President Cleveland will be remeuibered hereafter ae the first President who introduced and put into practical operation, a reform in the civil service of the government. No President before him seemed to give the subject much attention, or in messages call for laws regulatiDg it. Cleveland did, and even to-day is as tenaciously in favor of it as ever. He considered that some thing aside from fealty to party was necessary to any man seoking positions of trust and profit under the government. And in this he is correct. A man might be a very good democrat or republican, but a very poor or indifferent businessman. If there is nothing in politics or government but the seek ing for offices then there is no need of a civil service reform. Government otlices should Vie run just as the careful business man runs his atTairs. Method, attention. honesty and sobriety should be the characteristics. "To the victor"? be long the spoils" is an axiom in politics that should have added to it, "if applicants arr honest and competent.' There have been too many incompetent men in office in this government for many years back, too many embezzlers, unlit, inattentive, worthless incumbents, who have disgraced themselves. their friends anu their u'ty by their general uidit.neasfor c'lieial cares. Cleveland has sought at all times to have civil service rules enforced, and have competent meu occupy th* positions under the government. It is the correct thing and cannot die no difference which party ie in control. 11 tends to very greatly place correct men in important positions, and although unfit persons may at times be clothed with official trusts, thore will be less of them in the years to ome.

Civil service will never be satisfactory to the blowers and strikers of any polit. ical party. It generally defeats their calculations and schemings, yet there happens to be a much larger number of interested people who approve of il and desire its enforcement.

No one seems to know anything about money only that they like to possess it. Most of our reputed financiers in their views seem narrow and selfish. They may run their own business satisfactory but when it conies to the broad plain of a nation are narrow and impracticable. Sherman, of Ohio, has baen called an able financier. For himself ho has proven such, and is worth $12,000,000, but for the nation at large many of his nuggestions have been very foolish aDd destructive to the business interests of the country. The same may bo said i.f many Kastern financiers. 'l'hey can plan and suggest for their own section but are lost away from home. Who is there to arise and create a sound enduring system for the people? Surely not the gold bugs of the Fast nor the silver cranks of the West. Yet wo want someone to guide, suggest and command in money matters. The country ia needing and hoping for the coming of a financial Mesiah.

A conductor of one of the eastern d,visions of the Uisr Four railway who had been for 10 years employed on that line died the other day. A long period of time indeed is this to be employed continuously from week to week and year to year for tho same line of railway. He might have been truthfully said to have been a part of the machinery of the line, for what is an individual steadily employed from year to vear for a corporation but a machine? He must be promptalways on time. vigorous in the execution of his duties and correct in hia calling. ear in and year out, in sun shine, snow or rain he like his wngine must be ready for duty. Delays cannot be tolerated. The laws of the corpora tion for which he toils means business and not sentiment. Finally the ma chine breaks down, repairs only aid it temporarily, and it is at last cast into the "scrap pile" the cemetery. This is generally the life of the honeRt, attentive conductor.

Tu 6Ugar Trust, through its tools in the Senate, seems to be again getting the upper hand of the people at the present session of Congress. These Bugar trust devotees have served notice that 110 tarifr legislation will be enacted during the session, and they have the power, in connection with the republican members of the Senate, to make their words good. 'The democrats in the Senate who are true to their principles and to the people, should not submit without a light: thev should do their best and, if unsuccessful, they will not bear the blame if tho pe pie are deprived of free coal and free iron, and are forced to continue to pay a dilferen tial duty on sugar.

Mi:. IHais. the American Railway Union manager, will not put on tho great airs of authority so much during the next six months as heretofore. Last week ho was sentenced by Judge Woods of the Federal Court, to six months imprisonment in jail, for violating the in junction of tho U. S. Court last July iu causing, by his position, the prevention of transportation of mails and otherwise conflicting with the national authority.

The (.ioshen Times, a staunch republican newspaper from its earliest history, announces lately that while it will continue as in the past to iidvocnte republican principles, it |vo|oses to favor only those for eleetion on the re| ublican ticket hereafter whom it may consider good, first-class men in every re pect gardless of the nominations n.ade by conventions This might be an excellent move if the Times makes it a success, which is doubtful. Conventions o'Ie11 in a hurry, or on the sudden spur the moment, nominate inferior, worthless men as nominees, but partyusage says they must be supported. We have numerous instances of that in our own county. Often have men been placed on the ticket who had no earthly qualification or fitness for the place, but law and custom of the party says they must remain, and if a trua partizan you mupt aim to elect them. The only way to have success is in union, and it cannot be brought about by opposing this or that man who may be distasteful or unfit for the nomination. The Times' plan is best suited to defeat an eutire ticket than to elect a part even of it. as political conventions anil customs now prevail, and our opinion is that its partywill soon select another paper to represent it so soon as the Times has its new plan iu thorough working order.:k:3 '.

Black was a bravo and gallent soldier of the Union army duiing the rebellion, and has the wounds to prove the character of tho service he was in at that period, which is much more than many excessive loyal persona (to tho re publican party have. He did not wage war against tho government as did Longstreet. Mosby, Mahone and other good loyal republicans, and then soon after receive some valuable official position. Black is a demuurat, however, and always has been, and that is the sum of his offending with the Journal.

Added to the army of hungry place hunters will be several powerful lobbies who want this or that legislation in their favor and also to prevent any legislation that may be against them and favorable to the people. The session promises to be fruitful political jobs and schemings of all kinds to legalize pulls on the State treasury, and the decent, honest men of the assembly will wish no doubt before it closes that they had had nothing to do with it.

It must be bor rowed it if the work is done, and this, too, in spite of tho fact that taxes are sevaral cents higher per $100 valuation than two or three years ago. But remember that Crawfordsville is republican by a big majority, has been for years, and what are you going to do about it?

A man with such an ex ceseively moral idea as the above indicates is surely too good for a common -inful world like this, and he should be transported to the home of the angels at once, or have himself preserved in alcohol.
