Public Schools,

EDITOK RKVIEW: In last week's issue of your paper I noticed an article on teachers wages. I •care nothing about who wrote the article, but I want to add a few words to what was baid, because I think he did not say quite enough.

I am not particularly interested in the subject of teachers wages, because that thing under a properly organized and judiciously managed school system, like every thing else will regulate itself according to tho laws of Bupply and demand. Wo boast of haying an enormous school fund, the interest on which iB distributed over the state among the counties, and by them to their several school corporations in proportion to the num ber of children of school age. In addition to this fund wo have a state tax, a congressional school, and a local tuition tax. The amount of tho latter being left to the whims and caprice of the school trustees. The point to whieh I call attention and the wrong I would like to see righted, is the unequal length of sohool terms which prevail all over tho state, not only in different counties but even in adjoining corporations of the same county. As a partial remedy of tho evil I would suggest for the commissioners to make the local tax levy for tuition uniform, consolidate tho funds, and then make an equal distribution on the following basis. Lot the trustee, (one for each corporation) report to the county Auditor tho amount it will take •per day to run his schools after he has contracted with hiB teachers the Auditor then divide tho whole amount of school money by tho total of tho several corporations. By this means he can tell how many days tho schools of tho coun ty can run. When the trustee settles with his teachers let him give them orders on the county treasury. This plan would simplify the whole system and obviate the frequent and useless handling of the funds. In addition I would suggest that no school be maintained at public expense unless there bo at least 2o children. This would put a stop 1 the building of a school house at every cross road.

It would do away with some of tho surplus officors that are moro ornamental than useful, and the extra expense of those board meetings that are a mere farce.

The wtiolo thing can be managed in each county by one school man in each corporation together with tho Auditor and Treasurer.

One objection to this system would bo the equal division of tho congressional school fund, because some townships have fooled theirs away, whilst others have managed theirs so well that they are exempt from a local tuition tax. Whilst this is true would it be more unjust than the present law that compels the rich counties to help the poor? This county pays into stato treasury several thousands dollars every year more than sho gets back.

Lot those who are opposed to an equal distribution of tho congressional school fund remember that the land was originally a gift from tho government.

I know it will require an act of the legislature to legalizo a thing of this kind but any man who will pledge himself to vote for such a measure can have my vote regardless of his politics or his religion. LADOGA.

Tho Larrick Oaso,

The legal soperatiou of Isaac and Lysta Larrick took place before the circuit court last Friday, Mrs. Larrick receiving a divorce, without alimony. Tho divorce as nearly as we can get the particulars was a result of a compromise and about as follows: "When they were married, Mrs. Larrick furnished §"00 which was put into property here, which Ike refunded to her, and in addition gave her $100 for her house-hold goods and paid the expense of tho divorcement proceedings. This, if wo understand tho matter, was agreed upon when the separation occurcd, or shortly aftorward somo month ago. Mrs. Larrick accepted tho divorce on the basis of this agreement and hor claims aro all adjusted. Ike did not appear against her but left his attorney L. J. Coppage to settle tho matter on the basis proposed. This adjustment avoided what otherwise might liavo brought out a great scandal, and tho summoning of a Large number of people to the county capitol, and a heavy expense.—Darlington Echo.

REACHED THE WORLD'S FAIR CITY. CHICAGO, Feb. 22.—The 300 distinguished Washington guests of Chicago, including cotngressmcn, senators and foreign diplomates. with their wives and daughters, to inspect world's fair progress, havo arrived safely and in high spirits in this city. The four gorgeous trains in which they rode pulled into the Grand Central depot, the first at 4 p. mM Saturday and the other three at intervals of fifteen minutes, the Baltimore and Ohio managers having staked and nearl maintained their reputation on the completion of the journey in twentyfour hours.

Stowed Away ID the Hotel*. At the depot everything was done as by clock-work. The committee of fifty met each successive party with warmth and enthusiasm. Gayety and good humor everywhere prevailed. Rapidly but smoothly the guests were conducted to their carriages and whisked away to their hotels, where, without a moment's delay, they found themselves alone and at home in their luxurious apartments. The Auditorium welcomed the first party, the Palmer the second, the Grand Pacific the third, and all three of them the fourth.

Object of the Visit.

The prime object of this excursion is to give the members of congress a chance to note the progress in the world's fair enterprise which they anthorized in April, 1890. The arrangements were made and the whole trip is being conducted by a committee of citizens who offer the freedom of the city and expect every Chicagoan to make the offer good.

Entertainer] by !Hrs« Palmer.

Nearly all the members of the congressional party accepted the invitation of Mr. and Mrs. Potter Palmer to attend a reception Saturday evening at their residence on the Lake shore drive. The host and hostess were assisted in receiving by Mr. Arthur Caton, and the Washington visitors wero presented by Representative Durburrow, chairman of the world's fair committee in the house. There were several hundred prominent Chicago people invited to meet the city's guests, aud the gathering included representatives of the bar, the press and commercial life. The entertainment was one of the most elegant and elaborate ever given in the city, and served as a delightful introduction to the round of entertainment provided for the visitors. The hours for the reception were from 9 to 12 o'clock, and during that time the mansion was a scene of brilliance and beauty long to be remembered.

How .Sunday Was Spent.

Sunday rest was thoroughly enjoyed by the visiting congressmen and newspaper men. After the long ride and the excitement of their first evening in the city they were quite ready to settle down to a day of decorous quiet, and in general the guests of the citj' may be said to have passed a piously uneventful time. They were practically left to their own devices, and availed themselves of sueh events on the programme of entertainment as suited their fancy. Following is the programme:

Church iu the morning drive through the city reception at the Iroquois cliTb, the Union League club, the Press club, and the Herald building visit to the world's fair headquarters services at Armour mission. The legation members were give'a a breakfast at the Chicago club and were entertained in the evening at the hornet of Charles Henrotin.

The programme for today includes the visit to the world's fair* grounds, addresses and banquets at the Auditorium and Grand Pacific hotels, and a reception to tliQ ladies of the party at the home of Mrs. II. O. Stone. The trains will leave for Washington at 8:30 a. m. Tuesday.
