enemies of civil service reform
are still harping upon the defects of the system. The concessions made by McKinley have whetted the appetite of the spoilsuiau, and he is more than eagqx for the expected feast. Instead of attempting1 to remedy defects and make the merit system as nearly perfect as is possible to human institutions. they would tear down the whole structure and revel in the spoil. Yet these men would be called statesmen, aud aspire to office, and were their patriotism questioned they would burst with indignation and be consumed with burning wrath. They love their country, true, but they love her because they may feast and fatten on her bounty. They put forth specious arguments in an attempt to show that civil 6ervice reform is a failure when a moment of candid consideration furnishes convincing proof that it is one of the best reforms ever attempted in the machinery of our government. It cannot be destroyed by argument, and still less can it be blasted by a sneer. The crying need of the time is for fewer politicians and more statesmen—men to whom the interests of their country do not dwindle into insignificance, while the wants of self loom mountain high.

They are the identical terms of endearment used from time immemiorial, by persons whose zeal outruns their judgment. Tne epithet of "copper head" or "traitor" is poor material with which to refute argument. If Edward Atkinson or Thomas B. Reed or Senator Hoar, or Senator Mason or Benjamin Harrison is wrong, will it conviuce them of error to apply to them vile names? "Ha* reasou fled to brutish beasts, that we will have none of it? May we not concede to these men purposes as honest as our own? It is our couutry and it is to be believed that almost every citizen honestly desires its welfare. To the average man can come no shadow of good or ill which has its origin in governmental policy, that does not touch equally his neighbor. It is the right and the duty therefore of every man to consider every public question without passion or prejudice aud act from the purest and most patriotic of motives. A little more of "earnest reasonableness" and less of "jingo rah" would be an excellent thing to inject into those fiery vaporings which have been so freely used to blind the eyes and arouse the unseemly passions of men.
