The consequence is that ring's have been formed for the promotion of private interests, aud a rigid investigation of many matters relating to city all'airs would uo doubt create matters of surprise anil indignation to the honest voters of the party of the majority. It might, if not too politically hide bound, induce them to favor a change and scratch the ballots more frequently. During the past live years especially. Tin: KLVII-.W has repeatedly called attention to the peculiar methods adopted in the management of city matters, and especially to the purchase of materials, the favoritism shown to ti is or that person, and many other matters. The purchase of the street roller is one instance, and the latest to be so called. Does any person suppose that the 83.S00 paid (or it was a genuine bargain, a moderate price or the lowest price at which, under other circumstances. it couid have been obtained? If they do ihey are probably damp! ools. First class machinists here say it can be constructed for $1.-100 or 61,S00. Where then does all the prolit above cost go to? Vou may form your own conclusions. The awarding of contracts the other day for curbing and cement streets is a matter that has a very suspicious air about it and demands investigation. The lowest and best bidder did not in this instance receive the contract, and the property holders must pay a higher priced man. llere is a small statement of the case in verification of this in the bids for curbing Main street:

All the same Foster, an outsider, with a higher bid by peculiar hocus-pocus work of our noble and good city council, receives the contract. These are now a few instances of the work of this republican city council, and more ivill follow. They have created a debt which it wil' require years to pay. It has fastened the cement paving business on all property holders hereafter having pavements to make, although good brick is much cheaper and just as durable. They are talking sewerage now and will quietly form a rir.g for the construction of that work, although there is no immediate necessity for it all. The tax payers who can cast aside political bias and party feeling, will find it to be money in their pockets to vote for their individual benefits hereafter, and not at the behests of ringsters and political schemers of the city. They have lost money by not thus acting heretofore, and they will save money by moving on different lines hereafter in the selection of men who are to control this corporation.
A CONVENTION NOT NECESSARYBecause a few of the democrats called a number of the party through the State of Illinois in convention together and secured their indorsement of the free silver doctrine is no indication that the democracy of Indiana should do the same thing. Chairman Taggert has shown discretion and good judgment in refusing to listen to the demands of a few democrats of this State clamoring for a convention in Indiana this year. Let us wait a while, let us study this currency question more. Let us give some heed to those denominated as gold metalists. or as they term themselves "sound" money men. There may be very much in their argument that is sound and practical. They may know as much about what is tho correct thing to do and pursue as wo. They may have the interests of the poople at heart as much as those demanding sree silver. They may see as far into a mill •tone as those that denounce them. We want no make-shifts, subterfuges, nor foolish moves in tho final settlement of the question of finance. Therefore let us wait. Wo have a year to settle upon a platform and to doclare our principles and lino of action, There aro many excellent, first class businesb men who are opposed to free silver coinage. They are fully entitled to a free expression of tho opinion within them. Next year we all may act with more wisdom than at present.

Ofl THE RUN.
It would seem, judging from the reports received from most counties of the State, that the "(Joed Citizens Leagues" have the saloon men on tho run. aud that the business of securing license to retail liquors will hereafter be attended with much more diflieulty than formerly. In scores of counties it is noticed that by remonstrance many saloon-keepers failed to secure the desired license, and will be compelled to abandon the business for a season, if not permanenth l'o secure license hereaftei. the man desiring it must show an unquestioned record for morality, sobriety, honesty and many other things. In mutters political heretofore the saloon element litis generally played the part of a coquette before the two political parties, if the party in power were favorable to the saloon men. then it was a general understanding that the saloon interest must support it at the elections: if against it then the saloons must combine to defeat it at the next opportunity. and so it has been from year to year in this State that whichever political party was favorable to the liquor dealers would receive its support and influence. We are pleased to see that this is disappearing and neither party, democrat or republican, are todying and cajoling with this interest. Let it cease its coquetry. Let it stand on its merit if it has any. This interest cares for no political party whatever outside of the protection it receives and demands. and no political party should care for it. Let it tight its own battles unaided by either ot tho two parties. It can then be in a better position to dictate than now. Whether the liquor interest supports either of the two pur ties next yea- or neither, is immaterial
SHOULD BE SINCERE-
In a trial of the cause before the Commissioners last week iu which the '•liood Citizens' League" sought to oppose the granting of license to some retail liquor dealers, the assertion was made by an attorney that the reason no opposition was made to some saloon keepers, was because they had contributed in several instances to thesuport of the church. We know nothing regarding the correctness of this assertion. but we believe from observation that there is some truth in it. It shows considerable insincerity and hypocracv. If it is wrong for an individual to retail liquor, a contribution to the church, be it large or small, cannot lessen or mitigate the olfense. A contribution of So.OO or 8300 is all the same if the doner continues to retail liquor to the injury of the community. It does not lessen one iota the injury he may do to young men. or the poverty he may create in families. Because he may choose to give his money to a worthy cause should not prevent prosecution against him at any time if he violates the law, and yet the acceptance of his gift of money would be almost sure to do it. As stated we know not the truth of the assertion, yet it was made last week repeatedly. The sincerity to an extent of the "League" in its war against liquor selling will at once be brought into disrepute if it is laboring along this line—no prosecution to any seller of whiskey who contributes money to the church. His money may help their cause, but his business may injure the community.
MUSIC IN THE AIR.
Senator Teller, of Colorado, is quoted as saying: "The tariff issue will be a dead letter in the campaign of "90. The issue will bo the money question, and one of the leading parties will surely have a free coinage plank. If not, a candidate for President favorable to silver legislation will be put in nomination some way. and he will receive the support of silver men irrespective of political lines. If the republican party nominates a gold bug candidate, it means that silver beetle republicans will desert the standard by thousands, and tho deeertions will not come wholly from tho west. The silver question is spreading in tho east, and even in Europe. and people are beginning to realize that silver is the only panacea for hard times."
DKPAUW University with all its numerous and large endowments for twenty years past, seems from roportb to be in a bad way financially. Its president, John, resigned recently and other troubles appear to hover over the institution. It is only one instance out of scores where piety and strictly business methods wont mix. A reasonable amount of piety and moral teaching is all right, but when it comes to meeting financial obligations, something more and different is demanded. From the great endowments of DePauw, with systematic business methods tho institution should never have been in financial straits, yet it eoems to be now, and much labor will be required to bring around smoother Bailing.
COLORADO republicans, seeing that they are losing ground from the ranks of the male sex as voters, are now selecting women to attend conventions and hope to recruit their ranks from tho opposite sex. It shows a weak state of affairs in the party when a toppling cause is sought to be strengthened by euch schemes.
HARMLESS IN VACATIONS-
The Cincinnati Commercial (Jazotte raps tho late ludiana legislature over the knuckles in a most unfeeling manner when it says: "Tho Indiana legislature, following tho illustrious examplo of the Fifty-third congress, onactod some very defective laws. It undertook to regulate the fees and salaries of county and State officers, and got tho thing into such a muddle that nobody knows just what fees or salary anybody is entitled to.
