A report favoring the abolition of courts of conciliation elicited a long discussion, resulting in indefinitely postponing the bill.

SATURDAV, Feb. 9.

SK.VATJ:.— Petitions were presented from the University of Notre Dame irom citizens of Clay county on the i-tate of the Union and in relation to the claims of individuals allot' which were appropriately referred.

Cniiinftees reported laving on the tabic a petition from citizens of JefFerbon county, in relation to tho option of plaintiffs bringing suits before Justices of the Peace, for the reason that a bill on the subject Avas before the Senate: amending tbe bill to authorize clerks of courts to enter satisfaction of mortgages recommending the passage of xhe bill relative to the formation of man fact ring com panics recommending the passage of the biil legalizing assessments made in cities, all of which were concurred in.

Two reports were presented from the Committee on Military Affairs— the majority postponing indefinitely the-bills introduced by Messrs. Anthony and I?ay, and the minority dissenting from such a disposition of them for the reason that they had not been thoroughly examined.

Pending a paotion to lay both reports on the table,- a call of the Senate Avas ordered,.which disclosed the lack of a quorum and the necessity for an adjoui'iiment. .Messrs. Claypool, Hamilton, Antho-ny-and "Wagner were announced as the Senate's portion of the joint committee on apportionment.

HOUSE.—A Petition was presented from Vermillion county praying for legislation in regard to the Common Pleas District, of which that county was a portion.

Reports, against a bill regulating the business of Insurance Companies in favor of a bill in regard to executions recommending amendment of the act regard to the settlement of decedent's estates in favor of a bill enlarging the legal capacity of married women with insane husbands, so that they may make contracts, and convey real estate in favor of amending the law regulating the fees of County TreasurOi'8,,so that the pay for redeeming orders shall be uniform in all counties-^— laid on the fable: acainst amending the

law in regard to cutting down- dead timber on roads against requiring rea 1 supervisors to clear obstructions out.of rivers against changing the rates of toll so as to increase those on wagons and reduce those on sheep and stock— ordered to be recommitted to the Select committee.

Joint Resolutions—That tho Swamp Land committees of the two Houses agree on a plan for prosecuting the investigation of Swamp Land frauds authorizing the State Librarian to send to the Governor of "Wisconsin copics of the journals, laws and documents of the State, of which there is a surplus on hand.

Bills were introduced in regard to the arrest of fugitives from justice providing for the expenses of the Legislature and appropriating 830,000 therefor amending the practice act reorganizing Circuit Courts, and transferring probate business to such Courts providing for the location of highwaj's. and assessment of damages to sell the present residence of the Governor, and purchase a new lot and'crect anew house, the lot not to cost more than £6,000. and to be north of JS"ew York street to amend the law incorporating railroad companies to amend the law defining the duties of County Clerks, and fixing their fees to authorize Recorders to issue marriage licenses to provide for tho erection of an asjdum for inebriates, and assessing a tax of 2 cents on the $100 and giving the proceeds of liquor licenses, as" a fund for its support to an: n.d the act in regard to Count}" Agricultural Societies holding real estate,and naiingeapitalstock amending a portion of the act in regard, to the Sinking Fund to provide for the registration of births, marriages and deaths to protect swamp land ditches.

The difficulty between Messrs. Feag•!er and Packard was announced to have been adjusted by the withdrawal of all offensive epithets on both sides. A resolution declaring that leave of absence should only extend to one day, unless specifically limited, was adopted.

MONDAY, Feb. 11.

SENATE.—Memorials were presented from citizens of Monroe county, asking for a modification of the provisions of the liquor law from Prof. Fletcher in relation to the possession of the office of Superintendent of Public Instruction which were referred.

Committeee reported in favor of the biil for the relief of Catharine P. W hittiesey amendments to the bill for the protection of the ballot box in favor of the bill authorizing county boards to levy a tax on polls a bill numbering the common pleas districts and in favor of tho protection of sheep from dogs all of which were concurred in.

A bill was introduced providing for the opening of a Normal Department in the Indiana State University, which was read once.

The majority report of the Committee on Military affairs,- made on Saturday, laying on the table the bill for the reorganization of the militia, introduced by Messrs. Anthony and Ray, was laid on the table, and the minority report, recommending their reference to a select Committee, concurred in.

A Joint Committee of the Ohio Legislature, and a Committee from tho City Council of Columbus. Ohio, were, by resolution, invited to take seats in the bar of the Senate.—they having visited Indianapolis for the purpose of conferring with President Lincoln's escort.

A resolution was introduced, inquiring into the expediency of purchasing the mincraiogical cabinet of the late Robert Dale Owen, which was referred to the Committee on Agriculture.

A uumber of bills were put through their second reading, and tho Senate then adjourned.

HOUSE.—Resolutions Avereadopted instructing the doorkeeper to procure 83 Avorth of postage stamps for each of the members allowing the use of the Ilall to Robert Dale Owen, on the evening of tho 13th inst., for the purpose of delivering an address on the state of the Union instructing the proper committee relative to reporting a bill taxing peddlers for the appointment of a committee of jurists to revise tho statutes of 1852 instructing the committee of Ways and Means to report a bill for the more rapid extinguishment of the State debt, and for alloAving certain privileges to plank road and turnpike companies relative to establishing an assy 1 um for inebriates, which Avas referred relative to abolishing the office of township assessor and relative to requiring a fee of 85 from non-resident parties bringing suits. The three last resolutions, being matters of inquiry, were referred.
