WHY LYNCHED. S

Colored people throughout the country held fasting and prayer meeting to invoke divine interference against the lynching of so many colored men in tho South' on Tuesday last. There are two sides tu Lue question, and whilp tho law in every instance should take precedence over everything in the treatment of crime it will be well to inquire why so much of it, as reported, continues from month to month. Now for tho facts. One hundred and fifty negroes, it is said, have been lynched in the southern states within the past twelve months, of which number nine-tenths had committed or had attempted to commit the crime of rape on women and young girls. Aside from murder the crime of rape isjthe most heinous in the catagory of crime, and in every state should be punishable with death. In some states, we believe, it is considered a capital crime and is thus punished. If crime of this kind was as prevalent among tho negroes of tho North as the South, what, we ask, would tho white population do in regard to it? Would they wait for the slow process of the law? Wo doubt it. White men in the North have been hung for this crime. How many lynchings in past years have taken place in Indiana for crimes as dastardly as this. There is no politics in tho lynching announced from time to timo in tho South. It results in almost every instance from the crime of rape. A law abiding negro in the South, is, wo believe, as safe in every instance as his brother in the North. There is no necessity for asking for Divine interference, or if so, also ask that criminals learn to respect tho law and that the Lord may prevent them from commiting wrongs of any kind. The lynchings will cease when tho rights of people are respected.

SHOULD BE ABOLISHED. Ninety-two county school superintendents cost the State of Indiana 8100,000 per year at least, which is taken out of the school fund to pay them. The tax payers by a large majority have never seen any uso for that oflice. Tho incumbents generally are not classical scholars,' and do not have the scholastic ability of one-half of tho teachers over whom they assume more or less authority. The office seems to have been created in tho interest as much of politicians as for educational purposes. The duties involved can just as readily be filled by trustees of the township as by the present plan. The trustees can judgo of the fitess of this or that person to teach school as well as the superintendent, and can manage fully as well without any assistance from him. There are too' many offices now, and somo of them should be abolished and the county superintendant's office is one that should bo cut off. It costs too much for the benefit received frbrn it, and tho cause of education will not bo retarded at all by doing away with it. The legislator advocating this at the next session, will strike a popular cord, and in spito of the lobby that would be formed to prevent, would act in tho interests of his constituents.

THE monthly public debt statement shows an increase of 84,000,000 for tho month of May. The republicans will robably not uso this as a campaign document this year.

HE WAS TWO FACED-

Blaine, in resigning his position as Secretary of State, just previous to the Minneapolis convention showed himself to have considerable of the wet dog in His composition, and under the circumstances it is not calculated to raise hitn in the esteem of all fair minded people, especially those of his own party. Everybody knew just what that resignation meant it meant that ho was a candidate and this in spite of a letter written by him, in February to Clarkson, chairman of the National Commit, tee that his name would not appear as a candidate. People took him at

-hiB

word, and supposed that in pure, plain English he positively, as in 1888, would not allow his name to be used in connection with the nomination for President. He allowed the politicians to stultify him. The politicians propose, byt the voters very often dispose differently. The Harrison element of the republican paity will never forgive Blaine, as they will always consider that he has shown duplicity and double dealing throughout.

SOUND ON THE MONEY QUESTION. We do not remember to have used anywhere any more sensible words on the question of money than those enunciated in a few lines by the New York democracy in convention at Syracuse, last week. Here it is: "We approve tho use of both gold and silver as money, and we demand that all dollars, whether gold or silver, shall be equal in value to each other, in fact, as .well as by declaration of law. We are ,opposed to the free coinage of silver by the United States alone, at the existing rate of 16 to 1, because we believe that free coinage at the ratio will result in £he immediate disappearance of gold from the business of this country. Tho use of silver will result in certain loss to every wage-earner and every savings bank depositor, with impairment of credit and disastrous disturbance of business of every kind. We demand the repeal of the Sherman silver law of 1890 as an obstruction to international bimetallism, and becauso it is rapidly bringing this country to silver monometallism, with all of its attending evils."

THE committeo of ministers and citizens, who appeared before the council to ask it to enforce the ordinance relating to the closing of saloons on Sunday etc., aro on the right track and should be encouraged by all well meaning citizens. If saloon-keepers will persist, or some of them at least, in violating the law, let them feel its rigors to the full extent—if they dance let them pay the musician. A constant watchfulness with continual fines for its violation of the law by selling liquor on Sunday, will soon stop it. Efforts to stop the eyil, however, of this kind, are always more or less spasmodic, and just so soon as those active in the matter cease in their work, the violations of the law again occur. Those weary of well doing are followed by those as energetic on the other side. Constant, never ceasing worK will soon root out the evil of the back door liquor selling on Sunday, and the best citizens of Crawfordsville will rejoice when it ceases

SHANKLIN, of tho Evansville Courier, who was a formidable candidate for Governor at tho last State convention it is noticed has never since tben had a good word to say in favor of Claude Matthews, his successful opponent. Shanklin did not havo enough political discretion to know when .to open and when to shut his mouth, and in consequence was defeated on the first ballot. Had ho havo kept his shovel out of the Presidential nomination muddle he would to-day have been the nominee for Governor. He now shows further political indiscretion since the convention by growling at this or that democrat who did not happen to go wild over him when a candidate. Shanklin is played politically and can remain at Evansville the balance of his days as he will never be worried with the onerous duties of a State office.

ONE of the loaders of the people's party said at Indianapolis last week that "We are just taking three votes from the Domocratic party to one from the republicans," and there is evidence at hand sufficient to convince democrats this is the scheme that is to bo attempted. The Nonconformist, published as the organ of the people's party, alike opposes both the old parties, but tho republican party is furnishing the money to put it into democratic homes. Of the list going to Lebanon nearly all aro to Democrats, and they are not subscribers, but havo been informed that some "friend" is sending them the paper. Democrats, do you see the trap?

PROHIBITION seems to bo losing ground in this country, while the liquor interests increase. Tho total number of distilleries in operation March 1, 1891, was 912, with a daily capacity of 491,130 gallons. The total number in operation on April 1,1892, was 964, with an output of 543,200 gallons, an increase of 52 distilleries and a daily increaso of 49,100 gallons.

The sum of 850,000 was stolen by thieves last week on the Santa Fo railway by breaking open the safe. The money was intended for payment to the Indians. It is tho work probably of some enthusiastic individuals desiring to increase the republican campaign funi.

NEW YORK will Bond two delegations to Chicago, one consisting of Hill delegates selected by a State convention in February, the other of Cleaveland men recommended by a convention held at Syracuse, New York, last woek. The committee on Credentials at Chicago will havo a hard job before it to decide which delegation to admit, and it may result in Now Yortt not having any candidate at all, which for the democracy at large, we believe, will be a matter eventually of congratulation.

IN its great zeal for its eastern candidate for President on the democratic National ticket it is noticed that the State Sentinel never burdens its columns with the names of .Gray, Palmer, Boise, or other well known democrats of the west who have a large and respectable following. It may be that after "Ardmore" and "Sallie Bertram" are retired to their much needed rest that space can be found for other names for President aside from its favorites.

THE BI-METAL 00NFEBEN0E. A bimetal conference between this country and eight of the governments of Europe, including England and Germany, is soon to be held at Brussels, the capital of Belgium. It will probably determine how many grains of silver constitute a dollar, and to have the same value all these countries. If the conference agrees on all points, free coinage of silver will then be a popular measure.

THE republicans of the 9th district have re-nominated Waugh, of Tipton, for Congress—the poorest banana in the bunch—as it is asserted, there being a dozen abler men in the party than he. Tho fact that the district has a republican majority of over 3.000 is all that will prevent his defeat, although he may not receive a third of it at the election. His nomination illustrates again how nicely a political machine well oiled will work.

"CIVIL SERVICE REFORM'' was given a vacation during iho Minneapolis republican convention, as hundreds of republican office holders, from big fish to small fry, were on hand, working in fhe interest of Benny for renomination. The gang was led by John C. New. holding the office of U. S. Consul at London"Civil Service," with republicans, is beautiful in theory but miserable in practice.

THE Minneapolis conventijn was nothing more than a gathering of spoilsmen, loaters of the government treasury. It was a fight by the Harrison gang to retain tho fat offices and hold upon the strong box of the government, and by tho Blaine crowd to throw them out and take their places. So far as principles was involved in the contest, the main one was spoils.
