"A declaratory resolution" in council the other evening that the eust aide of Dubois avenue from Market street to Binford. be cemented, was passed. The question is in whose interest was this passed? Certainly not the property onufs, as not a bouse fronts on that sqtmre. and the owntT6 of the property diil not ask for Cfii)«nt valks. The council it would ee»*iu. are exceedingly tinxmue to give Waugh, Stewart and McConneil something to do, at the expense of the property owners and without their consent. Cement walkB are very costly and often times in town after a season or two prove to be very 6boddy affairs, and jet the owners of abutting property are compelled to pay for them. The cement paving business has created an opening for many hungry men, and they propose thoroughly cultivating the field hereafter where they can secure the aid of that expensive and useless company of six men to aiu them. The next place to construct cement pavements should be in front of the property of each of the six councilmen whether they deaire it or not. Nothing like giving these people a dose or two of their own medicine. New .cement walks would improve the property of Councilman Wilhite, Smith and Hutton, and the Sherman House would be improved by a cement walk in front and also on the west side of it, and there are other city officials who might be benefitted by cement walks in front of their homes, although it might be a hardship to some of them to be com polled now to pay for it. It would give employment, ho.vever, to some favori.es.

KEEP HIM IN.

Some overly sympathetic friends of Haughy, the ex-president of the Indianapolis National Bank, which he wrecked and through his criminality in the affair, was sent to the penitentiary for seven years, are aiming to get him par" doned and at liberty. What is the use of punishing men at all for crime if they are to be turned out simply through sympathy. Had Haughy have been sentenced for twenty-one years it would not have been excessive taking into comparison the ruin he wrought through his position as president. He knew right from wrong, and he knew for mouths preceding the failure of the bank l.e was pursuing a di6bunec,t course. If he has suffered humiliation and disgrace on one hand what have hundreds of poor and needy depositors of his wrecked bank suffered and are still suffering. Keep him in should be the desire of every depositor, and let his face be hidden fr in hon-«t people as long as possible. If Haughy is liberated the friends of Johnson, the Liogansport bank wrecker, thuuld take courage and at orce prepare papers askn.g for his liberation.

his party for place, and many of his party will oppose hiiu for this if noth. ing else. His ability is all on the surface, his speeches sophomoric, loud, but of no substance, and that he will prove a complete failure there is no question. Next year is off year, and Landis will bi put off too.

WILL BE A CANDIDATE. Hon. D. W. Simms, of Covington, has announced that he will be a candidate for Congress before the district democratic convention Lext year. His candidacy, we believe, would be entirely satisfactory to the democracy of the district. He is a democrat, not a populistrepublican as was the one last year, and democrats can conscientiously support him. They are the ones to be suited and to be counseled in the matter and not a few soreheads from some other party. There may be other candidates but Mr. Simms is the only positively known candidate up to this time,

WM. D. BYNUM, the political lightning change artist, who performs on the Grover Cleveland stage of Democracy, was recognized on the floor of the House last Tuesday. Bynum had a far-away look in his eyes. He was evidently thinking of by-gone days his face suggested the thought of Tom Moore's lines, "Twas ever thus since in childhood's hours I've seen ity fondest hopes decay."

This is true, the gold standard democracy is fading fast Cleveland, Bynum A Co., will soon be asking each other, "where are our men of might and grand in soui," and the answer will reach back, "Gone glimmering through the mist of things that were."

A LAW NOW.

The Dingley tariff bill after monts of discussion, amendments, etc., has finally been dratted and passed as a law. If for no other reason that the everlasting discussion of the tariff question will stop now for a time we believe the country is to be congratulated, and not that we, consider it a law in the interest of the people.
