IS DEHORNING A SUCCESS?

The man who has seen two or three viciousold coirs occupy the whole shod 011 a stormy winter niplit while the rest of the herd shivered in the cold, and then see the whole herd huddle together like sheep after tho use of the saw, for the use of the saw is Justifiable where milder means cannot bo used, can answer this question very positively und eiupliaticallv lu tho atllrmative. TALK WITH PRESIDENT IIARKI8CN.

Nkw Yokk, Feb. 8.—The World prints a special purporting to quote President Harrison in an interview relative to the alleged wrong's upon the Indians. He said: "Some of these grievances are .e:r., somo are imaginary some are inevitable consequences of our lorm of Government. The biaoa and the elk have vanished MM frfrlnn and thus the great natural lar#br '&• Sioux has been emptied, but 60 legislative act caused or can remedy that. The Indian ta naturally improvident be will rorge himself and his family to-day until bis skin and their 8Idas are bursting—ho will oat ten days' rations in one and then complain bec-unse a fresh supply is not forthcoming the tnstaqt his upputite beckons. In past years he ha* oftfln, no doubt, bean robbed by cattle rings, by agents and by traders. The Indian has often received poor cloVhlng and moldy rations. JJu I do not boilove tho Indians are robbed today. I have no doubt the Indian thinks he is being robbed, because on Saturday he forgots that on tho previous Monday ho ato liis entlro week's rations. Also, he does not comprehend wily his supplies are cut down and delayed. That is not my fault, nor the fault of tho Secretary of the Interior, nor that of tho

Commissioner of Indian Affairs. Tho Commissioner promptly reports to the Secretary, who at once forwards tho report to me, nnd I recommend to Congress that the appropriation be promptly passed in full. TTiere my power and my responsibility and that ot tho Indian Department end. and the delay hegins. Congress does the cutting down of which the Indian complains, and the wisdom or felly 1 do know, how* ever, that the moment Congress appropriates the money, however much or Httla, every dollar of it is at otirc appllod to the Indians' V'ants. and the entire machinery ol the Indian Department is put in swift motion to got the supplies out us soon as possible. ''I am entirely satisfied with the present administration of Indian affairs. It is thoroughly honest and intelligent, aud no complaint hks been given against it during tho lust two years that has not at once received prompt attention and the cause removed. "There are many c.ontticliiiij stories of tho cnu:,e of the present outbreak. Tliey are being examined into. Tho chief trouble is a longstanding and coustunUj pro\rim internal dissuasion among various factions o! Cue Sioux nation. 1 shall talk with this Sioux delegation iS they dssiro a oouncil: ^hnll give thotn a full hearing, a ud if any wrongs are presorted tliey will be met promptly nnd thoroughly. 1 bolievn, however, that the niaui grievance is beyond my control—the tardiness with which Congress has ratified the ••icreement made with them by the Sioux commission two years ago, and the ctittinM down of the apirrupriution recommended the current year. Tluit. tboy have Iweu robbed by ngeuts during my administration 1 know personally is not true. That matter hue 'been thoroughly sifted and the charge found wanting."

Mr. Dalzell (1'a. I came to the defense os Commander Keiter. lu due time he proposed to submit some remarks in support of these propositions: First, that the Secretary of the Navy had no right under the law to administer a public reprimand to-Commander Reiter, as he had done, by the insulting letter published in the press: second, that lteiter and Mi/.ner had followed international law as practiced iu the last fifty years of the country's history.

Mr. 11 it (111.) made a most eloquent defense of ihe State Department. He reviewed the ease sit some length and said in closing: "Hod grant that no man of any parly shall be ever the Secretary of State who will not disavow the act of a Minister who orders the surrender of a political victim who trusts to our protection and the act of a commander who sits stippine with two war vessels at his back und permits such a bloody tragedy and disgrace to our National name. It was proposed that the Farmers" [Mutual Benefit Association men should present to the Republicans the name of some one both parties could support without prejudice or compromise. It is said that several names were suggested, but* that all were left in abeyance until full consideration could be given by the Republicans, who were simply represented by a committee.

Later on the Farmers' Mutual Benefit Association submitted to Representatives and the Republican steering com~ inittee the names of A. .1. Strceter, John P. In it the Emperor says that in the event of war he intends to give Count aldersee command of an army corps, and that therefore, as the Count has been long withdrawn from service with the troops, he appoints him to the command of the Ninth Corps. It is reported that the Kmperor intends to be his own chief of staff, thus reducing the importance which the position attained under Count von Moltke to the level of the commandership of a corps.
