WON'T FUSE.-
The populists of Clinton county refuse to fuse with the democrats of that county in the nomination of a ticket and have selected one of their own, true to name and nature. The democrats over there can support it if they want to, otherwise they can let it alone. They mean by this that whatever other parties unay do they will support only those of their own political faith in thinking *nd writing. By this action the populists have given us a very comnendable example of political independence. The democrats of that county and all others should act likewise. This is very contrary in opinion to time, servers, policy politicians and office wanters, but it is the correct plan to obtain purity in politics and get good men in office. Of what advantage is a temporary victory to any party that abandons itsprinciplos under such circumstances? Where ie any permanent benefit in supporting some disappointed renegade from some political party? We fail to see it. If you believe your political principles are correct, and are the best for the people why not sustain them at all times. The pops, think they are rieht, and propose to Btand by their belief. We democrats believe we are of the true political faith and Bhould stay with our principles, and not follow up some temporary advantage by abandoning that which we have ever held to be correct. Our perdictioa is should we fail to make democratic nominations for all the offices to be tilled, including State, congressional and county, and permit some other party to dictate them for us, we will live to regret it. We may not succeed in electing all of them but we have our honor and our principles left.
A YEAR OF REVIVAL.
The first year of the term of President McKinley has ended. Can any reader recall a presidential administration in which as large a number of promisee made have been fulfilled in a single year? There was a promise of improvement of business, and business has improved.—Journal.
How much more of that kind of rot does our neighbor propose to give its readers? All know your political leaders promised all kinds of prosperity just so soon as McKinley was elected. Has it come? No. Is building any brisker now than a year ago, are there no idle men in the country, is money plentier among laboring men now than a year ago? Where is there any general improvement in business, aside from a few favored enterprises? Going no further than Crawfordsville let the Journal by inquiry among merchants and other business men ascertain from them if there is any perceptible improvement in business this year over last or the year before, might out of ten of them will say no, and if anything money is harder to collect now than a year ago. You cannot deceive the people by any such drivel as that quoted above. You cannot claim prosperity where none is to be eeen. Money loaners are among the few who can claim business is good the great majority of business men will claim little if any improvement now over twelve months ago.
THE REFORHING BOARD. The board of managers of the Jeffersonville prison last week let out Winnie Smith, a red-handed murderer, who sentenced originally for eighteen years for killing a man, has served about onesixth of the time and is now turned loose. The reformatory prison business and indeterminate sentence of prisoners were pet schemes of Governor Mount and he urged their passage at the lant se?sion of the legislature. It won't work. The law will have to be abolished. A court or a jury of twelve men are much better able to decide the amount of punishment a prisoner should receive than any pardoning board that can be organized and their decision in nine cases out of ten should be final. As it now is any murderer or thief serving a loDg sentence can have it greatly abbreviated by simply obeying prison rules, although he may not be at all reformed, and his disposition to commit crime as strong as ever.
INCREASING IN NUMBERS." There can be DO doubt that the cause of free silver in this country is increasing in popularity, and those favoring it continually increasing in numbers. Those democrats who in the campaign of '96 played into the hands of the republicans and aided and encouraged the McKinley ticket by aiming to divide the silver forces have had ample time to reflect on their actions, and large numbers ot them will be prepared to vote for the nominee of the party whoever it may be in 1900. The more they consider the gold standard platform the more thoroughly they become convinced that it is strictly 111 the interest of the money power, the bond buyer?, note shavers, etc., and imt for the benefit of the masses of the people. The prosperity guaranteed to the people in the event of McKiniey'e rli ot ion has not come and is not goitin to come while gold standard ideas prevail, and thousands of voters now see it, who before could not be convinced, but what 10 to 1 was not for the public good. The silver sentiment is now gaining in this country, and all advocates of the Chicago platform have but to continue united, and the day of victory will soon be at hand
A COSTLY CORONER.
The coroner of Vigo county is charged with taxing up fees amounting to 86,000 per year for his servict-s at inquests. The only way to head off such vicious, hoggish individuals in their raids on the county treasury is to give them a lone term in the penitentiary. TIUB individual seems in a fair way to receive it, as he has already been indicted by the grand jury, and placed under bond for his future appearance at court.

HOW AN OCEAN GREYHOUND IS CHANGED INTO A MAN-OF-WAR.
Some of Them Were Bail* With Just Such as Emergency In Tlew—Little Needed to Main the Tnsiformatloa but Guns and Men.
"The liner she's a lady," says Kipling, bnt in time of war she sheds her fluttering awnings, as a lady might her ribbons and parasol, and beoomes an araazon folly able to take oare of herBelf anywhere on the ocean highways. As a passenger boat she is particularly inoffensive, but only a short time is needed to transform her into an armed but unprotected cruiser, ready to fight or run aud do both as well as moat warships.
Such ships as the St. Paul, St. Louis, New York and Paris turned into swift cruisers would be no inconsiderable force to add to the sea power of the nation. All four of these ships were built with a view to their being used in case of war cruisers. The New York and Palis were built nnder the supervision of the British admiralty, and, until the vessels got an American registry and changed their flags, they were borne on the rolls of England's navy as "auxiliary cruisers." The St. Paul and St. Louis, when they were built atCrampH' yards in Philadelphia, were constructed with special view to being able to carry guns in case of war.
The plans for the ships were approved by the United States government, and the ships were so provided with extra strength of construction that in case they were changed into men-of-war there would be no danger of their being injured by the extra weight of their batteries or by the recoil of the guns they would carry.
Iu fact, the four ships named are really built for armed cruisers, and all

that is needed to change them from peaceful merchant vessels into men-of-war is to mount guns on board of them.
There are few evideooea of this strength, but if you were close enough to the St. Louis you could see four white marks at regular intervals along eaoh of her sides. Direotly above these white marks, en the steamer's promenade deck, are the places where the six inoh guns would be located were she to be armed. You will notice, too, that the deck supports at these points are strengthened by an additional column. On the deck at this point is a ronnd steel cap covering a manhole, for the passage of ammunition from below.
These are the only marks indicating to the uninitiated any preparation for the placing of oannon, but there are other provisions. The ddbk platform and rapports are strengthened at this point by additional girders and crossbeams, so as to sustain the weight of guns and oarriages. There are also arrangements for the mounting of the smaller machine guns.
Practically the only thing neoessary to equip these vessels for use in war would be to run the gun carriages on board and mount .the guns on them. There would probably be some alterations in their internal arrangements to provide quarters lot seamen and marines, but those oould be made within a very few days.
The St. Louis, for instanoe, when she passes into the navy, armed with her eight 6 inoh guns, four maohine guna and four 6 pounders, will be a formidable adversary to oppose. A regularly constructed navy cruiser would have to be quick with gun and speed, else the St. Louis would overcome her, and the same is true of many others of these auxiliary cruisers.
The tf inch guns fire 100 pound projectiles at the rate of 2£ rounds a minute, and the 6 pounders fire 6 pound shot at the rate of 11 rounds a minute. It can be readily computed what a great weight of metal this auxiliary cruiser can discharge against an adversary. The Paris and the New York can be armed with 12 of these 6 inoh guns, together with a large number of the smaller calibers.
A list has been prepared showing 89 merchant steamers belonging to the American, Pacific Mail, Columbia, Red and New York aud Cuba Mail Steamship companies, all held under agree* ment by their owners with the government to be transferred to the navy department when called upon to serve as cruisers.
This number is by no means enough to answer every demand. At least 100 of such steamers could be utilized, many of them for cruisers, some for transports, some for provision and coal ships, some for maohinery or repair vessels and a few for floating hospitals. But with the pther steamers which oould be pressed into service and the many private yaohta which would be surrendered Unole can have a really good sized navy afloat in a short time.
