During the latter part last nn old crippled ex-soldier, 13. i". Hull bj" name, aud his wife, appeared in town and stopped over for a short rest aud to recuporate before resuming their journey east. They had started from Denver, Col., for Delaware, and having little or no means, peddled a linimoiit along their route to meet exoenses as far as possible. Arrived here and without inenisti, arrangements were made hy Sheriff McHaskey and Auditor Goban for the tired aud weary couple to remain six days at the county- asylum, and they were taken there last Friday. "From almost the first moment, said Hall, from our arrival there, the superintendent seomed to acl toward us as if we were nothing but beasts. We desired to bathe and have a temporary change of clothing, and were permitted to do so, but his voice aud actions toward us, were such as a master would use to a Blave all the time. I was a member of the 4th Delaware regiment, fought for the Union and received a broken collar bone and two fractured ribs in battle, but such treatment of one 'Comrade'by another, ns I got from this superintendent, I never received before. In changing clothing I found that my wife, who is blind, had $1.85 and I determined that we would not pauperize while Hint lasted. We starteil lo town to go to a hotel. About half way we were overtaken by the superintendent and an assistant who tried to force us to return to the asylum.
They handled me roughly, holding me by my Iaino arm. We halooed and they let up, and we came on and remained all night at the Sherman House. I regret that I had not a revolver. Had I you can bet that your county would have had to appoint anew superintendent. This man is a member of the G. A. R., so am I, but such damnable treatment from one comrade to .mother, is, I assure you, rare indeed. We did not aim to put him, in stopping there, to any grt at trouble or labor in our behalf. We simply wanted a few days rest before starting ou again toward Delaware."
Hall was in town Monday. Ho carries a G. A. B. badge, and complains of pain iu his right shoulder from his old wound. His appearance indicated considerable fatigue and bodily suffering. A committee from tho post here was appointed to attend to his immediate wauts..
Let Mini Decorate.
On last Decoration Day a learned divine of this city in a public address, remarked, "there is oue grave which it would give me particular delight l.) decorate. That grave would be the grave of Jefferson Davis, and I would decorate that grave with dog-fennel and jnnsonweed." On next Decoration Day, tins learned and Christian-hearted gentleman will have an opportunity to perforin the service he seemed so anxious to execute. Mr. Davis is dead. Ho was a hard worker duriug his life, a inaa of strict integrity, a man of great purity, a man who was conscientious in the performance of every duty, and in addition to all this was one of the most devout and consistent Christian men whose lives have gone to make up the history of our country for the past thirty years. He believed in Btate sovereignty, however, and gave up fortune and position, to fight for a cause which he believed to be right. For this he should have his grave decorated with dog-fennel and gymsen-weed. His grave should be stoned anil egged, the tombstone which marks the last resting place of an unfortunate mau should be destroyed by these so called Christians who are so much better, and nobler than Jefferson Davis. Bev. Swit'.er should prepare for the next Decoration day. Let biiu secure fire-works and horns, and then go to the grave of Jefferson Davis with hiB wreathes of dog-fennel, jimson-weed, etc,, and hold regular Fourth of July over the grave of this man who is so deserving of such rememberances. How noble are such expressions by our parson friend, so Christian-like aud so becoming. We can imagine his surprised countenance now, as he heard of the death of Mr. Davis, beeming with pleasure aud his brain arranging for a regular hooray when the next Decoration day should roll around.

The committee which is investigating tho defalcation was in session all of Friday, but its sessions have been secret and every one refuses to disclose what has taken place. Mr. Leedom, tho Sergeant-at-Arms, appeared with his attorney and was examined for about two hours. AVhen the committee had finished with him it sent for the Assistant Uijited States Attorney with a view of taking his testimony on the legal points in the ease. At tho same time experts wore at work upon the books, who have ascertained that the actual amount of tho defalcation is S71,800, which does not include tho losses of private depositors, which amount to nearly MO.OOU more.
Although~the matter is still an open question, it appears that the responsibility for the loss can not bo located. As tho bond of the Sergeant-at-Arms was given to cover the performance of his official duties, it can not bo seen how his bondsmen can be held for any loss incurred by him while acting as a disbursing officer without any authority of law. or how bis private-property could be touched.
Some members propose the passage of a joint resolution rei'erring tho entire matter to the accounting officers of the Treasury t.o straighten out and advancing a sufficient amount of money to the new Sergeam-at-Arms to pay the salaries ov those who are short. Whether tho measure will receive the support of a majority of the House or not is the question, for many fear tho effect of^iublic sentiment and their chanccs for re-election. It is certain that a bill will be introduced on Monday and placed immediately upon its passage making it unlawful for any members of Congress to overdraw his salary or borrow money from the Sergeant-at-Arms or any other officer of the House, or seek the indorsement of any such ofli'.:er upon financial paper, and there is very little doubt that this will meet with unanimous approval.

Stanley, who arrived at Zanzibar Friday, communicates to Mr. Hurdott-Coutts by cable that tho condition of Emin Pasha is in the ftrcateat degree critical, and that the German naval surgeons who have seen him declare that only twenty in a hundred such cases ever recover, this percentage including all the cases of men in the vigor of life. Emin's age is not great, but bis physical condition is not good. In addition to other bad symptoms the hemorrhage from tho ears continues, and this, though it prevents the immediate formation of a large clot in the brain, menaces life by loss of strength. He is lying in tho German hospital at Hagamoyo. Dr. Parke still lias some hope.
