He determined to weed out any undesirable candidates at once. He called them all together. "I want you men to understand what kind of a battery you are getting into," he said. "Any of you who think we are going to organize for parade may as •well ^o away and save the time of the recruiting o.ucer. This battery is to be a part of the regular army of the United States. We want no one here who does not want to fight. I received word recently ths\t as soon as it ib equipped the battery is to go t® the Philippines for service. The Republican Party Now Seeks to Dlscredit the Greenback. The Republican party has steadily boasted its invention of the greenback, the blood, stained greenback, as Dick Oglesby called it. The greenback is a noninterest bearing obligation, and more tha* 80 years after tlifi civil war, during which the oountry's soldiers and sailors were paid in greenbacks, hundreds of millions of them are still in circulation. It was suggested by Secretary Gage, not, however, with the full assent of the president, that steps be taken by the issuance of interest bearing bonds to redeem, retire and destroy greenbacks. This the party has refused to do.

The blood stained Republican created greenback is still a feature of the national currency. Now that more currency is needed for the prosecution of another war the Republican house says issue interest bearing bonds. The senate, however, hears a report from its finance committee to the effect that in providing more money resort may again lie had to that form of government obligation which costs nothing but printing. There is no gain in this plan for the money loaner. If there bo loss, it must fall on everybody. Thus tho currency problem returns to plague the inventor of the greenback, the Republican party, which is now seeking to discredit the money it once took credit for supplying. This is absolute proof that the Republican party of today is no Ion ger the party of Lincoln, who was a real follower of Jefferson.

Army Disorganized by Placing Rich IIIcompotents In Command. Political generals are a nuisance. Why should President McKinley create more of the nuisancc instead of abating it? jNIcKinley has sent, the. names of a lot of civilians to tho senate to be confirmed, and the men bearing these names are to be appointed to high positions in tluj army over the heads of deserving and experienced officers who have spent their lives in the service of tho country. This is all wrong. Thu senate can do no better and no more patriotic thing than to refuse confirmation. If Mr McKinley has political debts to pay, let him pay them iu some other manner.

It is disorganizing tc the army tc place those rich political nobodies in command. It is a disgrace and a danger. Political pull, wealth, tho fact that a young man is tho son of a famou? father, do not lit him for a place of command in the army. This country wants fighters who know their business, whe have seen service, at the head of its regiments. If the young fellows want to fight, there are plenty of placos for them in the ranks. Let them earn promotion as their fathers did before them, and lei the true and faithful officers who have already earned promotion receive it

Inadequate to Furnish Money For the Increasing Demands of Business. W&eu defeated in their attempts to overthrow the quantitative theory, the gold men fall hack on their last defense and claim that, whether that theory applies or not, as wo have sufficient gold already kick of it cannot account for the fall of prices. It is true that the annual production of gold is now about double what it was in 1873. But haa tl^g increase been sufficient to__keep up With the enlarged demand for it, due It increasing business and to supply the nations that have gono over to a gold basis since 1873 and to fill the void caused by demonetizing silver.

It is not fair to assume, as the gold men do, that tlie entire annual product of gold goes into coinage, for it is undisputed that more than one-half is used in the arts. Nor is it fair to take the World's annual coinage, for nucli oi this is recoinage. But if every ouncc of gold has been coined and gono intc circulation it would not have begun tc furnish' money enough to keep up with the increased'demand due to increaso in business and population. Even the increase in gold and siver together Wrnrk] not havo been sufficient.

The shrinkage of values iiTthe United States since 1873 has not been less than $'20,000,000,000, or eight times the cost of tho civil war, as shown by Senator Chandler and others.
