THE NEW CONGRESS.
CHICAGO, NOV. 8.—The Tribune says: The Democratic land-slido has bad an appreciable effect upon the political complexion ot the United States Senate. That body in the Fifty-second Congress will have 88 members. The Republicans had calculated that it would stand 51 to 37 in their favor. Tuesday's election, however, disappointed them in Illinois, Kansas, New York, New llampshire, North Dakota and Wisconsin. The Legislature in some of these States is doubtful, and others is certainly Demooratlo. In the light of the latest returns the Senate will probably stand as follows: Republicans, 45 Dsmocrats, 89 Farmers' Alliance, 1 (from Kansas) doubtful, 3.
The returns ooming in of the vote for members of the Lower House continue to show gains for the Democrats and the Farmers' Alliance. The relative strength of the parties in the House will probably be as follows: Democrats, 824 Republicans, 91 Farmers' Allianoe Democrats, 13 Farmers' Alliance, 8.
ILLINOIS.
The returns from the State of Illinois have become sufficiently complete toannounce decisively the result of the State ticket. The Democrats have won, and Edwin S. Wilson, of Olney, is elected State Treasurer by 11,838 and Henry Raab, of Belleville, Superintendent of Public Instruction by 36,040.
No compilations have been made on the trusteeship of the University of Illinois, but- the indications are that the three Democratic nominees have also been elected by a slight majority. The exact vote will not bo ascertained until the returns have been canvassed and SOD to the Secretary of State at Springfield. But the complete returns leave no doubt that the result is as herein stated and that the entire Democratic State ticket is elected. The returns which lnrni8h this result are oflicial from all the counties in the State except seven. These have been carefully estimated, ind as they have heretofore generally fiven Democratic majorities thore can be no doubt that the vote herewith announced is substantially correct.

CHICACO, Nov. 8.—As a result of tho election Tuesday Chicago gains an additional population of nearly 5,000, and its territory is srill further extended three miles t,o tho west at the southern end. This was attained by the vote in favor of the annexation to the city of the towns of Washington Heights and West Rosoland. Fernweod, with a pppulation of about 3.000, -voted against annexation.

MILWAUKKK. Nov. 8.—Official returns from the Eighteenth district show tho election o£ Clinton Babbitt, Dem., over II. A. Cooper, Ilep. This leavos only one Republican Congressman in Wisconsin, llaugen in the Eighth district, who has about 1,000 majority. Bailey, te Democratic candidate, threatens tx. make a contest. The Republicans suffel a net loss of 0 Congressmen, besides the Legislature, which will probably elect ex-Secretary Vilas to succeed Senator Spooner, although other candidates are springing up. Peck, for Governor, has c. majority of :w,000.

INDIANAPOLIS, Ind., Nov. 8.—Official returns from the State at large are just beginning to come in. The Democratic majority will be about 18,000. The only Republicans elected to Congress are Waugh in t!ie Sixth and Johnson in tha Ninth. The Legislature is Democratic in both houses, and tho Democrats have 09 majority in joint session.
