Something^ About the Men Who Are Facing the Present Crisis. We are naturally somewhat interested in the new Spanish cabinet which has been created to tide over the affairs of Alfonso's disturbed kingdom until tho present crisis either passes or develops into a new one. It is regarded as merely a temporary cabinet, but it faces a grave situation. It may be the last cabinet under the monarchy.
Senor Sagasta, who remains as premier and has picked out new assistants, not because ho w'ished to, but because he had to, is fairly well known to us. He is a shrewd and cunning politician, with whom we have dealt before.
Senor Leon Castillo, who was tendered the important portfolio of minister of foreign affairs, is comparatively

unknown on this side of the water. At the timo of his appointment he was tho Spanish minister at Paris and was selected because he is .'.aid to 'enjoy excellent- diplomatic relations with the European powers. He. too, is a shrewd politician us w!!. as an accomplished diplomat. He is regarded as the strongest addition to the new cabinet. If ho is still in olliee when the war closes, it will bo through him that the peace negotiations will lie conducted. At last accounts he was busily engaged in begging aid from friendly powers.
Of the other men who will soon be called upon to decide just how bad a thrashing .Spain ought to take before declaring that "her national honor" has been satisfied none has been previously so conspicuous as Senor Gamazo, who lias taken the most unimportant portfolio, that of minister of public instruction. lie is the leader of the Liberal party of Spain and served in 1898 as minister of finance.
Among tho lightweights is: Lieutenant General Miguel Correa Garcia, the minister for war, who succeeds himself. Ho is an artillery officer and was formerly governor general of tho Balearic islands.

Remarkable Career of Ir. Nicholas Seim, Now In the Volunteer Army.
Dr. Nicholas Seim, who has been made chief surgeon uf an army brigade with the rank of lieutenant colonel, is probably the foremost physician of the country. He began life as a farmer boy in Wisconsin and has won his high phice and national reputation by hard work. Of course he had unusual mental faculties to work with, but the rise of this ploy,-boy unaided by friends or fortune is certainly remarkable.
Dr. tenn was born at Buchs, canton of St. (rail, Switzerland, Oct. 31, 1844. He came to this country with his parents shortly before the civil war, settling ou a farm near Ashford, Fond du Lac comity, Wis. After graduating froi.i the graninnir schools at Fond du Lac he entered the office of Dr. Munk of that town, and later entered at the Chicago Medical college, receiving his diploma in 18G8.
He soon showed his genius and rose rapidly in his profession. Later courses of study at Munich, Germany, and New York perfected his knowledge. He has taken an advanced stand in his branch of science, and is now recognized as an authority in the United States and Europe. He has held several professorships in Chicago colleges.
Dr. Senn was surgeon general of the state of Wisconsin for a number of years. He has been a resident of Chi cago since 1891 and at tho time of his recent appointment was surgeon general of the Illinois national guard.
It was Dr. Senn who first recognized the necessity for uniformity of conduct and qualifications as a preparation for war
service.
