BIRMINGHAM, Ala., July 23.—On account of the serious state of affairs growing out of the miners' strike, both the police force and fire department have been doubled. It has been currently rumored that the big- fire Friday night was incendiary. There have been rumors that the striking miners intend to march to Birmingham in a body and attack and set fire to the city and release the 120 strikers now in jail charged with the Pratt mines riot. The water works company has placed guards along the water main for live miles to the reservoir. Some think the water was cut oil during Friday night's fire by miscreants. Nearly every citizen is armed and the citizens' reserve forces recently organized are ready for action. The Third regiment of state troops arrived here yesterday, replacing the First regiment. The Second regiment is also on duty. Scouts are sent out every hour to watch the movement* of any suspicious bodies of men. Gov. Jones says the law will be upheld at all hazards. Oakland and San Francisco Strikers Will Continue tho Struggle.
SAW FRANCISCO, CaL, July 23.—The Oakland and San Francisco lodges of the American Railway Union decline to consider the strike off and announce they will stand firm. This course was determined by unanimous vote at special meeting's held last night The strikers deny there are any defections in their ranks and say the action of the Sacramento strikers in capitulating waB caused by the weakening of only a few members.
Belleville IMiners Not to Strike.
ST. Lone, Mo., July 23.—The coal miners of the Belleville (111.) district whose wages conference began Saturday, yesterday decided by an overwhelming majority to not strike, but to wonk in any mine paying the scale, disagreements to be localized and not made general. Nearly all the operators in St. Clair county have agreed to the scale.
HOUTZDALE, Pa., July 23.—A largely attended mass-meeting of miners here yesterday decided to send a committee to Philadelphia to confer with the Berwind-White Coal company regarding wages. The committee is instructed to accept nothing less than 45 cents a ton.
No Switching Now Done at Night.
CHICAGO, July 23.—Sunday was quiet about the stock yards. With the exception of a drunken spree in which three men were badly cut with knives there was little excitement. Two trains got mixed up on Fortieth street, north of the yards, as a result of a misplaced switch. Another train was derailed on the Michigan Central road at Fortieth and Vincennes avenue (hiring the afternoon. Both these Cases were accidental. The stock yards company attempts no switching after dark. Superintendent Fitzgerald says it would not be safe.
An Appeal In Behalf of Debs.
NEW YORK, July 23-.—The August number of the American Federationist, the official organKf the American Foderation of Labor, will contain an appeal addressed to all labor unions and labor sympathizers in the country, asking for contributions towards legal defense fund for Eugene V. Debs, president of tho American Railway Union and organizer of the great western railway tsrike.
May Call Away More Troops.
SPRISGFIELD, 11L, July 23.—Gov. Altgeld was asked last evening when the remaining troops in Chicago would be recalled. In reply he said he could five no definite information, but that some of those still on duty would probably be relieved within the next few days. The present situation indicated, he said, that such action would be warranted by that time.
Knight* Meeting at Ouiaha.
OMAHA, Neb., July 23.—All the members ot the general executive board of the Knights of Labor, except Sovereign, are here. General Secretary Hayes said: "During this week we expect to complete arrangements for a systematic canvass of the state of Nebraska and we will push the organization and agitation to a finish."

WEST SUPERIOR, Wi&. July 23.— Seven eastern Minnesota switchmen were discharged yesterday because they refused to handle cars from boycotted roads. The remaining eastern employes say they will handle cars of roads whether boycotted or not.
Knight* of Labor Will Strike.
CHICAGO, July 23.—At a secret meet ing held yesterday afternoon, the Knights of Labor who work in the stock yards declared in favor of a strike to take place some time to-day. The hour is to be decided by Grand Master Sovereign.
Gov. Tillman to Reopen Dlnpeniarlei.
COLUMBIA, S. C., July 23.—Gov. Tillman said yesterday that he would issue his proclamation to-day reopening the dispensaries Aug. 1. He says he is determined to enforce the law more vigorously than ever. It is plain that the governor is in an ugly mood and will resort to efforts more rigorous tkta ov»r to crush out the opposition.

WASHINGTON, July 23.—The members of the Chicago strike commission have been decided on. In addition to Lyman Trusnball, whoso selection was announced yesterday, the President has chosen lor the third member a prominent New Yorker, who has alwayp taken a deep interest in the cause of labor and whose judgment in questions of this kind is regarded as fair and impartial This much has been indicated, but his naige has not been mentioned except in confidence to one or iwo ofij the President's advisers.! iy It is stated, however, that he has accepted and as soon as Judge Trumbull indicates his acceptance the commission will be appointed. Both of these selections originated with the President, although lie made inquiries concerning Judge Trumbull of one or two of the Illinois politicians at the capital. The President is still awaiting a response from Judge Lyman Trumbull, who is at Old Mission, Mich. A reply is expected to-morrow, and. if it is favorable, as the President hopes and expects, the commission will be named 011 Tuesday. The third member of the commission, of course, will be Carroll D.
Wright, labor commissioner, the lawproviding that he shall be ex-ofticio chairman of the board. The board is expected to proceed to Chicago assoon as possible after appointment, and the inquiry will likely be.' in early next week.
WAR ON ROCK ISLAND.
Oklahoma People Threaten to Illow
Iti Trains.
WICHITA, Kan., July 23.—While things at South Enid and Round Pond, O.T., were comparatively quiet yesterday in that no open attack has been attempted on the Rock Island railroad, it is evident to every one that it is only a calm before a storm that will break before long. The citizens assert their determination to enforce the city ordinances, which provide that trains must stop at certain points in the cities named, with dynamite if necessary, and the Rock Island officials as vehemently declare their trains will not stop. Last night sixty United States soldiers passed through hero from Fort Leavenworth en route to Enid to convey the trains safely past the points of danger. They will then reinforce the troops already stationed at the scene of war.
EXCURSION TRAIN WRECKED
Work of Some Unknown Miscreant at La Otto, Ind.
FOUT WAYSE, Ind., July 23.—A Grand Rapfids & Indiana passenger train, south bound, was wrecked at midnight at La Otto by some one, who had driven a stake into a frog. When the engine passed over safely, the tender, smoker, and baggage car left the track. Seventyfive Fort Wayne excursionists were on the train. The officials of the company say that the people were only bruised, and that none was seriously injured. A wreck train and a special have gone to La Otto.
Montana Strike Is Broken.
BUTTE, Mont, July 23.—President Calderhead of the local A. R. U. admits the strike is broken. He said last night he thought the Montana union employes would go back to work in a day or two. This would confine the strike to the Union Pacific. Superintendent Burns of the Montana union has published a statement over his signature to the effect that all employes of the road not reporting for employment by to-morrow noon will consider themselves discharged.
Big Blaze Averted.
ASHLAND, Wis., July 23.—A big blaze was narrowly averted by prompt action yesterdt^ afternoon. Fire caught in the Wisconsin Central company's ice house and spread both ways, up and down the track, burning Cramer & Co's. barn, Augvic Bros', furniture warehouse, and two beer warehouses, belonging to William Werder ana H. Obermann, were nearly destroyed. About 53,000 damage was done.
Knglneer Die* at HI* Post.
SANDUSKY, Ohio, July 23.—John Van Horn, engineer of a passenger train on the Columbus, Sandusky & Hocking Valley railroad, was killed yesterday in a collision four miles south of this city. His train collided with a yard engine just as each was rounding a sharp curve. All other trainmen saved themselves by jumping,but Van Horn remained at his post, reversed his engine, and probably saved the lives of many passengers.
Myitlc Shrlners Gather.
DENVER, Colo., July 23.—Although the great influx of nobles of the Mystic Shrine was expected to take place yesterday there are not more than 250 visiting members of the order in the city. More are expected to-day and it is thought the number will be swelled to 1,000. Many business places are handsomely decorated, most of them having oriental scenes depicted in the show windows.

INDIANAPOLIS, Ind., July 23.— Charles B. Landis of Delphi, nominated for congress several weeks ago, has withdrawn from the contest A meeting will be held in Logan sport Tuesday to select a time and place to hold a convention to nominate another candidate. The convention that nominated Judge Johnson at Hammond recently will not be recognized in any way.

MANAGUA, July 23.—Four men were killed in a riot in Granada last night, growing out of a drunken row. Th« police were forced to call on the soldiers to restore order.
