THE idea of sub*ti uting the AngloStixou system of criminal jurisprudence for the Latin in Cuba does not meet with favor among the Cuban legal lights. In fact, it is being bitterly opposed. The claim is put forth that it embodies all the best elements of the Roman law as codi fied by Justinian and is used by all civilized people save the Anglo-Saxon. It is not a Spanish system, but one recognized and used by all the Latin people. To an American their preference for a code which so strongly curtails personal privilege, and tramples upou the rights of the accused, seems utterly incomprehensible. Yet it is possible that the method of administering justice which guards so carefully the accused and which is so sacred to the American and Englishman, is not suited to the temper and character of the Latin races. Changes should not be sweeping, but should be introduced so gradually that the results of the experiment may be noted and defects guarded against. The Cuban is half a barbarian, and somewhat Spanish, and will require such careful handling that all the souud judgment and steady news of the Saxon will be needed in dealing with him. He cannot be transformed into an American in a day. nor even into a man who understands the significance of liberty.

JOHN I. MCCUTCHEOX, the correspondent of the Chicago Record, writes a letter from the Philppines in which he states that, in his opinion, Otis will never put down the Filipinos, unless he is furnished with so many men that they will be smothered to death. He enumerates twenty-one towns which have been captured and abandoned from-one to six times each. The progress which Otis is making is thus made evident. No report in any way adverse is allowed to be sent out, and the true state of affairs is carefully concealed. His false and misleading reports are sufficient to condemn him in the eyes of the American people. They want to know the truth and nothing else will satisfy them. It is time to send a man to the front who is capable and who will bring the wretched business to a speedy close. The wearisomeness of long delay and useless bloodshed is becoming intolerable. Fighting phantoms will no longer be endured.

THE loyal subjects of the German Emperor are to be commiserated. The The Kaiser has just completed two new operatic works of his own. The poor things will have to listen to these. It will be rememl)ered that Nero was afflicted with a little idiosyncracy of this sort, while the unapreciative listener had his sense of appreciation quickened by the fear of an off-with-his-head mandate.

THE senatorial ccontest in Texas between Mr. Bailey and Senator Chilton is growing interesting. Chilton is a man of worth and ability but Bailey has been steadily growing in favor among the Texans for several years. He is the most popular orator in Texas, and as a politician he is second to none. Neither man can be well spared, and either one is a credit to the state.

KBCEGER claims that the Lord is with him and he is not afraid. He will do well to remember the saying of Nepoleon that the Lord is on the side of the heaviest artillery, and hisory bears out the statement.

THE prospect for war in South Africa has upset the Loudon mouey markets. Gold is flowing away rapidly and the banks are in a flurry. To meet the demands entailed by hostilities will require a very large sum. This condition of affairs may delay action on the part of England for some little time, and in the meantime the Boers may strike a decisive blow. Their hope lies in making a sudden attack and winning a sweeping victory before England can rail}'. The money complication is of vital importance, and the movements of the market will excite more than passing interest. Before England performs the anaconda act she must well lubricate the serpents jaws with gold. At best the swallowing., will be somewhat difficult.

Is it possible that Aguinaldo is the "whole thing." the only man in armst We have been told that he is the only man who is really in rebellion, while the common soldiery are not really in sympathy with the movement. There is grave reason to suspect that conditions in the Philippines scarcely coincide with the theories which the censor allows to be given to the public. The Filipino is uot so cheap, after all.

THE German government is giving the land theory of Henry George a practical test in Riaochan and Js'ew Guinea. The laud is rented to business men and reverts to the state every three years. So far the plau is working satisfactorily, and gives evidence of being souud. It has many things to recommend it, the most important, of course, being the prevention of large land holdings by private individuals, to the exclusion of others. The experiment is full of interest to political economist.

He still refuses to reveal his political preferences, and there are those not slow to urge his nomination for the presidency upon either party. Men of no party have been elected to that high office, and history sometimes repeats itself. That he would make a good president is not as yet evident. IF gold should become so plentiful as to reverse the 10 to 1 ratio no one would object. More money is what business demands, and nobody cares what it is made of so long as it performs the service required. At present gold does not exist in quantities sufficient to meet the demands of business. So long as that condition exists the silver question will not down. It must be met fairly and squarely.

IN all the mass of verbiage uttered in welcoming Dewey, there is found no single sentiment worthy of preservation. The greatness of the man and the occasion certainly failed to touch with the fire of eloquence the tongues of the little men who did the honors. This is unfortunate, as there was room for some aspiring genius, to do themselves proud.

GENERAL EAGAN IS seeking to enlist the sympathies of members of congress with a view to vindication. The man will be asking for an increase in his pay next. He is not too modest to ask a special act of congress in order to secure so desirable an object. He now receives full pay, and yet is not satisfied.

THE Prince of Wales enjovs the dis tinction of being one of the best shots in the kingdom. When a man devotes his life assiduously to the at tainment of some particular object, he usually gains it. The life of the prince is thus worthily bestowed and he may justly be ranked with our own illustrious Captain Bogardus.

THE American horse and the American mule, like their master, snuffs the battle from afar. Twelve thousand of these are now being bought for use in South Africa. Draught animals are reported as selling 35 percent, higher than at this season last year. The excellence of the American animal is making him in demand everywhere, and wherever a large number of horses and mules are needed, there the United States product will be found. The extremely low price which prevailed for several years caused a great diminution in the supply, and the natiual result is a steady increase in values. The farmer who now has a supply of good young animals will probablv reaD a handsome profit. It pays him alwavs to rear tho best quality

THE watch stolen from President Harrison five years ago has been located through the arrest of a noted crook at Knoxville, Tenn. It value is $1,000, and it was presented to him by the United States Senate at the expiration of his term as president. It appears that a good time is coming for Mr. Harrison.

THE political temperature in Kentucky grows more and more torrid. Goebel has succeeded in having friends appointed as election officers under the Goebel election law. All kinds of threats and charges are flying through the air, and before the election some one will probably be badly singed.

WHEN nothing else is in sight, the funny men take a drag at John Peter Altgeld. John Peter, however, goes serenely on his way and lets the heathen rage. He is still for 16 to 1, and what is more has his good honest reasons for so being. At least he is not a Man-Afraid-oi-His-Horse.

OUR navy continues to grow, and United States is now the third naval power in the world, according to the Marine Review. If we set out to be first, we shall be first, but the question is, will it pay? Too much prosperity is as bad as no prosperity.

IT is "more than evident that the Republicans of the state are greatly alarmed lest the electiou of Taggart to the office of Mayor of Indianapolis for the third time should make him a most formidable candidate for governor. A very bitter fight is being made on him for this reason alone.
