They crossed above and ,below Point of Rocks,,. JFrom Frederick City to Baltimore is 60 miles. WThat force they propose to throw into Maryland, is of course a mero matter of speculation.. This movement has caused great excitement in Pennsylvania and Maryland. ,The people of the former, are .apprehensive of a raid into that State. By this operation the rebels have cut the Baltimore and Ohio Railroad between Harper's Ferry and Baltimore.

Some cavalry who were watching them were attacked and chased to Poolesville, where •the houses were closed and the streets blockaded by the citizcns.

Tbe quota of volunteers and enrollment of militia having been completed in the several States the necessity for the'stringent enforcement of tbe orders ofthe War Department in respect to volunteering & draft no longer exists.
Arrests for violation of these ordors and for disloyal practices will hereafter be made only upon my express warrant, or,by direction of the military comraandor or Governor of the State in which such arrests may be made, and the restrictions upon travel imposed by, these orders are rescinded.
