Representative Howe, of Morgan couuty, has introduced a bill in tho House to amend ihi constitution as to membership of the Senato anil II ute_ changini their manner of olect'on and asking for a call of a constitutional onvention. lriintroducing his resolution Mr owe Pbiil: "'I'he progressive!.iss of the State of Indiana during the past forty years has rendered almost obsolete the constitution which was adopted in 1S52, and it is now wholly inadequate to the needs of this State. When, in 1S.V2, the constitution, as originally drafted and adopted in LSHi, was amended to meet the new and additional requirements, the State had materially advanced. and thiB rendered the change necessary. This advancement has been goicg on to an even greater degrse during the past forty yoars and we are in need of a new conBt tution. Attendments are being offered in the vain hope of patching up the old one, and I think the time has arrived for a new constitution. "For instance, the timo allotted for the sessions of the legislature ia not sufficient and wo are, in all probability, compelled to paos a resolution extending the time in order to transact the. necessary business. As we are here on a per diein salary wo are thrown under the imputation of merely extending I ho timo in order to get more salary, whereas if tho new constitution were adopted giving us sufficient time to transact our business, this would not be."

A certain Congressman, no matter who ho is, except that ho is not a western man, was making up a list of towns in tfie neighborhood of Philadelphia, where he was to make some campaign speeches previous to Nov. Tho new apportionment ia a well laid scheme to keep in power all tho present republican Senators for tho United States Senatorship contest in 1897 and tho Presidential campaign of '96.

REPRESENTATIVE BOOHKII, of Greene county, has introduced a bill that will meet with popular favor. It provides for tho election of county superintendents by a dire?t vote of the peoplo and it no doubt will, as it should, pass both houseB with but littlo opposition.
