The Chicago Record publishes the receipted bill for the cablegraphic service which brought to them the very interesting account of the battle of Manila, as furnished by our townsman, Mr. J. T. McCutchen. The bill ot expense totaled $1,752.20 a tidy Bum, all things considered, In the race for news now-a-days, the question of expense has not been allowed to cut much figure.—Lafayette Leader.

San Francisco, May 15.—All night long the rain, which commenced falling yesterday at noon, continued to drench the 3,000 men camped at the Presidio awaiting orders to proceed to Manila to relieve Admiral Dewey. The Presidio is a sea of mud, and the troops, most of whom are lacking proper clothing to withstand the cold and damp, are suffering greatly, but the men do not complain. Although their tents are surrounded by miniature lakes, and small rivulets course through the camps underneath cots and shake-down beds, not a whimper is heard.

Last night was the most disagreeable yet experienced by the men fires would not burn and the troops had to content themselves with cold lunches and an occasional cup of hot coffee, which the good people of the Red Cross Bociety prepared for the shivering soldiers. Although blankets in plenty had been distributed during the day, little sleep was obtainable, owing to the inconveniences with which the men had to contend. The sentries suffered most of all. All day yesterday and last night they tramped steadily up tnd down their beats wet to the skin. .Most ot them lacked overcoats, but one by one they were supplied with this comfort by their more fortunate comr-iiies who could get under the shelter of tents.

There has ueen so much to do and so little time in wmen to cio it that it has been impossible for the officers to look after every detail, and they were much handicapped owing to their inability to secure the articles necessary for the comfort of the men, the stocks of local merchants being depleted early in the week.

The Charleston is still at Mare Island, and nothing delinite can be learned regarding the time of her departure. or whether or not she will convoy one of the troop ships which have been chartered to take the supplies and men to Admiral Dewey.

It has been given out at the PreBidio, unofficially, that the first shipload of men will leave to-morrow or Tuesday, but this is impossible, unless the men go almost totally unprepared for the duties they may be required to perforin in the Philippines. They have not been supplied with sufficient clothing or arms and ammunition. The troops need shoes, overcoats, underclothing, rilies and ammunition.

It has been determined by the officers to ask for Krag-Jorgensen rilies, and if these cannot be secured, No. 834 modern Springfields will be asked for. The quartermaster's department is unable to supply the 30 days' rations necessary for the first month's service, and these must be secured before any of the troops can leave.

The City of Peking doubtless will be the first vessel ordered to the Philippines. and she is not in condition to receive the troops but a large force of men is at work on her aud she will be prepared for the reception of men on

hours' notice. Orders have been received to get the first regiment ready lor departure, but this cannot b. done until the necessary supplies have been received. Several small steamers and schooners are engaged in transporting supplies from Mare Island to this city for loading on the Peking. 'Die steamers Australia. City of Sydney and the Ohio are being gradually prepared lor service as transports, but it will take at least a week or ten days before they will he ready for sea. It is given out to-day that the steamer Conemaugh has not been chartered by the government as previously stated.

Nearly 3,000 troops from Minnesota, Colorado, Utah and Oregon will arrive here on Wednesday and Friday next and will go into camp at the Presidio. The thirteenth infantry regiment of Minnesota, comprising 1,030 men and officers, will leave St. Paul to-morrow and arrive here on Friday moruing.

One complete regiment from Colorado. numbering over 1,000 men, a battallion from Utah, numbering several hundred men and officers and another special train load of men from Oregon will arrive here Wednesday morning.

The transportation of troops and supplies is testing the capacity of the Southern Pacific company's lines to the limit, and tiiere is a shortage of passenger cars in consequence.

Floyd, of Helena, Mont,., has been appointed lieutenant-colonel of his regiment. Floyd is a West Point graduate. Col. Urigsby has appointed R. B. Stewart, oi Pierre, major of the second squadron and Leigh II. 1 rench, of Washington. major of the f. rst squadron. Tht departure of the third regiment for the south has been delayed because, of the non-appearance of the army surgeon who is to make the physical examinations of the men.

Boat Capolsed and Three were Drowned
