Where Disease Is Bred.

Landis, of this city, who was nominated as tho republican candidate lor Qongruss from this'Kjtrict at the turbulent convention li jld at Ilamuioud on tho 24th of ly, has withdrawn from tho contest, ilia withdrawal is in tho shape of a lntter addressed to Charles Harlny, chairman of the district committee. In it he expresses the boliof that he won IJ have boen able to curry tho district, but tho conviction that tho split in the district would have endangered several county tickots, including members of tho legislature, prompted him to step aside in the interest of harmony and general republican SUCCOSH. Ho states that ho actively Bought the nomination, believing ho could serve tho district and relloct some degree of credit on himself, but preferred general republican success to tho realization of his own personal ambition. The 6tep he takes, ho says, is contrary to the advice and wishes of many of his most onthuEiastic supporters, but he relies upon time and results to vindicate tho wisdom of his course.

Promptly upon tho receipt of the letter of Mr. Landis, Chairman llarloy sent out letters to tho various county chairmen, calling a meeting of the district committee to bo hold at Logansport Tuesday to select a time and place for holding another convention to nominate another candidate.

It is not tho purpose to recognize in any way the rump convention held at Hammond last Tuesday, which nominated Johnston, and the plan is to select a candidate who has been in no way identified with tho fight, which has in all probability lost the republicans this district, no matter whom they may nominate.

.I0I111 ({iiinley Drop* Head. Parkersburg vicinity was shocked on Monday morning when it was learned that John Quinley, a prominent citizen, had dropped dead in his barn lot. He had gono to tho barn about sunrise and in returning to the house foil prostrate 011 the ground where he expired in a few minutes. He commenced bleeding at the lungs and tho How was so exhaustive that he fell after taking but a few steps. The ground where ho lay Jwas covered with blood when the body was taken up and carried to the house. Mr. Quinley had been on tho decline for more than a year and although be had often been troubled with hemorrhage of the lungs and heart failure yet his condition was not regarded as critical.

Mr. Quinley was about 50 years of age and leaves a devoted wife and six children to mourn his sudden demise. Ho served with distinction in the late war and was a member of Cashow Post, G. A. R., of Parkersburg. The funeral occurred on Tuesday and tbe remains were taken to Ladoga for interment.

Why the city police do not force tho saloon keepers to keep their back doors closed on Sunday and public holidays is a question many citizens would like to have answered. One saloon keepert we understand, boasted tho other day about selling 880 worth of his supplies on the 4th of ^uly, and there is probably little doubt of it as a continual stream of persons both, going and coming through tho alley leading to his premises could bo Been all day. On Sunday it is much tho same. Mon can be observed in droves of two and four passing in and out of alloys leading to saloons. Of course tho public knows just what they are after and no body is deceived. Mayor Bandle might keep his eye open and stop this to a great extent, and as ho is not now a candidate the people trust ho will do SQ, Stop Sunday liquor selling. Arrest the proprietors continually and make it so expensive that they will stop this illegal Sunday traffic.

IUNHOII and Joucs. Postmaster-General Bissell and young Frank Jones, his first assistant, are as chummy as a pair of schoolboys.

Putting thom together down in the gloomy old Postofiice Department was ono of tho happy chances of Grover's administration. Outside of office hours they are together two-thirds of tho timo, aud tho Postmaster-General drives up to tho Arlington every pleasant ovoning to carry Jones off for a whirl into the country.

There are many bonds of sympathy between them. Both are Yale men,and each was the most popular in his class. Jones 19 the sweot singer of tho administration, and the Bissell house is its musical center.

But they make an oddly assorted pair, nevertheless, and the slightly boyish figure of the handsome assistant contrasts strongly with the bulky form of tho Cabinet officer.—New York Recorder

SHANGHAI, July 23.—China continues to make preparations to assert Its claimed rights in Oorea, and from the indications it is judged war is inevitable unless Japan reoedea fr&m the position It has hitherto maintained. Orders were recently issued for J2,000 Chinese troops to prepare for departure to Corea. The preparations were hurriedly comnleted and triday last the soldiers went on board tho transports that will convey them to the peninsula. To guard against contingencies the transports were conveyed by eight gunboats, the commanders of which were instructed to Are upon the Japanese should the latter attempt to obstruct the leading of the Chinese. Warlike preparations are also being made in other directions. A strong body of troops will shortly leave Foochow for the Loo Choo islands. It is the government's intention to employ the Nakin and Canton fleets in harassing the Japanese coast if actual hostilities are commenced. Orders have been sent to every Chinese province oalling upon each of them to furnish 20,000 troops to aid in the support of the government.

LONDON, July 23.—A telegram from Yokohama reports the acoeptance by Corea of the reforms proposed byJapan is conditional upon the withdrawal of the Japanese troops from. Corea. The Japanese government was surprised at this stand, which is supposed to prove that Chinese influence paramount in Corea. In the direct negotiations between Tokio and Pekin China has so far ignored the Japanese counter proposals.

A dispatch to the Times from Shanghai says war between China and Japan is considered certain.

The court house will be guarded by infantry, and a battalion of police and an unbroken line of policemei) will surround it Only those havttig permits and cards of identification will be allowed to enter. The prisoner's dock has been removed from the c?urt room so as to make space for the reporters, eighty of whom will be accommodated. A special seat has been made for Cesario.

One Hundred and Fort? Drowned. ODESBA, July 23.—It is now certain that H0 persons went down with the Italian steamer Columbia which collided with the Russian steamer Vladimir in the Blaok sea a few days ago. All the evidence badly inculpates the Russian seamen, who deliberately abandoned the Columbia and its crew and passengers to their fjlte, although the vessel floated an hour and a quarter after the collision.

Gladstone's Bye Worn Again. LONDOX, July 23.—Mr. Gladstone's return to Lond'on is duo to the condition of his eye, which has become worse. Another operation will be necessary, and the ex-premier's physicians say the ultimate result is uncertain, though they are hopeful of effecting a permanent cure.

Over a Thousand Lives Lost. LONDON, July 23.—The Constantinople correspondent of the Standard telegraphs that, notwithstanding the attempts at concealment, it is clearly established that over a thousand persons lost their lives during the recent earthquakes.

PARIS, July 23.—An enormous orowd gathered at the Velodrome yesterday to witness the bicycle contests. In the 1,000 meters race Zimmerman, who started from the scratch, won easily, Wheeler was second and Louvett third.

Russian Nihilists Arretted. ST. PETERSBURG, July 22.—Thepolice have arrested twenty nihilists in this city. No reason is known for the arrests, but it is conjectured that they were due to the discovery of a plot against the life of the czar.

Talk of a New l.abor Organization to Make a Coup Next MayCHICAGO, July 23.—There is talk among leaders of the American Railway Union of having a convention in Chicago about Jan. 1 nest for the formation of £the American Labor Union. It is proposed that the organ ization shall cmbrace all classes of labor, except railway, and that it shall absorb the Knights of Labor and the Federation of Labor. In the meantime the American Railway Union is to absorb the brotherhoods and other organizations of railway employes. Then the two great organizations are to formulate a series of demands upon employers, and if they be not granted a general

strike shall take place on May Day, 1895.
