It provides that newspapers not weighing over two ounces and going less than 2,000 miles, for which postage is now payable by law, shall pay, when sent by mail, 5 cents per quarter for weeklies. 10 cenes for semi-weeklies. 30 cents for dailies, instead of the awkward rates of"3J cents per quarter weekljr on papers weighing less than ounces in the State, and.6^ cents on t^ less than 3 ouuees sent out of the "l: „.
