W ASH is-! ION, Aug. 12.—The French are 'in a hole" in the Waller matter. Moreover, tliey aro as badly olT in their whole Miidn^ iscar administration. Ambassador Kiisus' failure to secure either a copy of the proceedings in the Waller court-marti:«I at Tamatavo or permission to see Mr. Waller in prison wis duly reported to Washington. It is now certain that lie will never obtain a copy of tlio proceedings 01' the eourt-martial, and for the best of reasons. The court-martial was improperly organized and failed to make a record of its proceedings. The anuoiiuiviiieiu. of this startling fact will show how ciearly at the mercy of the I niftl Stales is the French government ^ccor.lin^ to :i11 diplomatic usages. .Mm. \V:illur 11 rid Children.

Tailed to Saluti! the l-'litlf.
The failure of the Castine to salute the French Hag at Tamatavc is due to instruct ions cabled her commander from Washington. A salute to the French 11-ig would be recognition of French suzerainty in Madagascar, which the United .States thus far steadfastly refuses to acknowledge. It would be, moreover, a concession in part of tho right, of thi! French to take action against Mr. Waller. It can be stated authoritatively that tho United States will not recognizo French supremacy until the Waller incident is entirely closed and tho rights of American citizons have been guaranteed in Madagascar. It is an open question if this administration will recognize the French thero all.
OMAHA POLICE MUDDLE.
1'roHpect That the Matter Will lit) Amlcnbly Settled I11 Court. OMAHA, Neb., Aug. 12.— Thero now appears to bo a l'alr prospect that tho fire and police board muddlo will bo umicably settled in tho courts as suggested by Governor Hoicombe at tho very Inception of trouble. Tho in junction case, which has been decided, settled none of tho Issues involved and in passing upon tho petition for an Injunction tho judge intimated that tho proper procedure would be for the claimants under tho Churohili-
Russell appointments to bring quo warranto proceedings against tho old board. Present incumbonts havo always claimed they were ready and anxious to join issues 011 tho rights to the ollico in a legal proceeding. While no agreement to this eiTect has yet been arrive at ono probably will bo within the next twenty-four hours

A. hoard will meet, appoint police force and demand possession of tho ollice and books, and if tiiis is refused to attempt to tako possession by t'orcj. lhe presont police force is prepared to resist any attempt of the kind. In case tho newly appointed police force cannot got possession of tho city jail, they count upon securing recognition from the police judge and sotting up a little jail of thoir own. It is more likely, however, that the proposal for a settlement in court will be adopted.
