THE POPS THIS YEAR.

The populists in this district occupy a very peculiar position in the matter of a nominee for Congress. They nomnated Cheadle some weeks since at Frankfort, but lie never accepted the nomination. lie was looking for bigger suckers and be caught them last week at another convention. Now what will the pops do for a Congressional nominee? The 2,200 of them as they boast of having in this district will assuredly not vote for a man who, by his silence towhrd them, furnishes an indication of contempt for them, tlon't care for the honor they tendered tiira. The ticket this (all to he voted for by the populists will not have the name of Cheadle upon it. Who will they vote for for Congress is the question? If he received ihe populist vote entire of two years ago HDd was then beaten by 200 votes, where will ho land this year without their support? If the populists nfter Cheadle's failure t.o acknowledge their nomination should re-nomi-nate a straight out candidate of their party for Congress then the muddle will be deeper than ever. Whether they nominate a candidate or not it is very evident that, the attempt this year to turn populist votes into the Cheadle channel will he to a great extent a failure.

THE MONROE DOCTRINE.

The object of this present SpanishAmerican war it was declared at the outset was in the interest of humanity only, to set free from Spanish misrule and tyranny the people of Cuba. Now the taik ie retaining permanently Puerto Rico and some even desire that the Philippine Islands be annexed to this country. We must not wonder if this ie done if foreign powers treat, with contempt our profession and desire for the enforcement of the Monroe doctrine. It the United States by co- quest of countries off of this continent annexes them to its possessions, it must not wonder if foreign Rations follow the same line of business on this continent. Foreign nations may lespect our sincerity, but will not tolera'e our tiypocracy.

RURAL MAIL DELIVERY. The rural mail delivery now about to be undertaken in this country will, if nothing else, have the effect of decreasing the trade and busineBs of every county seat from which it operates. Farmers who every Saturday come to town often only for their mall arid while here do their trading, will come much less frequently if their letters and newspapers are delivered to them a* their homes.

LOOKED SUSPICIOUS.

I in seeking by resolutions at a meeting of the council a few evenings since for the improvement of Wabash avenue, it was discovered that the resolutions and engineer's specifications did not "jibe." That the specifications declared that a "brick edge" was to be used in the construction of the gutters while the resolutions said nothing of the kind. The incorruptible and virtuous members of the council thereupon voted the whole thiDg down and new specifications will be furnished and the work re-advertised. The engineer stated that councilman Smith ordered him to insert the'"brick edge" feature of the specification?. We have noUheard his explanation in the matter if he has ar.y give, but through this business he has been placed in an unenviable position. The council if composed of the proper men to look after the interests of the city should keep their eyes open to everything offered effecting the interests of the tax payers, and if the salary of the position of councilman does not pay for the time expended the incumbent shoQld resign as there are ulways plenty of "patriots" seeking these positions.

HIS OPINION ONLY.

In the puff6 of Joseph Cheadle appearing in the State Sentinel in specials from Crawfordsville heretofore and from now on until the November election, probably, it will be well for the public to bear in mind that they are the sole productions of the publisher of the Argus News and are his opinions only. From his special to the Sentinel on Friday wo make the following extract: •'Montgomery county is enthusiastic for'Private Joe'and a majority of its delegates chosen to the convention were Cheadle delegates."

As for a "maj. rity of the delegates chosen" from this county being favorable to Cheadle it could be better refuted by inquiiing of J. M. Seller.

WILL CAUSE TROUBLE.

From indications already shown it ie quite evident that even if Cuba is wrested from the Spaniards the trouble is not half over and that this government has a great job ahead in getting matters settled in trie island. The Cubans seem to amount to little as lighters, but are immense consumers of provisions furnished by the United States. They will not, it is represented, do but little work, but are ready to rush in and control the country already conquered without giving any compensation for the great expense and labor furnished in their behalf. It is very evident that the United States for the next 25 years probably will have to have a military protectorate over Cuba, as it will take the natives that long at least to know what their country is for aud how to run it right.

THAT TRUSTEE DECISION. It would seen: that the fewer the decisions from our Supreme Court are given, after the exhaustive "opinion" on the trustees holding office two years after their terms had expired, the better. Whatever "law" may have been applied in the decision, the voters without question never intended nor desired that any trustees should hold their positions over four years, and it would have been well for the supreme judges to have applied some common sense as well as "law" in arriving at their decision in the case. The feeling i- growing among the people that justice of the ueace opinions quite often in petty cases, for instance, have about as much law in them as many coming from the supreme court. In fact it only requires a very ordinary lawyer to be a supreme judge.

Unceasing Effort to Grasp tlie Power Issuing Currency—Want the Exclusive Right to Wield the Gold Standard.

Ever since the first national bank was organized down to tho present? time the system has been a disturbing element in our finance. No one can examine the many conflicts and acts of congress on money, finance and currency without being impressed with the irrepressible strife that has been waged between it and the people for supremacy over the nation's currency. Through all this strife, whether waged on silver, gold, bonds or currency or any other kindred subject, it has been animated by one unceasing purpose, and that is to grasp the power of issuing currency from the hands of the government and exercise that power itself. That "confusing heterogeneity which needs simplification," as Mr. Gage now terms our existing currency, has been brought about by that very conflict, by the effort of tho peoplo to preserve an adequate money and currency and constitutional money against the assaults of the national bank and its allies to destroy it.

In the last campaign we were told that every dollar of our currency was just as good as any other dollor as long as we maintained the gold standard that tho maintenance of tho gold standard was tho only thing necessary. The national bankers never believed that. Tliey knew that while tho gold standard was absolutely necessary for the accomplishment of their designs, yet tl^fH design could not be attained while our currency was a "confusing heterogeneity." The gold standard as it exists today is perhaps as oppressive to them as it is to the people. There is not one of them that could stand its practical operation, nor dare to push it upon another.

The gold standard is sufferable only in a theory. It is of value to 110 one but to him or that class that has in its own hand the exclusive power to put it,into practical operation upon its victim without hurting itself. As it exists today no one has that exclusive control, and the unwarranted exerciso of it by any one injures all alike. Tho country has not yet revived from the instance of such use aud tho fear of its repetition. To obtain the exclusive power to direct the operation of the gold standard is one of the objects of tho national bank, and our present currency blocks its pathway to that object completely. "We have talked a good deal about real money and token money. Now, so long as there is real money the power of the gold standard is broken, but if there bo little real money and much token money its power is omnipotent for evil. If we look at the statement showing the kinds of our currency there are, we Will see that, coireptiug the national bank notes, every dollar of it is practically irredeemable, and therefore "real money." All the certificates mentioned represent the existence of actual dollars, and the United States notes or greenbacks, while they go through tho operation of redemption by one act of congress, it is peremptorily commanded by another act that they be issued again as fast as they are redeemed. Thus they are practically irredeemable. So much real money in our currency weakens the force of the gold standard, and while we have suffered deeply aud bitterly from its effects tho consequences will be much more deplorable if we permit the national bank to take charge of and reduce all of our currency to national bank notes and thereby have exclusive power to wield the gold standard and exalt wiiom they will through the alchemy of its operation. In addition to the intolerable advantages such a change in our currency would give to the national banks it would destroy about $l,3ou,000,000 of real money now in circulation or in the treasury of the United States and place the business of the country on a basis of about $'"00,000,000 of gold, and it needs no argument to make plain the certain low level to which the prices of labor and products must sink.

A currency reform of this character needs only to be understood l.y the people at large to earn itself the condemnation it so richly deserves. Tne conflict which has been in progress for a generation has been a struggle on the part of tho national bank for the perpetuation of its life, and ou the part of the people for financial liberty. Compromises have been made, and may still bo made, but they only embitter the conflict that is sure to follow. The national bank has been tho fruitful source of all the ills in our financial troubles, and the organizer and leader of every assault tiiat has been made upon the money or current of tho nation, and 1 challenge tho wl.ole history of this conflict for one instance where it has been successful or its suggestions have been adopted in the change of the system of our money or currency that was not followed by disaster, depression and individual rum, and from which there was no recovery until such action was revi r.-e:l or its force broken by some remedial act.
