THE DIFFERENCE.

A notice of the electric light plant at Anderson a few tlas ago in the Indianapolis NPWS Baid:

One yrar ago the city acquired the Commercial electric light works at a cost of 848,000. The first statement, just made, shows that during the year it has cleared 18 1-3 per cent, on the investment. under unfavorable conditions, with every promise that it will yield 20 per cent

The above is published to show the contrast in the management of the electric plant here and at Anderson. In one year, the first, the plant at Anderson has paid about one-fifth of its value and at the end of six year6 at the outside will probably have paid fcr itself. Here the city has owned its plant for six years, and we owe many thousands of dollars for it yet, and it can surely be preaicted that it will not be paid for in six years to come. The Anderson plant has been manag'ed with business tact, here by incompetency. Business principles no doubt have permeated its management all through, here it has been under the control of cheap peanut politicians. Politics did not probably have any voice in saying how the Anderson plant should be managed and in consequence it is paying a big per centto the city on its investment, here it is a big expense to the tax payers, and seems likely to continue to be so long as politics is paramount to everything else, as it has been hare for years in our city affaire. The Lognnsport electric plant, owned by that city, is said to be equally as well managed as that at Anderson, and making as satisfactory returns on the investment to the tax payers.

THE "WAR" SITUATION. We still think that President McKinley and his cabinet know much better the exact situation of affairs between this country and Spain than do any of the many war-like editors and publish ers of this country of both political parties. W are firmly of the opinion that large numbers of them demanding war and prating so loudly regarding the nation's honor would in the event of a conflict be the last ones to take up arms in the nation's defense. The greatest curse to any nation is war, and to avoid it if possible should be the zealous duty of those at the head of the government. This we believe tho powers at Washington City are sincerely aiming to do, and if to save the nation for this coarse, and at the same time uphold the honor of it they should be sustained by all wellmeaniug citizens. Many of the leaders of the republican party and scores of newspapers devoted to its interests are lampooning McKinley and his advisers at a terrible rate for not at once declaring war against Spain. He never received as much abuse from democratic organs as he is now getting from republican publications. At tha same time, as stated, he and his cabinet know the true situation in this apanish affair —better than any others—and we believe will act for the interest of the nation when the time has arrived to do 60.

"VIGOROUS PROSECUTION.'' Pension agents generally and bond buyers in particular scent an increase in business to them if this country should become emoroiled in a war with Spain, and in cons3quence are in favor of a "vigorous prosecution" of the next war, and, to them would have it come as soon as possible. It is, however, quite possible that with the experience of the past, the great abuses that have grown out of the pension laws and the shameful manner in which the bond sharks have skiuned the government through the unjust advantages given them, hereafter these two classes will never again have the choice picking that they have had during the past thirty years in this country. The patriotism of these two classes is wonderful when they see opportunities to fill their pockets at the expense of tb« country and its defenders. Probably every man is a "traitor" now with them if he does not favor at once a war with Spain.

STILL HANKERING.

Hon. Jim Johnston, of Parke county, still hankers for official favors. The bee uever ceases to buzz in his ears. Unfortunately for him the voters several years ago elected him to office and he has nevet ceased from that time to the present to hunger for some official position. He has Parke county under his thumb—but noue others. He again for the half dozen times wants to go to congress and is a candidate against Ferris, the present incumbent. He has the Parke county delegation under his sole control, and ian work it to a queen's taste. What his chances are or the nomination we have not learned, but if ho defeats the Vigo county delegation at the convention he may well be considered a daisy. However, defeat won't deter him. He is accustomed to it. and will bob up again as heretofore for some place. He belongs to tl breed known as perpetual officers, and is only an example of the thirst for place which hold many persons and the only treatment for them is perpetual ne feat.

When Senator Thurston said that Spain had killed more people than all other nations combined he did not exaggerate. Beyond number have been the victims of this Cain of natii.ns. Its tnurdere in the West Indies and South America since the western world was discovered are estimated at -rany mil lions.

Governor Mount announces that he is not a candidate for S. Senator. It is quite probable that Wallace and the other three or four candidates may wish by the close of the fall election that tb.ey had not been.

ly, I don't know. We—that is, you and I and all ot!--ir good Americans, believe he is. But it has been many years since the Yankee has engaged in a cannon duel with the gunners of other nations.

We have been burning powder, though. Last year Uncle Sam spent $600,000 for ammunition that was used in target practice. Was it spent in vain? Well, according to the reports filed at the navy de .irtment, it was not.

When a warship goes out to give her bluejackets a chanco to practice with the big guns, a triangular target, made of canvas and mounted on a barrel float, is dropped overboard. The triangle is generally about 5 feet high and 6 feet across the base. In comparison with tho size of a warship it is a mere speck on the ocean.

The common method of engaging in target practice is to steam in a circular track about the target, varying the length of the radius from 3,000 to 1,500 yards. This work is alternated by direct ahead and astern fire. The ship rushes at the target from a point, say 6,000 yards off. As she approaches to within 4,000 yards' range the bow gnus throw in a few shots for range, and at 3,000 yards distance the target work commences.

It counts for something to be able to plant a shot from a big six inch or eight inch gun at a target that bobs up or sinks almost from view every second.

By means of electrical equipment the gunner trains his ten ton rifle almost as readily as a boy aims his shotgun from a fence rest.

The real skill of the naval gunner lies in knowing jibe right moment to fire as the ship rolls on the ocean's surface, the speed of the vessel and the force of the wind as it blows across the line of fire. Such knowledge only results from actual experience. Not all depends on the guuner either. The officers must do their part well, for the correct reading of the range finders and the prompt handling of the ship have much to do with the result.

It is a mistaken idea on the part of many lay readers that actions between ships, owinp: to the long range guns now in service, are consequently fought at long range. A rule of thumb familiar to ordnance men is a mile range for every inch of caliber. That would be equivalent to a 13 miles range for a 13 inch gun and 8 miles for an 8 inch gun. As a matter of fact that rule underestimates, if anything, the range possibilities of the new ordnance.

But guns are not being fought at 13 miles or 8 mile ranges. Guns of heavy caliber mounted in turrets have generally a limited angle of elevation, and the strain on the decks of a ship is too great to make long range work altogether advisable. The Japanese at the Yalu fight used 4,500 yard ranges, but they lessened this range as the action progressed.

In an actual naval engagement firing might be begun when the ships were six or seven miles apart, but unless one

ners in the American navy who have shown their ability to send shot after shot into a target only 6 feet high and 6 feet long at the water line. The average warship, even when head on, presents a target from 15 to 30 feet high and 20 or 25 feet broad. Need we worry?
