CIVIL SERVICE FOR CITIES, COUNTIES, ETC. The large majtrit for Swift. Ilie republican candidate for Wavor of Chicago. and given him by tho voters "f all parties, is said to indicate a desire for civil service rules to prevail in th* government of that city. If so, why w. uld it not be policy to extend civil eenice rules into the government of i!l cities, counties, and even States of the Union. Civil service features of tho government arose fruits a desire to improve the class of incumbents of otVieial positions, and secure better service from those occupying. It is aimed to be a reward for business capacity anil honesty more than for political skili and party log rolling. Ii. everv county and in almost every city ttiere have been men selected for office who were totally almost incompetent foi the places they till. 1 hey were men of few or no business principles, have had to seek the services of others to carry them through their official terms, have frequently proven uishonest and possessed of habits disqualifying them for their places. Civil service rules are aimed to a great extent at just such officials as these, and if enforced would be a benefit to counties and States in incalculable amounts. Merit and not party service would bo the instrument in which they would be gauged and weighed. It would not be "is he a true blue democrat or republican?" but "is ho honest, is he capable?"
It must be that the Chicago voters had such purposes in view when they de feated the candidate of a ruling party by a majority of 40,000. This is a political infection that is liable to spread, and politicians elsewhere will do well to prepare for it.
BETTER TIMES IN PROSPECT. It is two years now since the panic appeared in this country, and "hard titneB" set in. lianks be?an to draw in their surplus loaned out, and refused credit to anybody, values of personal property and real estate began to shrink, business of all kinds began to feel the depression, trade was inactive and a general dullness in business could bo seen on every hand. Close watchers of business matters, of trade and commerce, say we have reached the end, and an era of better times and improved condition of business is gradually appearing. The railw t\ tin great arteries of business, it is said, have noticed an increase in business, banks are becoming more libera! to customers, and with good paper it is not so difficult to borrow money as during *he past two years. There is an increased demand for manufactured articles over that of last year, and again there will be more building and increased construction over that of a year ago. All these things presage hotter times and tin-out look is more cheerful than for two years past. Let it come. 'J he people can assuredly appreciate its arrival.
THE SEWERAGE BUSINESS. Ilefore er.'ering into any project for an extensive sewerage system, the council if it desires to do right in tho matter will ascertain the sentiment of the taxpayers in the matter. If, however, some of the members have relatives or friends, whom they desire to secure contracts for the excavation or for furnishing the brick or other material entering into its construction, they will make as little noise as possible about it and hurry the awarding of the work through as rapidly as possible. That is the plan pursued by political schemers to reward friends in the principal cities of the country, and there is no reason why the plan could not be followed here. he truth is the majority of cit7.0ns do not want a sewer system now nor for some time to come, as they feel unable to meet the increased expense to bo incurrod. but this republican city government is determined to force it upon them unless even ted by legal mean--.

Washington street removed last week and the weil closed up. There was no demand for it. It was of great, convenience to scores of people in that locality for many years and would have continued to be. It was of little expense to anybody to keep it in repair. Whether its removal was brought about at the instigation of the water works company is not known, but there was no call for it from anybody interested, and it should have been allowed to remain.
AT Canton. Ohio. Cov. McKinleys toft n. ths democrats elected every man on their ticket. This shows a healthier and bettor democratic spirit than has existed there for years, as the city has always voted largely for the republican ticket.
IMPORTANT NEW SCHOOL LAWS, The last legislature passed two school
laws that are important. The tirst1 suited tn a victory of Swift, republican gives to school boards iho power to candidate for Mayor, by a majority of make levies of taxes for all purposes^ 40,000. are paid. Another law bas been passed and that is in regard to the enumeration of school children, and upon which the school final is apportioned. tho whole business to be done from tho 10th day of April to the 30th of April nstead of enumerating the heads of
families and the number of children, the enumerator has to enumerate the name of each child, age and sex, and get tho signature of the head of the household that it is correct all transients (that is, persons under the age of twenty-one and over six that are only temporarily in the citvi cannot be enumerated under the new law. The taking of an enumeration under tho new law is quite a complex piece of business, and it will require much greater expense to take under this law than under tho old but owing to there being no emergency clause, it will not be taken under the new law this year.
M'KINLEY'S BOOM.
JlcK inley, Governor of Ohio, still keeps las boom for republican Fresidontial nomination, quite lively. He returned from the south last week, whore he had been for a few weeks on "invitation." It is now in order for his managers to have him "iuvited'- to California, Oregon, or almost any western State where ho can attract attention and get tho people out to see him and get him to make a few remarks. Nothing like keeping the boom active and continuing it until the time for making nomination arrives. The conceit and egotism of republican candidates for Presidential nomination is wonderful. Anything to advertise th»?m and keep them prominent is ready to be adopted. They show no modesty whateve: in this wild strife for the place. McKinley, however, we believe, has overreached himself and it will be found will fade away long before the time for the election arrives for the choice of the party. Reed from his geographical position, we believe, or even Allison of Iowa, will prove stronger at the convention than McKinloy.
CUBAN AFFAIR'S.
Affairs on the island of Cuba continue to grow interesting. The Spaniards now have an army massed upon the island of near .10,000, while the insurgents or rebels, as they may be termed, can muster it is stated many thousands of people ready to take up arms for the liberation of the island. There are many sympathizers of the insurgents in this country, and if the contest is long continued, much aid will be given them frou: the United States, and many adventurous Americans will take up arms in their cause.
IT seemed probable that the mob engaged in assaulting King, the (luvernor's private secretary during the last days of the legislature would be indicted and tried for thie offense. They certainly should have been. They were rowdies. at.d no better than those that freq .ent •aloons. race tracks and such iike fur purposes of creating trouble. Tin ir official positions as legislators should not shield them fur one minute. They are very ordinary dunghills at home, and intensely dirty ones abroad. Such men are beautiful specimens to make laws for any commonwealth, and show their true instinct bv violating them.
WOMKN voted for tchool officers all over Ohio last week, and in GOIIIO of the larger cities their ballots were numbered by tho thousands. They appeared to enjoy the novelty of sjfl'rage and crowdod around the precincts by bun drods. Tho calculations of some of the old male political schemers were badly damaged by tho female voters, and a number of them were retired from school boards. It may be that we are seeing the beginning of universal female suffrage in this country. It cannot bo any worse than the panic at least, and we have all gotten familiar with that.
AI.I. teal estate, according to the oard of State tax commissioners, must be appraised for taxation at its full cash value. This is correct. It makes it fair and equitable all around, and one man will not pay any more tax in proportion to his value than another. There has been much of falso valuation and incompetent assessment in the Sfate for years past but this decision is calculated to untangle and equalize the business very materially. -k
Tin. butchers of the city have raised the prices of meat and now loir, and porter house steaks sell at 15 cents per pound. Wo expect also that they are decidedly opposed to allowing country butchers to peddle meat on the Btreets while these prices remain, but tho consumers no doubt, will welcome these outside moat men who sell the best cuts at 1'J ijnd 10 cents. A little competition just now. as in every other businesp. will regulate the moat trade to tho satisfaction of consumers.
