Another address has been issued .ordering lists to be taken of all persons liable for military duty, and command all such to be prepared for an emergency.

Considerable excitement was occasioned on the 2-lth ult., by a report that, a party of Americans had landed at a place called (,'hovera, about a league west of Havana. Troops were immediately sen$to the spot, but the report was false.

The French and English officers were fc'.cd by the Government. Four Americans, belonging to a surveying party, from Key A Vest, had arrived at Havana, but were not allowed to go outside the City walls.

The Captain General is reported to have said (hat he had an European reputation to gain, and that he was determined to achieve the object by emancipating the slaves in Cuba.

&^*The Whiskey Convention don't seem to be in as good order everywhere as it does just around here. A correspondent of the Madison Courier says:

The enormity, of this proceeding is aggravated l\y the consideration that this meeting passed the blackest resolution that ever emanated from any politial assemblage of that east. To say nothing of the resolutions on the Nebraska bill, which are bad enough, only look at their officious intermeddling with the temperance question! Now, if this is a 'moral question,' fc is to be enforced alone by 'moral suasion,' as their resolutions .say, what business had that immortal convention with it? What had thoe preachers of morality to say when the wicked whisky resolution came up? Did they raise a voice or a hand against them? I fear not. Oh! my soul come not thou into their secret. I feel like rebuking that convention. Perhaps I had better do it in the name of the devil the name of the Almighty seems objectionable to Douglas and his statelites. But I believe I will let the conscience whipped thing go. That flourish of trumpets, however, about 'popular sovereignty'' and the spirit of '70 is apiece of eontempible twaddle. That is all. I am not any less a democrat since the convention than I was befoie. It will take more than 27, GO or SO to put me out of trie ranks. 1 have voted for democratic Presidents, Congressmen, Governors, tc., ever since I have been old ciiough to vote. The attacks of the disease are single and scattered, but affecting so manv persons at the same time, that the distinction between sporadic and epidemic hardly exists.

with adviees from Liverpool to the 20th iilj^, being one week later, arrived at this pq^ this evening. "The stecmcr Arctic struck on*'Turkar Point, and had to put back to Liverpool for repairs, which it was thought would be completed in about one week, when she would proceed ongher trip.

The steamer Arabia arrived out Saturday morning. COMMERCIAL IXTELLIGENCE.

The sales of Cotton during the week, at Liverpool, amounted to 45,000 bales, ot which speculators took 8,000 bales and exporters 4,000do. The market, was dull, aiul the'lower grades had declined 1,,'d. during the week, but the better grades were unchanged. At Manchester, business was dull and prices in favor oi' buyers. Cotton luid slightly advanced at Havre.

Dennistowu says, the demand for Bradstufl's continued active, and all kinds had considerably advanced during the week. Flour was 2s. (id. fJ brl. higher What-Id. to 6d. bushel, and Corn :2s. $ quarter, and quotes Western Canal Flour at4ls. and Ohio at 42. White Wheat 13s. and Red 12s. Gd. Yellow Corn 41s. lid., and White 42s. 2d.— Lard lower, with sales at 50s. Beef active, and prime qualities 5s. higher. Pork and Bacon active.

The latest intelligence from the seat of war is a rumored telegraph dispatch at Paris, that Revel, on the Baltic, had been bombarded, but no particulars are given,-mid the report was doubted.

The Cologne Gazette states that the Emperor ot Bussia had a relapse of his illness. The inhabitants of St. Petersburg were obliged to find quarters for the troops, and it is said 20,000 Cossacks are in the vicinity of the city.

The Russian fleet had left Ilclsingford to join the Heel Cronstadt, and Napier was lying twenty-live miles from Cronstadt to intercept them, so that an engagement was expected.

The Turkish fleet had entered the Black Sea for the purpose of destroying all the Russian positions

citement was intense. It would be impossible to give anything like a correct estimation of the number ot persons present, all the leading streets were packed with human beings and thousands were in from the country.

On the corner of State and Washington streets, a quantity of snuff, cow-itch, and a bottle of vitriol, were thrown among the military.

In the vicinity of tho Custom-hou®!, a hackman attempted to drive his team thro' the military hie, and one of hi^ horses was stabbed with a bayonet, and instantly killed. This was,followed by cries of 'shame! shame!' and^the crowd in the vicinity made a rush, upon which the colffinander of the cornrianv become iXBe^tlv excited and orcompany become dcrcd the troops to 'fire.'

Col. Boyd, one of the staff officers, Rearing the order, spurred his horse forward and prevented the execution of the order. Several arrests were made at the point, and three or four badly hurt. A well dressed cldcrman was conveyed to the hospital, having a terrible sabre cut in his head.

The Black Warrior Affair Settled. The Star of tlijs morning says intelligence has been received by^the European Embassies at Washington, that the Black Warrior affair had been completely andamicably settled.

Spain is to pay back the $6,000, and promises a reform in tne port regulations to meet the wants of the commerce of the United States.
