After the Telephone Companies. At a epocial meeting of the city council Tuesday night, the telephone companies received abroadside that staggerthem—at lea=t temporarilly if not permanently. The council began business by revoking the franchise given to the Central Union Telephone Company, now the Bell, in 1881, claiming that said company bad violated its franchise by not keeping an exchange here and that the franchise placed no limit on the company as to the rate that could be charged. The Hume Telephone Corns pauy next oame in for an overhauling. Their present franchise grants them the privilege of charging S3G for bueine&B rooms and 618 lor residences, but the council revised it by placing a limit of 827 for business rooms, S12 for residences, and putting the bruit of time to 50 years. It isunderstood the council will grant the Bell people a new franchise similar to that held by the Home
Company if they want it, while on the other hand it is said the Bell people claim they can and will work under the old franchise, and in all probability the matter will now find its way into the courts.

Make Wallace a Spy.
Indianians who went to Washington to urge the appointment of Gen. Le'v Wallace to be a major-general in the volunteer army, relate the following: The evening before the day on which the delegation was to call on the President in the general's behalf there was a conference. Congressman Landis was present, accompanied by his £eight-year-old boy, Johnnie. John Wingate was giving various reasons why General Wallace ought to be made a majorgeneral, and among other things, said he was a good Spanish scholar—spoke and read Spanish readily. Johnnie's eyes bulged out and he said: "Gosh! why not make him a spy?"—Indianapolis News.
