An act to provide for the payment of the militia and volunteers called into the service of tho United States from the time they were called into service to the thirtieth day of June, eighteen hundred and sixty-ono.

An act further to provide for tho collection of duties ou imports, and for other purposes.

An act to authorize a national loan, and for other purposes. An act in relation to forwarding soldiers' letters.

An act to provide for the temporary increase of the navy. An act to authorize the employment of volunteers, to aid in enforcing tho laws and pi-otecting public property.

An act for the better orgaization of the marine corps. An act to indemnify States for expenses incurred by them in defense of tho United States.

An act to provide for the payment of the police organized by tho United St'ates for the city of Baltimore, and to 6nable the Mint to furnish small gold coins, and to provide for the manufacture or purchase of field signals.

Noval Baliocm Ascension from Hampton Roads. forenoon, Prof. La Mountain made a novel ascension. IIo took his balloon on board the steamer Farm}',, and when she was about midwa}r the Roads, ascended about two thousand feet into tlio air, ropes attached to xhe balloon still being held on board. The steamer started slowly down the river, passing very near Sewell's Point and Newport News. Tho reconnoisance was complete. La Mountain could look down upon their works at Scweli Point finely. lie reports-that behind the line of woods which skirt this side tho Point, tho rebels are working actively upon batteries, and mounting

which will bo made to bear upon the Rip Raps, upon the shipping and the Fortress. There area number of encampments. When the rebels saw him nearly above them, they concealed themselves as soon as possible in the works, and watched him from behind them or the trees near by. Other information obtained was not made public. The method of the ascension was entirely new, and the reconnoisance decidedly the most satisfactory one which has been made at this post.— Cor.
