Black River Falls, Wis., Aug. 23.— Owing to the failure of tho blueberry crop, which usually furnishes them a living, the Wisconsin Winnebago Indians are threatened with starvation this winter. The Indians are hard up, and have already contracted obligations with the merchants, which will exhaust tholr annuity to be paid them on Nov. 1. There seems to be no likelihood of their getting any interest on their principal of $9J0,000 and they are entirely without resources to keep them throughout the winter.

Inventor Killed hy a Train.

Northampton, Mass., Aug. 23.-Joseph Kneeland, a well known inventor was struok by a passenger train and almost Instantly killed while attempting to cross tho tracks of the Boston and Maine at this plaoe. Mr. Kneeland was formerly a prominent prlntor of Troy, N. Y. and had lived in Southampton about thirty years. I The following is given in ollicial circles as a lair statement of the Waller case, so I far as the facts have been reported to the

United States: Thoro is no doubt that wiiile in a country occupied by tho French Mr. Waller wrote letters to tho peoplo the rench woro opposing. These letters wore trace

to hhu and made the pretext for

his arrest and conviction. This arrest and conviction was Irregular. His trial was not lair, and during his imprUonmerit, both before and after conviction, he was treated with great harshness. Ho was brought to France chained to the decl of a steamer, and, though ill and Buffering, he was imprisoned witout proper care. The French government has not explained in any satisfactory manner tho irregalar arrest and trial. It has boon attempting to excuse it by saying that in time ot" war military courts are different from civil proceedings in times of peace.

Dous Nol Meet the Case*

This explanation in tho opinion of the United States does not meet the case, and in Lite opinion of tho state department there is still a strong probability that Waller's treatment was due to the concessions he claimed in Madagascar. When the case was first presented to the department of state it appeared that there was little that could be done for Waller. The first evidence furnished by the French government of Waller's indiscretions made his case look doubtful, later developments, including tho

but failure of tho French government to explain the irregular proceedings of the trial and the unnecessarily harBh and inhuman treatment of tho prisoner, and tho demonstrated fact that Waller had some equity rights, at least, In ^ladagascar, mado his case appear in a far better light'. In view of what has come to light as a rusult of later inquirios it is held that tho United States has good ground for demanding Waller's release and an indemnity for his wrongs.
