r.:- WASHINGTON, July 17. POSTAGE STAMPS LEGAL TENDER. 1 The bill making Postoffice stamps a legal tender was crowded through both Houses without debate and almost ithout examination. Tho Treasury Department will at once make arrangements for issuing largo quantities of neyv stamps exactly like tho present ones except being printed on much thicker paper, and without gum on them. These can at Postoffices bo exchanged for the ordinary stamps, and they* will.be precise^' of the same value as., the legal tender Troasury notes since each is irredeemable, and derives its solo value frouibeing pledged of tho Government's faith. The "bill was signed and returned within an hour after its passage, and in a short time the small change difficulty will bo obviated, fbr the time being at any rate.
