CHICAGO, NOV. 10.—A total eclipse of the moon is to occur on Sunday evening, November 15, visible more or less to Europe, Asia, Africa, the Atlantic ocean. North and South America and the eastern part of the Pacific ocean, which will be a spectacle well worth observing, and one particularly interesting to the general public. Over the western portion of the United States the eclipse, will begin in the afternoon, before the moon appears above the horizon, and the phenomenon, when first visible, will be well advanced, the moon rising immersed in the shadow of the earth, and appearing dimmed, as if covered with a dark veil. But as the total phase will be quite generally visible throughout the country at a convenient hour in the evening, the oclipse will occur under favorable conditions for all to observe the imposing spectacle, and it may be seen to excellent advantage should the sky be clear and the weather pleasant. It will also be the privilege of observers to view the exhibition without any optic.'il assistance whatever, and a telescope will not be required, for an eclipse of the moon may be seen just as well, if not even better, by the naked eye.
The eclipse will be visible, in various stages of its progress, over every portion of the country—the weather permitting—but more of it will be seen, »nd the moon will be higher above the horizon, the farther the-place of observation is located eastward from the Pacific coast For the benefit of those who would like to observe the eclipse we give the time of its various phases which will occur in Chicago, meridian or local time, as follows: Moon enters penumbra 3:46 p. m. MOOD enters umbra, or shadow 4:45 p. m. Total eclipse boffins f:47 p. m. Middle of eclipse 0:29 p. m. Total eclipse ends 7:11 p. m. Moon leaves umbra, or shadow 8:13 p. m. Moon leaves penumbra 9:12 p. m.
To all places east of Chicago the phases will occur later, and to those west earlier, than the times given above, the difference being four seconds for each mile, in either direction.

States supreme court chamber was orowded Monday morning with distinguished members of the bar present to hear arguments in the celebrated case of Thomas Henry Cooper against tho judge of the United States court for tht* districtof Alaska, better known as th» Sayward Beliring sea sealeries case. Ex-Secretary Bayard and ex-Attorney Qeneral Garland, of President Cleveland's cabinet ex-Senator Edmunds Senator Mitchell, of Oregon Representative Springer, of Illinois, and others were present, besides Attorney General Miller, Solicitor General Taft, Joseph H. Clioate, of New Yor-c, and others who will take part in the argument
This now celebrated case arises out of the seizure of the Canadian sealer W. P. Sayward in Behring sea for vio lation of the act of congress making it a penalty to catch seals within the waters of Behring sea. The vessel was libeled under the admiralty laws of the United States •ad after trial the United States district court of Alsiska declared a forfeiture of the vessel. The case was then brought to this court on a motion for a writ of prohibition to stop the Alaskan court from taking measures to enforce the decree, the ground for this motion being a contention that the court had no jurisdiction to try the offense, for the reason that it was committed more than miles from shore, and therefore. under the laTT of nations, without the jurisdiction of the United States. By this method it is sought to secure an opinion from this court on the question which has been for a long time in controversy between the United goods. States and Great Britain as to the right of the former country to exclusive control of the seal fisheries in Behring sea.
