DRAWING TO A CLOSE. In lees than (our weeks Cleveland ttuu hlB administratioD will have closed and passed into history. There have been Borne good things connected with his administratioD, but a great many that were not. The mistake was made, and we can all see it now, in electing him tor the second term and such mistakes should never occur again regardless of the wisdoD' aDd 6uccess of any president's first administration. One term is sufficient for any man as president of this country, where there is such a vast number of able men who have the ability to manage. The two term business should become unpopular. We care not what McKinley's administration may be his party should Bee thHt he is not again nominated. Talent is not such a scarce article in this country that it can be found only in possession of a few. Some of the ablest statesmen this country ever knew have not been presidents, among whom may be cited Webster, Clay, Beuton, Calhoon, Everett and many others. Their talents were never called into play as heads of an administration of the country Cleveland was supposed in 1892 to be the only available man likely to succeed in being elected again, yet it would have been far better for the welfare of the party had he four years ago have been defeated. He and he alone is more re sponsible for the defeat and present discouraging outlook ot the party than any other living man. He has been an eastern man, of eastern ideas alone, and BeemiDgly knew little and cared less for other portions ot the country. He has played at all times into the .mds of the bond buying

itned to have no sympathy nor interest in any other. The party must be rebuilt from the ruins he has made. He leaves the office as one of the moet unpopular presidents that wae ever at tne head ot any party. He retires on

large fortune. We are glad of his going and do not desire his like again. The evils that men do live after them the good is oft (interred with their bones.

BUILDING LAWYERS' HOUSES. The contestants in the Fayerweather will case, of New York, afford the most apt illustration of the saying, "Lawyers houses are built on the heads of fools'' that we have lately noticed. The deceased died some six years ago in that State, leaving a fortune of 13,000,000 or more to twenty colleges in the United StateB, our own Wabash being among the number. From the time the contents ot the will were announced the fun set in to break the will, backed by lawyers looking for big fees, and it has been going on ever since. The fees and costs will amount to an immense sum, and it is questionable if the matter is settled and the money divided in many years. In fact the attorneys engaged probably do not desire it settled. It i? a great juicy plum, and they are not near done sucking it. How much the beneficiaries of the will will secure when the day of final settlement arrives, is a matter of conjecture, but probably much less than Fayerweather intended.

THE "VANDALIA" BUSINESSAll this fuss and feathers about the Vandalia being compelled to pay a million or more dollars into the State treasury, as being due from that organization as school funds, will amount-to nothing, and the Vandalia company, even it it is due, will never pay it. The time is past. The State has slept upon its rights it it had any. A half dozen general assemblies have spluttered about making the company pay it heretofore, but it all ended in wind as will all this present gabble. The company knows just what to do in this mattdr, to stave off this claim, and at any sign ot danger will promptly be ready to de fend it. The wisest thing for the legislature to do would be to wipe off the claim, and do some work for the State that is feasible and practicable, for its members will be very aged men before the Vandalia claim is paid,

SESSION HALF OVER. This week completed thirty days of the session of the State legislature, and it is now half over. If anybody can see where its work thus far has amounted to anything he must be an individual of great discernment indeed. A few acts changing the time of holding courts in some of the circuits, and some proceedings looking after the State's claim against the Vandalia railroad, constitute about all the business done by the State's law makers. The Vandalia claim, we believe, will never amount to anything, the State having delayed the matter too long, and by the time the Vandalia pays it this generation and the one to follow will have joined the great majority on the other shore. It this legislature is going to pass any necessary laws at all it has got to be at it soon.

SHORTEN THEIR AUTHORITY. It has b^en demonstrated thoroughly this city, and many others of the State that under present lawe city councils have entirely too much power and authority in the enacting of ordinances and laws governing corporations. While the legislature is now in session would be an excellent opportunity to have enacted some law or laws abridging the powers of councilmen in management ot cities. As it is they can contract with any persod or firm for this or that thing for which there is no immediate or necessary use, can under the head of "improvements" pile up taxeB to an enormoue extent, and can and do often make numerous and extravagant use of the peoples' money. We have seen instances of that here, "Trilby'1 for instance. Councilmen iu too many instances are impracticable meo, may understand their own business probably well enough, but make terrible bad moves when acting for others or for the public benefit. The high taxes in many cities in Indiana are from the results of extravagance and the incompetency of councilmen. This city has had a number of that kind. We have too often elected men who, themselves, had little taxes to pay, and were indifferent regarding such matters of others. Now is a good time for legislature to frame

Borne better laws regarding the governing of cities, a proper season to abridge the almost unlimited powers ot councilmen for the interest of those wbo have the bills to foot. It certainly should be done.

A UNIQUE EXECUTION. Missouri courts and juries have made a unique decision lately. It is that a millionaire of St. Louis who killed his wife and child, ehall be hurgr until dead. Although thousands of dollars have been spent by the wealthy murderer in seeking to save his neck, the cour^B have decreed otherwise, and to the gallows he goes within a few days. Does any one ever remember in the criminal records ot this country of a millionaire, or in fact any rich scoundrel, being exe cuted? The instances are indeed rare, and Missouri is distinguishing herself in this instance. Money, if in sufficient quantities, saves tlnir necks, and, like charity, seeme to cover a multitude of Bins. 5

SECRETARY OF THE TREASURY. Mr. Gage, of Chicago, McKinley's to be secretary of the treasury is receiving a good deal of elaborate puffing just now from many republicans. He is a rich man, and has carved out his own fortune. This does not necessary follow that because he has handled his own funds judiciously that he will do as well with the peoples'. Had some poor devil have been chosen for the place, although he may have been a first-class business man, he would not have received a tenth of the notices as has this man Gage.

IT is said that things are not as they should be at the Northern prison. The eystem by which it is governed and in which the management takes pride is faulty it is a relic of the days of debasing political control. The warden was appointed because he was a politician, the deputy was appointed because he was a politician, one of the clerks was appointed because he was a son of a trustee, tha guards, many of them, were appointed because they were of the same political faith aB the warden, the deputy and the trustees. It is evident that the prison is not in competent bands. Reform is necessary.

THE republicans of the State legislature did an infamous act the other day in unseating Senator Rogers, of LaPorte county, who was legally elected to the position, and placing his defeated opponent, Culbert in hie place. Culbert himself, a few days after his defeat at the election sent a note congratulating Rogers, thereby acknowledging his own defeat, but permitted himself to become the tool of the schemers of his party in the Senate by which he was given that which did not belong to him.

THE most popular measure yet passed by the State legislature and signed by the Governor was that appropriating 9105,000 to themselves for sitting around in cushion chairs for 61 days. It is about the only bill that carries with it universal popularity and meets with no opposition.

IT is not noticed that Gov. Mount with trs heretofore uttered viewp on the necessity of rigid economy in the public service, has favored a reduction in the salary of the chief executive of the State. The salaries of many State Governors is much less than that given by Indiana.

GOVERNOR MOUNT has expressed himself as decidedly opposed to prize fighting. Ttat's all right, but how about foot-ball, which is more brutal than the other, although having heretofore had the approval of supposed good people.

NATURAL gas has been plenty this week, in fact, they have had it "to burn." It always is plenty when weather is mild and there are no cold snape in sight.

that an appropriation fully as large or larger than the first sum will te asked of the legislature. The establishment of this "Home" at Laf»voft.« of course creates a necessity for so many persons to manage it, and ot course, all these must be paid, and these ate all politicians, or relatives of such persons. The legislature, if true to the interests of the people, will scan closely and critically the management of this "Home" ami see that too many persons are not in its employ and paid by the State.

Death of Mrs. Diantha Thompson. Mrs. Diantha Thompson, relict of Rev, G, M. Thompson, died at the residence of her son, Maurice Thompson, on east Pike street on Saturday last, in the 84th year other age. The interment took place at Oak Hill cemetery on Monday afternoon.
