IT WON'T WORK.

Capt. Bilbngshy, according to a cor respondent oE the Indianapolis News, is going to aim to revolutionize things in the matter of assessment of property and will come fiercely uown on tax dodgers, it he gets his drafted article passed as a law by tho ensuing legislature. The correspondent says that I'dlingsby is drafting a bill compelling bankers to exhibit their books at the demand of the assessors so that they can ascertain just how much money, bonds or taxablo property eaeh tax payer may have locked up in bank so thai th^ a-s^ssor may list it for taxation, muen property Bdlingsby asserting being concealed from the ey# of the assessor. Billingsby'a intentions may be all right enough but it will fail, and his law will be knocked out within six months from its passage by the legisla turo. A law similar_to the ane proposed by Billingsby was passed a see sion or two ago. It was thought to bo just the thing to reach the fellows who had monsv and failed to list it for tax ation. But how long did it last? The banks refused to turn over their books to the assessors, the courts sustained them, and the law was a nullity in a short time. Billitgsby should know that laws effecting the poor and middle class can be easily passed and are, of course, constitutional. Laws in this country effecting the rich and well-to-do, if in any manner burdensome, are soon found to be unconstitutional, and are soon declared inoperative. It only indicates the power the man of money has with the law makers. The supreme court at Washington City which only a few years ago declared the law taxing incomes of wealthy firms and individuals unconstitutional satisfied the thinking people of this country that no law can now be incorporated that will force the wealthy to pay their just and equitable share of tho taxes. It results from the fact that money, ever powerful money, has an influence with our legislators and judgea that no earthly power can or will resist. Billingsby can save time by abandoning the attempt to have enacted a law in Indiana that will force men of money to pay a fair share of taxation upon it.

THE INTEREST IN POLITICS.

From the reports of public speakers in various portions of the State of both parties it would seem that about the only persons interested in the present political campaign are the office seek ers. The attendance at dodb of the meetings are large or overflowing', and the people eeem indifferent to the issues. For once, it would seem, the people have a surfeit of politics and don't cere for speeches.

NOVEMBER

Ty

COUNTY PAIRS DISAPPEARING

The days of tho cnunt\ fair, an mstitution of pn«t niivit popularity, arc

doubt drawb-t: t«» a elus.:' throughout this put of 1(1^ country.' Already in] many counU'H t!io fairis have cease'! to exiqt., ami for *«viT-d rpaeons. They ha\o council \if ])-y as too oHer. the direciors of Mum h.a'o been eompelled to borrow money t' premiums or meet o^hi-r current blii':i'iiiiis. Fair' do not have the h-twini* powers as it. former

fairs,

place of tho county fairs. At Fort Wayne, Peru, Seymour, Terre lFnute and other cities they hold street fairs but, th.^ county institutions have all ceased to exist. If the coming street fair to b= given in Crawfordsville this month should pnve a financial euccess and also as an exhibition we can reasonably conclude tbat the Montgomery county fair will go the road that so many other similar institutions have, and Davis, Brown, Waugh and others who have been running our county institution can step down and rest from their labors.

8TH

ELECTION DAY.

In just a month from to-day, November 8th, the election for Congressmen, State and county offices, will be held. There have been few speeches yet heard, few ''grand rallies,", and little or no excitement over the pending political contest. If the voters are display ing any anxiety over the result of the coming contest they are not yet showing it. ______________

Kin McCoy, the prize tighter, is de. termined to uphold the courage of the Hoosier State, and maintain its "honor" at all cost. In a bar-room scrap with Jim Corbett in New York City vine night last week at its conclusion Corbett was taken' away by his friends and the services of a ph sician called to relieve Corbott of various aches anci pains.

Although Republican statesmen continue to re-iterate that the silver ques tion is a dead issue they seem to greatly fear ita resurrection and regularly harp upon it. This shows the inconsistence of their assbrtiou6, for if the financial problem had been solved with the silver feature entirely eliminated there would be uo further reference to it.

Tut street fair givtB promise of having a large attendance ot people if the weather on the days designated for holding it is favorable. Another thing, if successful, it will probably be the means of closing the county f«ir institution. .And most of the stock holders are not feeling bad if it should.

A fellow named Stilwell from Anderson, addressed tho republicans at the court house here on Saturday evening. His speech was very disappointing, and had about as much influence over his republican brethren as a speech from bis uncle, Tom btilwell, of Crawlordsville, would have.

ol. VV. J. Buyan ha6 been quite sick in Washington City for souio days past with malarial fevc-r. His political enemies have failed lor once to get oil something smart, or smutty in this instance, and as long as he is disabled appear willing to let him alone.
