LICENSING THE DRUGGISTS. There is nothing objoctionabl® to the movement in the present State legislature in which it is proposed that a law bo enacted compelling all druggists who sell liquor "for medical purposes" in less quantities than a gallon be compelled to procure licanso for such purposes, th« license to bo $100 per year, tho same as all salaon keepers are compelled to pay at this time. Many drug BtoreB have made drunkards in great numbers by the smooth and decoitful manner in which they sold liquors as alleged for "medical purposes." Tho prescription stand of many a drug store in Indiana has been and is yet tho "bar" where many a man has begun tho accursed habit which has landed him in the grave. Scores and scores of men who would not under any consideration be seen entering a saloon are well satisfied to go behind a prescription 6tand, drop down dime, and imbibo freely of a tumbler of liquor. It the druggist is content to engage in that branch of business why not force him to pay for it the same as saloon keepers who do not seek to hide their business by such sly methods. All druggists do not pursuo such methods many are conscientious and will not dispose of ardent spirits by any such plans, yet if the saloon keeper is compelled to contribute a certai* prescribed sum of money every year to the school fund why not the other man who is engaged in the same thing only in quieter or more respectable quarters. The alleged reason of some druggists for thus disposing of whisky on tho old chestnut for "medical purposes" has become to a great extent a by-word and a reproach. People wont believe it and tho physician presenting it is most times looked upon with suspicion. Some moro plausible reason must be originated for any patient who iB conapollcd to have whisky in his prescription. If druggists retail it why not pay for the privilege? The lasv should not make tish of one mart and fowl of the other.

There is a measure now pending in th« legislature to tax foreign capital in vested in Indiana. The

does not
believe the measure should become a law because it would drive capital out of the state that is now invested here. There are millions of dollars of foreign capital loaned in this state at rates raascing from three to seven per cent interest. These loans have resulted in a reduction of interest charges, because if foreign capitol could not bo obtained, the scar city of home capital would entail higher rates of interest. Much of the money borrowed by the state at 3 per cent, interest is foreign capital, and if it were taxed, as proposed by tha measure now ponding, the state would unquestionably have to pay a higher rate of interest.
The Indianapolis News says tkis of.the proposition. "When anybody brings foreign capi tal iuto this state, in the form of money, that money is transformed into some other kind of property which adds just so much to the tax valuation. It is to the interest of the state that foreign capital shall be attracted here if we need it. And that wo do need it, is proved by the fact that it can be used to advantage here. The great moneyed corporations in the east lend their money here in largo sums on good security at lower than the prevailing rates of interest: At those rafles tho ventures into which the money is put are profitable -to the borrowers. At higher rates they might hesitate to take the risk. Now. if we proceed not only to tax the properties into which tho foreicn capital is converted, but also to tax the foreign capitalist on th» amount of his capital so converted, the result will be either that the foreign capital will be withdrawn from the state or that the foreign lender will increase his interest charges by the amount of the tax."
REDUCING THE OIEOUITS. It is proposed to reduce the Court circuits of the state from 55 to 45, and save to the state $,'50,000 or more. There could probably be a further reduction and few bo injured by it. Most courts aro slow, cumbersome, expensive, and economy should be aimed at as much in that lino as in anything else that the people aro compelled to sustain. A lobby of prosecutors and lawyers has been hanging around the legislative halls at tho capital to prevent this reduction of the circuits, yet its success as yet can not be said to be encouraging. If the proposed reduction becomes a law Fountain county will be added to Montgomery and be known as the 23d judicia circuit.
