Senator 1'.'.galls (Kan.) rising to a personal st ..i -mcnt. said that he had been ale-en:, from the sessions of the Senate durin. the past two weeks, in which i:\Vrval action had been taken on i'p' cloture and on

a

elections I.ills. !lis attitude on Doth these questions had been the subject of comment and censure and of animadversion. The Senator then stated that he bad given notice to the Senator who had charge of the pairs of absentees (Casey) that lie "should vote against the proposed change of the rule,, and should vote for a motion to proceed to the consideration ol any other than the elections bill and am pa-red accordingly with Senator Ahison. who is at liberty to vote to make a quorum." lie. then proceeded to state his reasons for opposing the cloture resolution, and his dislike for the elect ions bill. He had no arrangeiri 'iit for having his vote counted against the passage of the elections bill, and was as ready now as he had always bei to per •••ed with its consideration and «with modilications which lie had always believed essential) to support it to the end. lie had been a lo-pu'oliean since the party was born, and had voted "without, variableness or shadow of turning" for every Republican candidate. He had recently expressed no opinion on political, social m- economic questions which he had not Inn.** entertained and to which he had not giveu frequent utterance in the Senate chamber and elsewhere.

Senator Allison la.) deemed it due to himself Vo say that on every occasion when he had the opportunity he had &aid dintinetty that lie had no pair with Senator lngails on votes respecting the elections blil.

The pension appropriation bill was taken up. I! appropriates for pensions for the year ,17: .os'i: for fi-e-s and expenses of examining surgeon* 51,SOO.Out): for salaries of eighteen pc.-igion agents, ST.i.iUM. and for cleric hire. .•?:J00.000. Tho lalier item is inc va.sed by ar. amendment of tin: committee on appropriations to bU.I.-SI 1.

Another amendment, reported from the coinmilt.-o strikes out the proviso limiting to two dollars the compensation of a pension attorney and inserts in lien of it. a provi-n i:-,ailing such compensation to live dollars. The latter amendment, gave rise to a very long discussion.

In the course of the discussion Senator Mei'hel'sot" X. .!.) inquired of Senator Allison -e.nether the amount appropriated in the bill would be sullicient for t.he year. Senator Allison believed that, it would-, he. hut admitted that there might -d ticietiev of five, six, eight or ten mii:ions. On the other hand there iingnt oe a surplus but he thought it tnore likely that there would lie a cu-iiciency. Senator .McI'herson asked" how many applications had been made under' the act of the last year. S-. ..ator Allison gave the number up to January 10 as .Y.'D.OOO, of which only S.OdO or '.l.lllio bad been yet allowed.

Senator Cook roll (Mo.) offered an amendment providing that hereafter no pension shall he allowed or paid to any ofiicer. non-commissioned ofiieer or private ill the army, navy or marine corps, either on the active or the retired list. The amendment was agreed to without a division. All the commit tec. amendments having been agreed to. the bill was passed.

The Senate then, on motion of Senator I'.lair iN. 11.i. took up the House bill to provide for the. adjustment of accounts ol laborers, workmen and mechanics arising under the eight-hour law. Senator Dawe.s (.Mass.) gave notice of an amendment in the way of a sulstitute requiring payment for overtime, notwitiistandiug any agreement to the contrary. The bill was then laid aside informally.

Among the bills passed' by the Senate was the. House bill tor the construction of three Indian industrial schools inWisconsin, Minnesota and Michigan the cost not to exceed .SoO.OOO each. lloI'SK.
